Emphasizing the need to periodically update knowledge and skills for leaders of units in the Ministry of Information and Communications every year, Minister of Information and Communications Nguyen Manh Hung pointed out: This will help avoid the situation of "New officials, new policies" when there is a change in leadership, and also review old knowledge, supplement some new knowledge for this team. Not only for leaders, the head of the Information and Communications sector said that it is necessary to periodically organize small training programs via the MOOCs platform every quarter for different groups of people to regularly supplement knowledge, and more importantly, to create a habit of learning for officials, civil servants, public employees and workers. The Minister also suggested that the Department of Organization and Personnel can coordinate with VTC to build a game-style program with assessment. During the more than 3-hour training session for leaders of units under the Ministry, the key point and important message that Minister of Information and Communications Nguyen Manh Hung conveyed to the trainees was that leaders in the transition period need to think in terms of the word "and" instead of the word "or". Because the nature of life is the word "and", everyone exists, lives, works and enjoys together.

Citing many examples from his own experiences and observations, Minister of Information and Communications Nguyen Manh Hung affirmed: To be a leader, one must be able to tolerate people; To be a leader in the digital transformation era, one must be able to tolerate change. However, accepting others and accepting change must be based on seeing the good and contributions of others; Understanding change as a trend, seeing the good of change so as not to be afraid of change. Thinking according to the word "and" is also clearly shown in the main content that Minister of Information and Communications Nguyen Manh Hung chose to analyze and explain in detail to the trainees participating in the training course, which is the difference between Eastern and Western philosophies through a series of pairs of categories that represent two different but complementary ways of thinking, including Reasoning and Intuition; Analysis and Synthesis; Subject and Object; Conflict and Harmony; Knowledge and Action; Contradiction and Interdependence; Dynamic and Static; External and Internal... For each pair of categories mentioned above, in addition to pointing out the differences in the thinking styles of Eastern and Western people, through visual examples, Minister of Information and Communications Nguyen Manh Hung showed students how to properly apply these two ways of thinking so that they complement each other, thereby improving efficiency in work and life. For example, with "Deduction and Intuition", Westerners think logically, they come to conclusions through intermediate reasoning. While Easterners go straight to conclusions through intuition. The way to apply is to use a combination of people who think in these two ways to innovate the organization, specifically encouraging intuitive thinkers to come up with creative ideas, using logical thinkers to evaluate and screen ideas. For routine and stable tasks, use logical thinking, and use intuition for new tasks. Regarding the pair “Analysis and Synthesis”, Minister of Information and Communications Nguyen Manh Hung explained: Analysis is the process of dividing things into smaller parts to make them easier to understand, while synthesis is the process of adding them together to understand. “To be a leader, you have to divide things up, but you also have to remember to add them together to understand the whole, to create the final value. Life requires both analysis and synthesis, and leaders have to do both, ” the Minister of Information and Communications recommended. Being a leader in the digital transformation era is like driving a car. In addition to the message of needing to see the good, to use and combine both Eastern and Western ways of thinking, the head of the information and communications industry also reminded students about “Learning and practicing”. Accordingly, currently learning is mainly through asking, gaining knowledge now mainly through asking, not through reading; and practicing is the best way to learn. In the digital transformation era, the logic is the opposite of before. Instead of learning first, asking and practicing later; Logic now is practice, when you encounter difficulties, ask, use the answers you receive to handle the work, and after you find it interesting, learn and read deeply.

Assessing that asking to get the information you need is not easy, Minister of Information and Communications Nguyen Manh Hung also commented: Those who know how to ask are those who do, and only ask when they encounter difficulties. In addition to noting the need to have skills when asking virtual assistants, the Minister of Information and Communications also reminded leaders to use ChatGPT and their unit's virtual assistant. Accordingly, use ChatGPT when learning general knowledge, and use the unit's specialized virtual assistant when handling work. Notably, the head of the Information and Communications industry commented that being a leader in the digital transformation era is a bit like driving a car, you need to do 3 things well, the first of which is to correctly identify the vision and destination; Handle daily situations well to avoid accidents; Finally, you need to go fast. In addition, by pointing out the fundamental differences between IT application and digital transformation, Minister of Information and Communications Nguyen Manh Hung emphasized that leaders in the digital transformation era need to shift from IT application thinking to digital transformation thinking. When understanding this difference, organizational leaders can apply and solve many problems.
