The National Assembly Chairman emphasized that Vietnam's consistent foreign policy is to consider Japan as a leading and long-term important partner; and hopes to work with Japan to substantially and effectively implement the recently upgraded Comprehensive Strategic Partnership framework.

National Assembly Chairman Tran Thanh Man expressed his pleasure to meet the Ambassador; congratulated Mr. Ito Naoki on being appointed by the Japanese Government as Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam; and wished the Ambassador to successfully complete his mission, contributing to strongly promoting the friendly and cooperative relations between Vietnam and Japan.

On this occasion, National Assembly Chairman Tran Thanh Man sent his congratulations to Mr. Ishiba Shigeru on his election as Prime Minister of Japan; firmly believing that, under the leadership of Prime Minister Ishiba, Japan will continue to develop prosperously and play an increasingly important role in the region and the world.

Ambassador Ito Naoki sincerely thanked National Assembly Chairman Tran Thanh Man for taking the time to meet him; emphasizing that cooperation between the two countries' parliaments is the foundation and pillar of cooperation between Japan and Vietnam. Ambassador Ito Naoki shared with Vietnam the heavy losses and damages caused by storm No. 3 (Yagi), and expressed condolences to the families of the victims who lost their loved ones; and said that through the International Organization for Migration (IOM) and the United Nations Children's Fund (UNICEF), Japan decided to provide additional aid in water purifiers, mosquito nets, essential items, etc. to 7 provinces of Vietnam including: Yen Bai, Cao Bang, Ha Giang, Lang Son, Bac Giang, Tuyen Quang, Dien Bien.

Ambassador Ito Naoki emphasized that Japan is considering continuing to support Vietnam in overcoming the consequences of the storm and preventing and combating natural disasters.

The National Assembly Chairman thanked Japan for its timely support to Vietnam in overcoming the consequences of storm No. 3; and said that in 2023, the two countries will celebrate the 50th anniversary of establishing diplomatic relations and have upgraded their relationship to a comprehensive strategic partnership.

Stating that the two countries have much room, potential and advantages, the National Assembly Chairman said that it is necessary to further deepen the Comprehensive Strategic Partnership to achieve many results in all fields.

In recent times, Japan has been the largest ODA provider to Vietnam. There are many Japanese investment projects in Vietnam, with two-way trade turnover expected to exceed 30 billion USD in 2024. Japan has many strengths that can help Vietnam in the future, such as digital transformation, green transformation, semiconductors, artificial intelligence (AI), etc., creating conditions for Vietnam to develop science and technology, education and training, and energy.

The National Assembly Chairman expressed his belief that during his term, the Ambassador will have many activities to promote relations between the two countries as well as between the two countries' legislative bodies.

National Assembly Chairman Tran Thanh Man and Ambassador Ito Naoki agreed that in the coming time, the two countries should strengthen cooperation in the fields of economy, trade, tourism, education and training, health care, etc. The two countries' National Assemblies need to regularly exchange delegations at all levels, especially high-level ones, and exchanges between parliamentarians, especially young parliamentarians, female parliamentarians, and friendship parliamentarian groups between the two countries; and exchange experiences in various fields.

National Assembly Chairman Tran Thanh Man suggested that the two countries' National Assemblies strengthen coordination and support each other at regional and international inter-parliamentary forums, actively contributing to maintaining peace, security and stability in the region and the world such as the Inter-Parliamentary Union (IPU), the ASEAN Inter-Parliamentary Assembly (AIPA), the Asia-Pacific Parliamentary Forum (APPF)...

Noting that the Vietnamese community in Japan currently has more than 560,000 people, the National Assembly Chairman asked Japan to pay attention, create favorable conditions, improve the environment, working conditions, living conditions and social security for the Vietnamese community in Japan to stabilize their lives, maintain cultural identity, promote the important role of a bridge, inherit and develop the good relationship between Vietnam and Japan in the future. He stated that at the upcoming 8th Session, the Vietnamese National Assembly will consider and discuss many important draft laws, including bills on public investment, bidding, state budget, and investment under the public-private partnership model.

Ambassador Ito Naoki said that these are all important draft laws for foreign investors and businesses in general, including Japanese businesses.

The Ambassador hopes that the Vietnamese National Assembly will continue to pay attention and create favorable conditions in terms of mechanisms, policies and laws for foreign investors and enterprises investing and doing business in Vietnam, especially Japanese enterprises.
