Policies must be people-oriented, or people-centered, in the development and implementation of social welfare policies – this is a major principle of our Party and State. In particular, building housing for vulnerable groups is a highly humane policy, demonstrating the concern of the Party and State while strongly fostering and promoting the spirit of "mutual support and compassion" within the community.

"Leaving no one behind"

Nestled in a small alley, the house of Mr. Le Xuan Duc's family (Street 11, Lam Son Ward, Thanh Hoa City) has just been built. Though modest, it embodies the love and responsibility of the entire community. Life is a struggle, a constant struggle due to the unstable income of both husband and wife, who take on odd jobs, and their daughter's illness. Therefore, even at the age of 66, the family still lives in a dilapidated house. "The house was built in 1983 and is severely dilapidated. If it rains heavily, there's nowhere to sleep; we have to stay up all night bailing out water," Mr. Duc confided. Because of the constant worry about making ends meet, the dream of a new house remained a deep-seated aspiration for this man, who is the family's breadwinner.

But then, his seemingly hopeless hope suddenly became a reality when, on March 30, 2024, the Standing Committee of the Thanh Hoa Provincial Party Committee issued Directive No. 22-CT/TU, on "The campaign to support the construction of housing for poor households, policy beneficiary households, and households still facing housing difficulties in the province, in the two years 2024-2025" (hereinafter referred to as the Campaign). The humane light from Directive No. 22-CT/TU quickly spread throughout the community and reached many vulnerable groups like Mr. Duc's family. He recalled that when the ward officials came to survey and inform him that his family was eligible for housing support, he was deeply moved. In just about two months of construction, his family was able to live in a new house. Although the interior was not yet luxurious, for Mr. Duc, it was enough to satisfy him. From then on, joy quickly enveloped and replaced the suffocating atmosphere that had once surrounded his family. And hopefully, the new home will be a good start to his family's future life.

In the context of the nationwide campaign "Joining hands to eliminate temporary and dilapidated houses nationwide by 2025," launched by the Prime Minister , Directive No. 22-CT/TU quickly spread widely throughout the province. All levels, sectors, localities, and units actively disseminated information about the purpose, significance, and results of the campaign; and at the same time, acted responsibly in mobilizing and persuading organizations, individuals, and philanthropists to participate in supporting and assisting. As a result, Directive No. 22-CT/TU has been concretized through many practical actions, reflecting the spirit of responsibility, sharing, and noble gestures of organizations and individuals towards vulnerable groups.

As of December 5, 2024, the total amount of donations received through the Vietnam Fatherland Front Committees at three levels (province, district, and commune) was over 226.529 billion VND. Of this, 11 mountainous districts received over 39.4 billion VND; and 16 lowland districts received over 154.928 billion VND. More notably, in addition to the funds transferred to the Provincial Steering Committee as stipulated (over 19.19 billion VND), many lowland localities also provided direct support to mountainous districts, totaling over 11 billion VND. For example, Nong Cong district supported Lang Chanh district with 2 billion VND; Nga Son district supported Muong Lat district with 1.2 billion VND; and Ba Thuoc district with 960 million VND. Thieu Hoa district provided 1 billion VND to Muong Lat district and 1 billion VND to Quan Son district... As of December 5, 2024, the total allocated funds at all levels amounted to over 145.789 billion VND. Of this, the provincial steering committee allocated 55.82 billion VND (in two phases), supporting a total of 1,420 households; the district-level steering committees (26 out of 27 districts, towns, and cities) allocated over 89.969 billion VND.

With the allocated funds, the total number of houses started under Directive No. 22-CT/TU and integrated with national target programs and the Provincial People's Committee's Project 4845 (Project for arranging and stabilizing the population in areas at high risk of flash floods, landslides, and mudslides in mountainous districts of the province in the period 2021-2025) is 3,697 houses (2,953 new houses, 744 houses repaired); 1,998 houses have been completed. Of these, 1,430 houses were started for new construction and repairs using funds from Directive No. 22-CT/TU (with a support level of 80 million VND/household), and 620 houses have been completed. Perhaps, moving into a new home will be a good start to the lives of hundreds of poor households, policy beneficiary households, and households still facing housing difficulties, who have received support from Directive No. 22-CT/TU in 2024. And only they themselves can truly understand what it means to be living in a dream – a dream born from the love, sharing, empathy, and responsibility of the Party committee, government, organizations, and individuals in the area.

There are still many shortcomings.

Originating from a policy imbued with a humane spirit, thousands of households have been and will be able to live in new homes, helping them to "settle down and prosper." However, while many localities have actively implemented and built houses for poor households, policy beneficiary households, and households facing housing difficulties, some localities have yet to put Directive No. 22-CT/TU into practice. The main obstacles relate to land, such as a lack of land or land lacking the necessary legal documents.

For example, in the districts of Quan Son, Quan Hoa, Ba Thuoc, Lang Chanh, and Thuong Xuan (which are supporting households under the "Project for arranging and stabilizing the population in high-risk areas prone to flash floods, landslides, and mudslides in mountainous districts of Thanh Hoa province, 2021-2025"), as of December 5, 2024, only 34 out of 301 households had started construction. Of these, 9 out of 301 households had received financial support from the campaign; while 292 out of 301 households had not yet received the funds. The reasons for the slow disbursement of funds are that most households do not yet have land to relocate to. The remaining households do not want to move; or there are some obstacles related to the disbursement and settlement of funds.

Furthermore, the allocation and disbursement of funds from the campaign to households is very slow, with a low disbursement rate. In particular, Muong Lat district has not yet allocated the funds that the district-level steering committee has mobilized. In addition, according to feedback from localities, the implementation of settlement and archiving procedures (according to Guidance No. 5440/STC-TCĐT of the Department of Finance) is inadequate compared to the actual situation. For example, Guidance No. 5440/STC-TCĐT requires a "Certificate of Land Use Rights in the owner's name." However, in reality, in many communes and districts, there are still households that have lived there for a long time and stably but lack the financial means to complete the procedures for obtaining a certificate of land use rights. Not to mention, some households have received land use rights as gifts from parents, siblings, or relatives but have not yet completed the procedures for transferring land use rights. Therefore, many households are living on undisputed land but do not yet have official land use right certificates.

Meanwhile, according to Notice No. 523/TB-VPCP dated November 16, 2024, from the Government Office regarding the conclusions of Prime Minister Pham Minh Chinh at the first meeting of the Central Steering Committee for the nationwide implementation of the elimination of temporary and dilapidated houses, and Plan No. 05-KH/BCĐ dated April 10, 2024, of the Provincial Steering Committee for the Campaign, only the People's Committees at all levels (district and commune) need to confirm that the land is "not in dispute" to receive financial support from the Prime Minister's directive and the Provincial Party Standing Committee's directive.

Furthermore, according to Guidance Document No. 5440/STC-TCĐT, the requirement is for "a construction design or model design from the Department of Construction, and a construction cost estimate certified by the People's Committee of the commune." This requirement is causing procedural difficulties for poor and near-poor households because they lack the funds to hire professionals to create construction designs and cost estimates. At the same time, the requirement is also impractical, as housing for poor households needs to be simple, suitable to the conditions and circumstances of each family, and the level of support mobilized from relatives and extended family. Therefore, it is also inconsistent with the design model of the Department of Construction, and the model is only for reference.

Furthermore, Guidance Document No. 5440/STC-TCĐT also requires "accompanying photos of the house's condition before construction or renovation." However, some households eligible for the 40 million VND support (under the National Target Program for Poverty Reduction and Project 4845 of the Provincial People's Committee) had already started construction before Guidance Document No. 5440/STC-TCĐT was issued, and therefore no longer have photos of the house's condition before construction or renovation. This is causing difficulties in completing the application...

In response to the aforementioned shortcomings, at a working meeting with the Standing Agency of the Steering Committee for the "Campaign to support the construction of housing for poor households, policy-beneficiary households, and households facing housing difficulties in the province, in the years 2024-2025," Mr. Lai The Nguyen, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial National Assembly Delegation, requested the Party Committee of the Provincial People's Committee to direct the Provincial People's Committee to instruct the Department of Natural Resources and Environment to urgently issue guidance documents on land documents for households that have been approved for housing construction support according to regulations. At the same time, he instructed the Department of Finance to urgently review, adjust, and amend some contents regarding settlement and archiving documents in Guidance No. 5440/STC-TCĐT "On the management, use, disbursement, and settlement of support funds from mobilized resources." This simplifies procedures, aligns with the actual situation, and facilitates households in receiving financial support and settling accounts for financial assistance from the campaign.

Furthermore, the Provincial Party Committee directed the Department of Agriculture and Rural Development to take the lead and coordinate with relevant units to review and assess the implementation of housing support for households under Project 4845. Simultaneously, they are to advise competent authorities on solutions to overcome difficulties and obstacles, and to expedite the disbursement of support funds allocated by the Provincial Steering Committee. In particular, the Standing Deputy Secretary of the Provincial Party Committee also requested the Standing Committees of the district, town, and city Party Committees, specifically the district, town, and city Party Secretaries and the Chairmen of the People's Committees of the districts, towns, and cities, to focus on leading and directing the implementation of tasks under their local responsibility. With determination, decisiveness, creativity, boldness in thinking, daring to act, and daring to take responsibility in implementation, we will ensure that 100% of the households in the area on the approved support list will have new houses before the Lunar New Year of the Year of the Snake 2025.
