On the afternoon of December 7, at the regular Government press conference for November 2024, Mr. Vu Dang Minh, Chief of Office of the Ministry of Home Affairs, informed about the arrangement, streamlining of the organizational apparatus, and staff reduction that has been urgently implemented recently.

According to Mr. Vu Dang Minh, implementing the direction of General Secretary To Lam and the direction of the Central Committee, the Government's Steering Committee has assigned the Ministry of Home Affairs to research and develop a strong and outstanding policy mechanism to serve as a basis for arranging and streamlining the staff and civil servants.
The Chief of Staff of the Ministry of Home Affairs assessed that this is a sensitive, complicated issue with great impact. Therefore, the Ministry of Home Affairs is carefully assessing the impact, considering many aspects so that when the policy is issued, it will be highly feasible.
In particular, consider building a mechanism to resolve cases where officials and civil servants in the apparatus wish and need to transfer to work in other areas. In addition, mechanisms also need to ensure the retention of talented and capable people in the system, aiming towards a truly talented civil service.
The representative of the Ministry of Home Affairs informed that the draft decree is being carried out according to the procedure, seeking opinions from the Government Steering Committee, then submitting it for opinions from the Central Steering Committee, the Politburo, and then submitting it to the Government for consideration and approval "according to the shortened procedure", ensuring consistency when implementing policies. According to Mr. Minh, the Ministry of Home Affairs is working day and night with ministries and branches to develop arrangement plans in the spirit of "running and queuing at the same time".
The Chief of Office of the Ministry of Home Affairs also emphasized that along with ensuring streamlining and improving the quality of the staff and civil servants, it is also necessary to stabilize the apparatus for development, and at the same time pay attention to the legitimate aspirations of staff and civil servants.
Accordingly, priority must be given to the arrangement and retention of people with outstanding qualifications, qualities, abilities, seniority, and deep knowledge and experience. In addition, the issued policy must also ensure the principle of "mutual consent". If officials and civil servants want to retire, they must have the consent and agreement of their superiors.
"People with qualifications and abilities, but find the financial offer more attractive, ask to go out and do other jobs. This is very normal, so we have to calculate, streamline and improve the quality of the apparatus, how to have a team of civil servants with enough qualifications, equal to the task" - Mr. Vu Dang Minh said.
According to the representative of the Ministry of Home Affairs, after implementing the policy, there must be a team of cadres, civil servants and public employees who are truly qualified, have the qualities and abilities to match the tasks, and meet the requirements of the new apparatus.
