Storm No. 3 made landfall in Quang Ninh, causing extremely serious consequences, including devastating the landscape and environment with a large amount of garbage from buoys, foam, floating rafts, sunken ships at sea... To thoroughly handle the amount of waste, in recent days, agencies, units, and localities in the province have made efforts to collect it to quickly restore the beautiful landscape.

Responding to the 7-day and night peak campaign to overcome the consequences of storm No. 3 of Ha Long City Party Committee, immediately after the storm dissipated, the leaders of Ha Long Bay Management Board directed the staff at the reception points to proactively clean up and collect garbage in the areas, locations of entrances and cave entrances. However, in order to quickly restore the landscape of Ha Long Bay, Ha Long Bay Management Board organized a peak campaign to comprehensively collect garbage on the bay, mobilizing the participation of many units, localities, and forces stationed in the area such as: Officers, staff, and soldiers of Ha Long Bay Management Board, Provincial Military Command, Provincial Border Guard Command, Quang Ninh Park Tree Joint Stock Company, and businesses operating tourism services on the bay. After only 3 days of implementing the Ha Long Bay cleaning campaign (from September 15-17), the units collected nearly 70 bamboo rafts and nearly 300 m3 of various types of waste such as branches, leaves, foam buoys, household waste, etc.
According to Mr. Vu Kien Cuong, Head of Ha Long Bay Management Board, the implementation of this campaign aims to contribute to overcoming the situation of waste causing loss of aesthetics and environmental pollution after storm No. 3. In addition to the peak implementation in 3 days from September 15-17, the unit determined that this work is carried out regularly. After cleaning the sea area, waste gathered in the coastal area will be thoroughly collected from September 18-25. This is also a very meaningful activity demonstrating the high determination of the local Party Committee and government to quickly overcome the consequences after the storm, building the image of Quang Ninh as a safe destination.

Cam Pha City was also severely affected by storm No. 3 when a large amount of waste washed ashore as well as floating on the sea. To overcome this situation, the city has launched a peak period of environmental protection, cleaning, and waste collection on the sea route with the participation of 14/16 wards and communes with sea. The locality proactively developed plans and projects, promoting the spirit and responsibility of each cadre, party member, civil servant, public employee, and neighborhood resident; at the same time, mobilizing the participation and coordination of agencies, units, and forces stationed in the area to actively clean up the sea.
Major Nguyen Duc Trung, Deputy Chief of Staff of Cam Pha City Military Command, said: Immediately after storm No. 3 passed, the city's armed forces regularly coordinated with the government, local authorities and local forces to overcome the consequences of storm No. 3. The unit mobilized over 600 officers and soldiers and over 300 vehicles to coordinate with localities to clean up marine environmental areas to ensure the general ecology of Cam Pha sea in particular and Quang Ninh in general.

Since September 19, immediately after launching the campaign to protect the marine environment, Cam Pha City has mobilized the participation of nearly 2,300 people, along with many specialized vehicles and machines to collect all kinds of household waste, buoys, floating aquaculture rafts, sunken ships, and clean up the coastal and marine environment. Up to now, the whole city has collected 526m3 of foam buoys, waste and nearly 80 tons of waste, rafts, etc. To thoroughly handle the amount of floating waste at sea, the city continues to direct the dissemination and effective implementation of Resolution No. 32-NQ/TU (dated July 20, 2023) of the Standing Committee of the City Party Committee on building "Cam Pha City - A city without waste, clean, beautiful, safe".
Currently, localities in the province are making efforts to overcome the damage after storm No. 3, rebuild the economy, stabilize life, labor and production. Along with that, localities and units continue to propagate and raise awareness for fishermen and people of all walks of life about the purpose and significance of environmental protection; have practical solutions in collecting and transporting waste to the right place and treating waste to ensure no recurrence of environmental pollution; restore the marine environment, ecosystem, stabilize aquaculture production.
