Regarding investment in the construction and upgrading of the power grid, Nam Dinh Power Company has completed the plan to energize 30 out of 30 projects in the province, including the construction and renovation of 82.4km of medium-voltage lines; 439.8km of low-voltage lines; and the construction of 125 new distribution substations, with a total investment of VND 325.66 billion. The company places special emphasis on optimizing and ensuring the safety of the power system to reduce power losses. Through this, the company has carried out 5,681 phase balancing and load shifting operations in the low-voltage sector; rotated 585 distribution transformers from underloaded to fully loaded positions; and strengthened contact and connection maintenance, replacing electronic meters to ensure electricity supply. To date, the entire province no longer has substations with power loss rates exceeding 8%, and most substations have a loss rate of around 6%, a significant increase compared to the same period last year. Inspection and monitoring of electricity trading, control of meter reading data to identify power losses, and prevention of electricity theft have been strengthened. From 2024 to the present, throughout the province, 2,538 cases of faulty or inaccurate metering have been detected and handled, along with 24 cases of electricity theft, with a total recovered electricity value of 1.39
million kWh.
To promote electricity saving habits among businesses and the public, Nam Dinh Power Company is strengthening coordination with Nam Dinh Newspaper, the Provincial Radio and Television Station, the local broadcasting system, and promoting awareness through websites, Facebook fanpages, Zalo, etc., to introduce essential information about energy-saving products, how to use electrical equipment safely, efficiently, and effectively; providing knowledge and guiding and encouraging the habit of using lighting, air conditioners, refrigerators, and office equipment in an energy-saving, safe, and efficient manner. Especially during the hot summer months, in response to the Earth Hour campaign, the company has intensified its efforts to promote energy-saving electricity use. From 2024 to the present, the unit has distributed nearly 20,000 leaflets promoting solutions for safe, efficient, and effective electricity use to the public. The company, in coordination with the Department of Industry and Trade and the Economic and Infrastructure Divisions of districts and cities in Nam Dinh province, strengthens inspections on energy-saving electricity usage for administrative and public service customers, public lighting, production, and business services, especially during the peak hot months from May to August each year, to provide appropriate advice and solutions. Following the direction of the Provincial People's Committee, the company periodically collaborates with state management agencies to inspect and monitor key energy-consuming facilities to ensure compliance with legal regulations on energy saving and efficiency, establish internal energy management systems, and conduct energy audits as required, ensuring a minimum saving of 2% of electricity consumption per unit of product each year.
In addition, to promote activities encouraging the efficient and economical use of electricity, Nam Dinh Power Company regularly works proactively with government agencies and state-funded units to advise and coordinate the development of plans and implementation of electricity saving solutions; and simultaneously signs commitments to ensure a 5% reduction in total annual electricity consumption in agencies and units as directed by the Provincial People's Committee. For public lighting, outdoor advertising and decorative lighting, and traffic lighting, the company regularly works with customers to develop electricity saving plans, including setting electricity saving targets for each area and type of lighting, ensuring a minimum 30% reduction in total electricity consumption for these sectors during the 2023-2025 period.
Electricity consumption accounts for nearly 50% of the province's total electricity consumption. Therefore, the electricity sector is implementing a combination of public awareness campaigns and inspections of electricity usage in households; advising people on safe, economical, and efficient electricity use; gradually raising customer awareness of using high-efficiency electrical appliances and reducing the use of high-power appliances during peak hours. It also promotes and encourages customers to use electrical appliances with energy efficiency ratings of 4 stars or higher, and to apply the Smarthome model in new construction and renovations at home. Regularly practicing energy-saving and efficient electricity usage at home is also encouraged. Households are encouraged to install and use rooftop solar power systems for self-consumption and solar water heating systems.
For commercial and service establishments, high-rise buildings, supermarkets, and shopping malls, Nam Dinh Power Company regularly works with customers to promote electricity saving, advise on solutions for construction, and organize the implementation of internal regulations on electricity use, rules on economical, safe, and efficient electricity use. At the same time, they develop plans and scenarios to coordinate with Nam Dinh Power Company to reduce load when required; encourage the use of on-site energy sources such as renewable energy and renewable energy-powered electrical equipment; and promote automation and optimization of electricity usage for electrical equipment, vehicles, machinery, heating, cooling, and lighting systems within the unit. For manufacturing businesses, the Nam Dinh Power Company annually works with 100% of businesses and production facilities to request them to develop and implement electricity saving plans, and sign commitments to implement solutions, activities, and resources to achieve the goal of saving 2% of electricity per year. For businesses with high electricity consumption (over 1 million kWh/year), the power sector organizes the signing of agreements to participate in the Demand Response (DR) program as directed by the Government and the Ministry of Industry and Trade ; signs contract addendums committing to saving at least 2% of electricity consumption per year, ensuring the correct use of capacity and load profile as registered in the electricity purchase and sale contract; requests participation in the program to shift load from peak to off-peak hours, especially during the dry season months from May to July each year; and implements power reduction when the system faces difficulties in electricity supply. The electricity sector encourages businesses to use independent backup power generation sources to ensure they can meet electricity demand and maintain stable production in case of power cuts due to shortages. It also promotes the installation and integration of renewable energy sources such as solar and wind power into internal energy systems, prioritizing the use of energy-efficient equipment with energy efficiency labels.
Comrade Tran Quang Tuan, Deputy Director of Nam Dinh Power Company, said that through many synchronized and decisive solutions, the work of saving and efficiently using electricity in the province is becoming increasingly systematic. In 2025, the province aims to achieve more than 91.2 million kWh of electricity savings, contributing to building a greener earth in the green transition, green future, and healthy and sustainable development.
