Why are only 11 license plates up for auction?
The Traffic Police Department (C08) of the Ministry of Public Security said that 11 car license plates will be auctioned in the first session. The auction starts at 9:15 a.m. and ends at 11:05 a.m. on August 22. The auction will take place continuously, with each license plate lasting 60 minutes. The starting price for a license plate is 40 million VND, with each step being 5 million VND.
People go to the police headquarters to register their vehicles and get license plates.
The car license plate auction will only be held when there are at least 2 or more registered bidders who meet the auction eligibility requirements. The winning bidder is the person with the highest valid bid recorded by the online auction information site at the time of the end of the bidding. If there are multiple people with the same bid, the winner is the person who placed the earliest bid.
When the deadline expires and there is only one person registering, or there are many people registering but only one person participating in the auction, or there are many people participating but only one person bidding, the car license plate put up for auction will be transferred to that person. License plates that are not successfully auctioned will be transferred to the number warehouse to be randomly assigned to vehicle owners who do not wish to bid.
According to C08, participants in the license plate auction will not be restricted by their place of residence, meaning they can participate and bid for any license plate anywhere; there is no limit on the number of license plates to be auctioned, meaning one person can bid for many license plates.
Some people are concerned that the Ministry of Public Security previously publicly listed more than 153,000 license plates for people to choose from, but now only 11 license plates are being auctioned. So when will the remaining license plates be auctioned, and how will those who have paid in advance for license plates that are not in the group of 11 license plates in the first session be handled?

In the following sessions, the number of license plates put up for auction may be more than 11, depending on the actual situation. For those who have registered to participate in the auction and paid in advance, the company will notify the time of the auction via email and SMS 3 days before the next auction.
The Ministry of Public Security will strictly monitor
C08 and professional units of the Ministry of Public Security will send officers to monitor and supervise the entire auction process and results according to the provisions of law on property auctions.

The monitoring is carried out through the car license plate auction management system, located at the C08 headquarters. The monitored contents include: plan number, auction name, start time and end time of each auction, number of auction license plates, number of participating customers, auction progress...
In particular, to ensure absolute confidentiality of customer information, VN Auction Joint Stock Company will encrypt the information of auction participants. In case of detecting signs of violation, C08 staff will type a command to request to stop the auction according to the provisions of law.

In case the auction ends according to regulations, the traffic police officer will sign the online minutes (digital signature) and carry out the procedures according to regulations such as: issuing notice to the auction winner, collecting money from the auction winner, issuing a document confirming the auction winning license plate...
According to C08, all steps of the license plate auction from registering an account, selecting a license plate to receiving a confirmation document for the winning license plate are all done online. Those who have registered to participate and transferred money for the license plate auction should pay attention to reading the text messages and emails announcing the auction schedule from the auction organizer.
C08 also noted that auction participants should prioritize using computers with stable internet connections, or phones with wifi or 4G connections with stable transmission speeds so that the auction results are not affected. For more information on this issue, VN Auction Joint Stock Company issued auction regulations, stating that the license plate auction will be stopped in case C08 requests (when there is a violation during the auction process). The re-organization of the auction will be decided by C08.
Dealing with hackers, technical issues
Because the license plate auction takes place online, technical problems, transmission lines, cyber attacks, etc. are all at risk of occurring. Anticipating this situation, in the auction regulations, VN Auction Joint Stock Company has stipulated how to handle any arising cases on the online auction information page.
Accordingly, if a technical error occurs that prevents a bidder from bidding, makes a valid bid but is not recorded by the system, records the wrong bidding time or the auction cannot start, the auction will be stopped. The stoppage is recorded in a record with the signature of the auctioneer and the auction supervisor.
Once the system error is resolved, the auction will be re-held. The Company will notify the bidders of the re-held auction time. In this case, the bidders will bid again from the beginning.
Another situation is that the online auction information page cannot be accessed during the auction registration and bidding process. Auction participants need to notify the company immediately for handling.
Or in case the information storage server is attacked by hackers, leading to loss of auction participant data, the auction company will be responsible for fixing the problem, reporting the incident to the authorities for timely inspection and handling, and notifying the auction participants.
Auction participants are responsible for the information and documents they provide. VN Auction Joint Stock Company is not responsible for and will not resolve any complaints related to the rights of auction participants if it is determined that the information provided by that person upon initial registration is incorrect.
Before the first official auction took place, about a week ago, the online auction information site (https://dgbs.vpa.com.vn) organized a trial auction for people. The procedures and processes were similar to an official auction. The trial auction results showed that there were license plates that won the auction at 45 million VND (1 price step), and there were also license plates that won the auction at billions of VND.
According to VN Auction Joint Stock Company, the purpose of the trial auction, besides helping individuals and organizations experience before participating in the real auction, is also to receive feedback from users so that the company can continue to improve the quality of its services. The results of each auction are for record purposes only, and bidders do not lose any money for the amount they bid.
