On the morning of August 21, in his opening speech at the National Assembly Standing Committee's question-and-answer session, National Assembly Chairman Tran Thanh Man emphasized that the question-and-answer session aimed to review the implementation by the Government, ministries, and branches of the six resolutions on question-and-answer sessions and thematic supervision of the National Assembly Standing Committee from the beginning of the 15th National Assembly's term to the end of 2023.
Monitor to the end
According to the National Assembly Chairman, this is the first time in the 15th National Assembly term that the National Assembly Standing Committee has carried out the "re-supervision" activity. This demonstrates the responsibility of the National Assembly Standing Committee in supervising to the end the implementation of the requests and recommendations of the National Assembly and the National Assembly Standing Committee.
The questioning session aims to comprehensively assess and clarify difficulties and obstacles in the implementation process, thereby finding solutions to promptly resolve them and further enhance the responsibility of the agencies under supervision.
At the same time, it also demonstrates the accompaniment of the National Assembly and the National Assembly Standing Committee with the Government in implementing and carrying out the requirements set forth by the National Assembly Standing Committee in resolutions on thematic supervision and questioning.
The National Assembly Chairman emphasized that the issues and fields that the National Assembly Standing Committee supervised and questioned were all important and of great interest to voters and people.
Through reports and practical results, it is shown that the implementation of the resolutions of the National Assembly Standing Committee has achieved many remarkable results, creating positive changes, demonstrating the determination and high sense of responsibility of the Government, Prime Minister, Government members and heads of sectors.
This contributes to promoting socio-economic development, ensuring national defense and security and foreign affairs. However, some implementation contents are still slow, some contents are ineffective and the implementation results have not met the requirements.
Ask a question that interests you the most, answer it to the point
According to the question and answer session program, National Assembly deputies will question two groups of issues.
The first group of issues relates to the fields of industry and trade; agriculture and rural development; culture, sports and tourism.
The second group of issues is related to the fields of justice; internal affairs; security, order, social safety; inspection; court; and prosecution.
The questioning period lasts for 1.5 days. The chairman of the session will invite 3-5 delegates to ask questions at a time; each delegate will ask questions for no more than 1 minute, focusing on the most important issue within the scope of 6 resolutions of the National Assembly Standing Committee.
"I hope delegates will speak slowly and clearly so that Ministers and heads of sectors can monitor, facilitate recording, summarizing and answering correctly and accurately the issues that delegates are interested in," the National Assembly Chairman noted.
In addition to asking questions, delegates can debate with the respondent to clarify the issue being questioned, with each debate lasting no more than 2 minutes; the response time is no more than 3 minutes for each question.
The National Assembly Chairman believes that the question and answer session will take place in an exciting and constructive spirit, with a lot of information reflecting the current situation, with many proposals, recommendations, and suggestions for the Government, Ministers, and heads of sectors in directing and operating, overcoming limitations, resolving difficulties and problems, and meeting the expectations of voters and people nationwide.
“I believe that members of the Government and heads of sectors will continue to demonstrate a sense of responsibility, make the greatest efforts, answer frankly and accurately the issues raised by delegates, propose specific tasks, solutions and implementation deadlines, contributing to the successful implementation of the set goals and tasks,” said the National Assembly Chairman.
