Lam Dong's public investment disbursement is below the national average.
The Ministry of Finance found that the disbursement rate of Lam Dong province has not changed much, the disbursement rate is lower than the national average in June 2024.
Lam Dong Provincial People's Committee has just requested the Department of Planning and Investment to preside over and coordinate with the Department of Transport, Department of Finance, Department of Agriculture and Rural Development, Department of Natural Resources and Environment, and the Provincial Transport Project Management Board to urgently review the two expressway construction projects of Tan Phu - Bao Loc and Bao Loc - Lien Khuong, proactively coordinate to speed up the completion of investment preparation for the two projects, ensuring conditions for implementation and capital disbursement according to regulations.
The Department of Planning and Investment focuses on monitoring and closely following the Central Ministries and branches to provide documents, supplement and complete documents when receiving comments from the Ministries and branches on environmental impact assessment reports, documents on converting forest use purposes to other purposes... to speed up the implementation of project investment procedures, ensure conditions for implementing the next procedures and disbursing capital according to regulations.
The Provincial People's Committee also requested the People's Committees of Dam Rong, Lam Ha, Di Linh, and Da Teh districts to focus on directing and urging project investors to review and inspect the implementation progress of each project; establish completion milestones for each item; specifically establish the time for establishing payment procedures and capital disbursement; ensure that the assigned plan must be completed in 2024 according to the direction of the Government, the Provincial Party Committee, and the Provincial People's Committee; direct investors to work with construction contractors to review all progress of each item and each project under construction; require construction contractors to make commitments on implementation and completion progress; establish milestones for completing each task according to the contract, ensuring the disbursement of all capital allocated for the project in 2024; Review the difficulties and obstacles of each project allocated with central budget capital in 2024 (report to the Provincial People's Committee through the Department of Planning and Investment before July 30, 2024).
The above localities are assigned to study appropriate solutions and implementation measures for each project under their management, suitable to the weather conditions to speed up the construction progress of the projects, ensure the volume of advance repayment and payment of disbursement of arranged capital; focus on and speed up the compensation and site clearance work of the projects; proactively contact and coordinate with relevant departments and branches, monitor, closely follow and urge the progress of resolving procedures on site clearance to speed up the implementation progress of the projects.
According to the report of the Minister of Finance (Head of Working Group No. 5) on June 28, 2024 sent to the Prime Minister on the situation of public investment disbursement of localities with disbursement rates below the national average that this Group monitors.
Accordingly, by the end of May 31, 2024, only 3/6 localities had disbursement rates reaching the set target (Dong Nai reached 18.81%, Binh Duong reached 22.6%, Binh Phuoc reached 21.2%); the remaining 3 localities had actual disbursement rates by the end of May 31, 2024 that did not reach the set disbursement target (Binh Thuan only reached 13.72%, Gia Lai only reached 13.57%, Lam Dong only reached 16.49%).
The Ministry of Finance acknowledged the efforts and struggles of three localities: Dong Nai, Binh Duong, and Binh Phuoc, whose actual disbursement rates reached and exceeded the disbursement target by May 31, 2024.
However, the Ministry of Finance noted that these localities still need to continue to make more efforts so that the disbursement rate for the first 6 months of 2024 can reach above the national average.
For the remaining 3 localities (Binh Thuan, Gia Lai, Lam Dong), the Ministry of Finance found that the disbursement rate of these localities has not changed much, the disbursement rate is lower than the national average in June 2024.
Therefore, the Ministry of Finance recommends that localities have more drastic solutions in implementing and disbursing public investment capital in 2024.
Regarding the list of projects disbursing 0% of the 2024 public investment capital plan from the central budget (domestic capital) that was made public by the Ministry of Finance in Official Dispatch No. 4848/BTC-DT dated May 10, 2024, the Ministry of Finance found that the disbursement situation of these projects has not changed much. By the end of June 25, 2024, there were still 9/22 projects (made public by the Ministry of Finance) that had not yet disbursed the capital plan (Binh Thuan had 4/7 projects with a total capital of 4 billion VND); Lam Dong province had 2/6 projects with a total capital of up to 860,364 billion VND; Gia Lai province had 3/4 projects with a total capital of 43,177 billion VND); Although the remaining projects have been disbursed, the rate is still very low and insignificant (the disbursement rate of most projects has not reached 10% of the allocated capital plan).
