On the afternoon of December 21, in Hanoi, the Central Propaganda Department held a national conference to review foreign information work; propaganda on seas and islands; demarcation, marker planting and land border management in 2023, and deploy tasks for 2024.
Attending and directing the Conference were comrade Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda Department, Head of the Steering Committee for External Information Work. In 2023, the world situation continues to evolve rapidly, complicatedly, and unpredictably; the world economy is gloomy. The country faces many difficulties and major challenges, especially in the field of socio-economic development; hostile and reactionary forces are stepping up the implementation of the "peaceful evolution" strategy, inciting and distorting the Party and State, causing division in the great national unity bloc.
In that context, with the attention and close direction of the Politburo and the Secretariat; the active coordination and implementation of tasks by central and local ministries, branches and sectors; and the efforts of the entire force, the work of foreign information and propaganda on seas, islands, demarcation, marker planting and land border management has achieved many positive results, fulfilling the set goals and requirements, effectively contributing to the overall socio-economic development achievements of the whole country in 2023 and the first half of the term of implementing the Resolution of the 13th National Party Congress.
Over the past year, the key contents that have been persistently propagated and communicated abroad are the Party's policies and guidelines in all fields, achievements in socio-economic development; history, traditions, image of the country, people, culture, values, and noble thoughts of the Vietnamese people.
Important political and foreign affairs events of the country are fully and comprehensively reported, especially visits and phone calls of key leaders of the Party and State. Continuing to widely inform, in many languages, about the content of the book by General Secretary Nguyen Phu Trong, which has received great attention from the public, friends and international media.
Also in the past year, propaganda about Vietnam's prestige and international position was constantly enhanced through bilateral and multilateral foreign affairs activities; information, effective response to incidents arising related to the situation of islands and borders, especially propaganda against IUU fishing, urging the EC to remove the "yellow card" for Vietnamese seafood. Achievements in ensuring human rights continued to be promoted, along with increased information about the lives of overseas Vietnamese, charitable activities of the Vietnamese community and contributions to national construction.

Speaking at the conference, comrade Nguyen Trong Nghia highly appreciated the results of foreign information work, propaganda on seas, islands and borders in 2023 as well as the half-term implementation of the Resolution of the 13th National Party Congress; commended the entire force for being proactive, creative, and making efforts to overcome difficulties to successfully complete the task.
Pointing out some experiences that need to be drawn, comrade Nguyen Trong Nghia emphasized ensuring unified and consistent leadership and direction from the central to local levels, from the provincial to the district and commune levels; synchronous and timely deployment of the entire force; spirit of solidarity, unanimity from top to bottom; close, smooth and seamless coordination in implementing tasks.
He also emphasized the need to mobilize the participation of the entire political system and society, affirming the important and pioneering role of the press and media, especially the key foreign press agencies; promoting the role and responsibility of the Propaganda Department of the Provincial Party Committee, the City Party Committee, and the steering committees on foreign information, borders, seas and islands from the central to local levels.
Head of the Central Propaganda Department Nguyen Trong Nghia emphasized that 2024 will still face many difficulties and challenges. However, with the enhanced position and prestige of the Party and the country, and Vietnam's increasingly important role in the foreign policies of many countries, we will have many favorable opportunities to better carry out foreign propaganda and information work.
Regarding the direction and tasks of work in 2024, comrade Nguyen Trong Nghia suggested spreading and taking advantage of the important foreign affairs results that have been achieved, turning foreign affairs results into socio-economic development results; protecting independence, sovereignty, and territorial integrity; building a peaceful, friendly, stable, and cooperative border area; and building a peaceful, safe, and stable East Sea.
He also requested to quickly put the guiding viewpoints, tasks and solutions of Conclusion No. 57-KL/TW dated June 15, 2023 of the Politburo on continuing to improve the quality and effectiveness of foreign information work in the new situation into practice in implementing tasks; maximizing the spirit of initiative, creativity and flexibility in implementation methods to achieve the highest efficiency. The content of foreign propaganda and information must be comprehensive, complete, and focused. The methods of foreign propaganda and information must continue to be innovated in a modern direction, keeping up with international communication trends; effectively utilizing existing resources, actively seeking and flexibly increasing resources to implement tasks.
