From a cultural perspective, people are the solid spiritual foundation, the resource for socio-economic development, and a crucial intrinsic strength serving development. Over the years, the province has focused its leadership and guidance, allocating significant resources to investing in and comprehensively developing culture. This has both met the people's cultural needs and encouraged them to enthusiastically participate in patriotic emulation movements.
As a land rich in cultural identity with over 70 traditional festivals held annually, the province has consistently focused on and allocated significant resources to the preservation and promotion of traditional cultural values. Traditional cultural and historical festivals and events are organized effectively, with many successfully and systematically restored, reflecting the authentic traditions of the ethnic groups (e.g., the Dao, Tay, San Chi, and San Diu ethnic cultural and sports festivals).
At the same time, several new festivals have been developed into annual cultural products such as the Yen Tu Spring Festival, Ha Long Carnival, Yen Tu Cherry Blossom and Apricot Blossom Festival, the Flower Festival, the Golden Harvest Festival, the Golden Tea Flower Festival, etc. From here, a unique cultural space is created where people and tourists have the opportunity to participate, learn, spread, promote, and contribute to preserving and safeguarding the unique and distinctive cultural treasures of each region in the province.

In addition, mass art, cultural, and sports activities are organized regularly, enthusiastically, and widely throughout the province. On average, there are more than 500 mass art performances and hundreds of festivals, competitions, and shows each year; almost all villages and neighborhoods have established art troupes to serve cultural activities and perform during holidays and festivals.
Cultural and artistic programs are widely organized for all ages and demographics, and their quality is constantly improving, creating a healthy and beneficial platform for interaction, attracting the attention and support of a large number of people. Notable examples include: the Community Singing Festival, the Village and Neighborhood Cultural Center Arts Festival, "Melodies of Youth," "Golden Nightingale," the Revolutionary Song Propaganda Festival, and the Coal Industry Mass Art Festival…
Cultural and artistic performances are not only being promoted in urban areas, but also in ethnic minority regions, mountainous areas, and remote areas of the province. This contributes to narrowing the gap in access to information and culture between different regions, and integrates the dissemination of the Party's guidelines and policies, as well as the State's laws and regulations, to all segments of the population.

In reality, localities with strong mass cultural and sports movements are exemplary units in the "All People Unite to Build a Culturally Rich Life" movement, fostering unity and cohesion within the community. Therefore, to develop and spread vibrant cultural, artistic, and sports movements throughout residential areas, the province has focused on investing in a comprehensive system of grassroots cultural institutions.
By the end of 2023, at the provincial level, there was a system of institutions including the Provincial Museum and Library; the Planning, Fair and Exhibition Center; and the Provincial Sports Complex. 13 out of 13 districts had libraries, 12 out of 13 had cultural and sports centers; the entire province had 75 out of 177 commune-level cultural houses; and 1,448 out of 1,452 village-level cultural houses.
In addition, there is a system of cultural and sports facilities serving workers, civil servants, and laborers; and a system of grassroots cultural and sports facilities serving youth, teenagers, and children. Besides the cultural and sports facilities invested in and managed by the state, those built by private enterprises are increasingly developing, contributing positively to enhancing the people's enjoyment of cultural life and creating unique tourist attractions in the area.

Activities promoting reading culture and serving readers within the library system continue to be maintained from the provincial level to the grassroots. To date, 100% of cities, districts, towns, and schools in the province have libraries, and 80% of commune cultural centers have bookshelves. The emergence of reading culture on the internet has also created a modern reading method, providing a huge amount of information and knowledge to a large number of readers. According to annual statistical reports, the number of readers accessing the provincial library's electronic library reaches nearly 40,000 times each year.

With adequate investment and attention to the province's cultural development, the spiritual life and healthy recreational needs of the people have been continuously improved. At the same time, mobilizing the participation of all sectors of the population in preserving, promoting, and "awakening" cultural values has created a solid foundation for tourism development in Quang Ninh.
