Comrade Pham Minh Chinh - Member of the Politburo , Prime Minister attended and delivered a speech at the announcement ceremony. Attending the announcement ceremony were Deputy Prime Minister, Minister of Foreign Affairs Bui Thanh Son; leaders of central ministries and branches; leaders of localities and representatives of embassies, international organizations and business associations.
The survey content of the FTA Index focuses on four main aspects: the level of access to information about FTAs by enterprises; compliance with domestic legal regulations from FTA commitments; effectiveness of programs and policies to support enterprises in taking advantage of FTAs; and implementation of sustainable development commitments in local FTAs.
The FTA Index will be developed and consulted starting in 2022. This is a quantitative and systematic tool, built based on a survey of businesses in 63 provinces and cities across the country, and is being implemented and announced for the first time.
The total score of each locality is calculated based on a 10-point scale for each component index, forming a maximum total score of 40.
The top 10 localities leading the country in terms of FTA Index score in 2024 include: Ca Mau (34.9), Thanh Hoa (34.13), Binh Duong (34.03), Khanh Hoa (32.96), Tra Vinh (32.74), Long An (32.5), Ha Giang (32.46), Bac Lieu (32.43), Ninh Binh (31.74), Dien Bien (31.72).

With a total score of 28.17, Lam Dong ranked 22nd out of 63 provinces and cities. In addition, in terms of the component index on sustainable development, Lam Dong province with 7.35 points ranked 10th out of 63 provinces and cities.
Speaking at the announcement ceremony, Prime Minister Pham Minh Chinh affirmed that free trade agreements have become a mainstream trend to promote trade exchange between countries. Vietnam is an active participant in this process and is achieving positive results from export growth, market expansion, foreign investment attraction, and improving production capacity and competitiveness of Vietnamese enterprises. However, the implementation of FTAs in Vietnam still faces many challenges.
The FTA Index will provide a transparent and objective database for the Government, central and local agencies in directing, monitoring and operating integration work. The Index is also an indicator for localities to recognize and evaluate the results of FTA implementation according to the proposed action program, and find solutions to promote economic development.
