(1 ) General Secretary of the Central Committee of the Lao People's Revolutionary Party, President of the Lao People's Democratic Republic Thongloun Sisoulith, Prime Minister of the Lao People's Democratic Republic Sonexay Siphandone and Chairman of the National Assembly of the Lao People's Democratic Republic Saysomphone Phomvihane jointly sent congratulatory messages to General Secretary of the Central Committee of the Communist Party of Vietnam, President of the Socialist Republic of Vietnam To Lam, Prime Minister of the Socialist Republic of Vietnam Pham Minh Chinh and Chairman of the National Assembly of the Socialist Republic of Vietnam Tran Thanh Man.
The Lao Party, State and People are proud and delighted to see that the great friendship, special solidarity and comprehensive cooperation between the two Parties, States and Peoples of Laos and Vietnam, established by the great President Ho Chi Minh, President Kaysone Phomvihane and President Souphanouvong, continues to be preserved and nurtured, increasingly deepening and becoming effective, becoming an invaluable asset of the two peoples of Laos and Vietnam.
At the same time, key leaders of Laos also expressed their deep gratitude and sincere thanks to the Party, State and People of Vietnam for their valuable, timely and effective assistance to Laos during the past struggle for independence as well as in the current period of national construction and development; affirmed to continue to closely cooperate with the Party, State and People of Vietnam to preserve and foster the special and unique relationship between Laos and Vietnam to forever flourish, bringing practical benefits to the people of the two countries, for peace, stability, cooperation and development in the region and the world.
Key leaders of Laos wished the Party, State and People of Vietnam, under the leadership of the Communist Party of Vietnam, headed by General Secretary and President To Lam, to continue to gain new and greater achievements in organizing the implementation of the Resolution of the 13th National Congress of the Communist Party of Vietnam, achieving the goal of a rich people, a strong country, democracy, fairness and civilization.

The Chinese leaders appreciated that the Communist Party of Vietnam has united and led the people to achieve encouraging achievements in the cause of socialist industrialization and modernization, and believe that under the steadfast leadership of the Communist Party of Vietnam, Vietnam will continue to succeed on the path of socialism in accordance with the country's situation.
The Chinese leaders recalled the state visit to China by General Secretary and President To Lam and the working trip by Prime Minister Pham Minh Chinh. During the visits and working sessions, the two sides reached important common understandings on promoting the building of a China-Vietnam community of shared future of strategic significance; agreed to continue promoting the development of the socialist cause worldwide, making positive contributions to peace and progress of mankind.
The Chinese leaders assessed that 2025, the 75th anniversary of the establishment of China-Vietnam diplomatic relations, will bring new opportunities for the development of bilateral relations; stressed the willingness to work with Vietnam to promote the building of a community of shared future of strategic significance between China and Vietnam to continue to develop, bringing more benefits to the people of the two countries.
(3) The Central Committee of the Cambodian People's Party sent a congratulatory message to the Central Committee of the Communist Party of Vietnam; King of the Kingdom of Cambodia Preah Bat Samdech Preah Boromneath Norodom Sihamoni and Acting Head of State of the Kingdom of Cambodia Samdech Akka Moha Sena Padei Techo Hun Sen sent congratulatory letters to General Secretary of the Central Committee of the Communist Party of Vietnam, President of the Socialist Republic of Vietnam To Lam; Prime Minister of the Kingdom of Cambodia Samdech Moha Borvor Thipadei Hun Manet sent a congratulatory letter to Prime Minister of the Socialist Republic of Vietnam Pham Minh Chinh; President of the National Assembly of the Kingdom of Cambodia Samdech Moha Rathsapheathika Thipadei Khuon Sudary sent a congratulatory letter to President of the National Assembly of the Socialist Republic of Vietnam Tran Thanh Man.
The Cambodian leaders highly appreciated the continuous development of the relationship between the Party, State, National Assembly and People of the two countries, which has become increasingly deeper and reached a new height under the motto of "good neighborliness, traditional friendship, comprehensive cooperation, long-term sustainability"; congratulated the great and important achievements in all fields that Vietnam has achieved in recent times and firmly believed that under the leadership of the Communist Party of Vietnam headed by General Secretary and President To Lam, the Vietnamese people will continue to gain even greater new achievements, ensuring the successful implementation of the Resolution of the 13th National Congress of the Communist Party of Vietnam, and believing that Vietnam will become a high-income developed country by 2045.
The Cambodian leader expressed his wish to continue to cooperate closely with Vietnam to strengthen and develop the bilateral relationship more and more sustainably, for the common interests of the two countries.
(4) First Secretary of the Central Committee of the Communist Party of Cuba, President of the Republic of Cuba Miguel Díaz-Canel Bermúdez sent a congratulatory message to General Secretary of the Central Committee of the Communist Party of Vietnam, President of the Socialist Republic of Vietnam To Lam.
Comrade Miguel Díaz-Canel Bermúdez sent his warmest congratulations to General Secretary and President To Lam and the fraternal Vietnamese people; reiterated the words of Commander-in-Chief Fidel Castro Ruz that no nation fighting for independence had to go through a long and heroic struggle like the Vietnamese people; affirmed that Vietnam's victory over colonialism and imperialism created a legacy that is admired by all of humanity and this has been confirmed by the undeniable successes under the leadership of the Communist Party of Vietnam in the Doi Moi process; at the same time, reiterated the firm determination to continue strengthening the friendly relations between the two peoples and the two Parties.
(5) President of the Russian Federation Vladimir Putin sent a congratulatory message to General Secretary of the Central Committee of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam To Lam; Prime Minister of the Russian Federation Mikhail Mishustin sent a congratulatory message to Prime Minister of the Socialist Republic of Vietnam Pham Minh Chinh; Chairwoman of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matviyenko and Chairman of the State Duma of the Federal Assembly of the Russian Federation Vyacheslav Volodin sent letters and congratulatory messages to Chairman of the National Assembly of the Socialist Republic of Vietnam Tran Thanh Man.
Russian leaders assessed that the Russia-Vietnam comprehensive strategic partnership - based on fine traditions of friendship and mutual respect - is at a high level, with cooperation in the economic, trade, cultural fields along with promising fields such as industry, energy, science and technology, which was affirmed through constructive talks with rich content during the recent State visit to Vietnam by Russian President Putin.
The Russian leaders said that deepening cooperation with Vietnam is one of the priority directions in the Russian Federation's foreign policy in the Asia-Pacific region; they believe that with joint efforts, the two countries will continue to comprehensively develop the Russia-Vietnam comprehensive strategic partnership to meet the core interests of the two peoples, while ensuring security and stability in the Asia-Pacific region.
(6) President of the Republic of India Droupadi Murmu sent a congratulatory message to General Secretary of the Central Committee of the Communist Party of Vietnam, President of the Socialist Republic of Vietnam To Lam; Prime Minister of the Republic of India Narendra Modi sent a congratulatory message to General Secretary of the Central Committee of the Communist Party of Vietnam, President of the Socialist Republic of Vietnam To Lam and Prime Minister of the Socialist Republic of Vietnam Pham Minh Chinh.
The Indian leaders praised the long-standing traditional friendship between Vietnam and India, expressing their delight at the strong and extensive development of the Vietnam-India Comprehensive Strategic Partnership on the basis of trust, deep understanding and shared vision. The Indian leaders expressed their belief that Vietnam will achieve even greater achievements, and affirmed their desire to strengthen cooperation, bringing the Vietnam-India relationship to new heights in the coming time, for the common interests of the two peoples.
(7) General Secretary of the Workers' Party of Korea and Chairman of the State Affairs Commission of the Democratic People's Republic of Korea Kim Jong Un sent a congratulatory message to General Secretary of the Central Committee of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam To Lam.
