Lam Dong plans to merge 10 departments into 5 departments

NDO - On the afternoon of December 11, Lam Dong Provincial Party Committee held a conference to disseminate and implement the innovation and reorganization of the apparatus according to plan No. 04-KH/BCĐ, dated November 13, 2024, of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW.

Speaking at the conference, Acting Secretary of Lam Dong Provincial Party Committee Nguyen Thai Hoc emphasized that this is a revolution in the Party on streamlining the organizational apparatus, so when organizing and implementing it, it is necessary to be drastic, thorough, synchronous and developed; implemented with the spirit of solidarity, determination, and unity "unanimity from top to bottom, smoothness from top to bottom"; it is an opportunity to arrange and streamline the organization and apparatus; arrange the staff to suit the actual situation of the province.

He requested that leaders of agencies, units and localities present the implementation work; plan to perfect the apparatus in localities, agencies and units; difficulties, obstacles and proposals and recommendations in the initial implementation process.

At the conference, Lam Dong Provincial Party Committee announced the decision to establish a Steering Committee to summarize the implementation of Resolution No. 18-NQ/TW under Lam Dong Provincial Party Committee, headed by Comrade Nguyen Thai Hoc, Acting Secretary of the Provincial Party Committee.

The conference listened to the Plan on "Some orientation contents for reorganizing the apparatus of the political system to ensure streamlining, effective and efficient operation, meeting the requirements of tasks in the new period" in Lam Dong province.

According to the plan, in the coming time, Lam Dong province is expected to end the activities of 7 Party organizations, 3 organizations under the provincial Party executive committees, the Party Committee of the Provincial Agencies and the Party Committee of the Provincial Enterprises; establish Party Committees of Party agencies, People's Councils, Fronts, mass organizations, and justice at the provincial level directly under the Provincial Party Committee; establish Party Committees of provincial-level Governments directly under the Provincial Party Committee.

Lam Dong Provincial Youth Union presided over and coordinated with the two Party Committees of the bloc to receive the two Youth Union organizations of the two Party Committees and carry out the streamlining and effective and efficient operation.

Provincial Party apparatus, merging the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department; merging Lam Dong Radio-Television Station and Lam Dong Newspaper.

Regarding the government sector, the structure orientation, arrangement and consolidation include the Department of Planning and Investment and the Department of Finance, the Department of Transport and the Department of Construction, the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; the Department of Information and Communications and the Department of Science and Technology; the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs.

At the same time, transfer state management functions in some areas belonging to old departments to new appropriate departments.

At the provincial level, maintain 5 specialized agencies, including the Office of the Provincial People's Committee, the Provincial Inspectorate, the Department of Justice, the Department of Industry and Trade; the Department of Culture, Sports and Tourism and 2 equivalent organizations, including: Office of the National Assembly Delegation, the Provincial People's Council; and the Industrial Park Management Board.

The Steering Committee also proposed to end the operation and transfer the functions and tasks of a number of agencies and units; merge a number of party agencies and specialized agencies under the People's Committees at the district level; merge or transfer the functions and tasks of public service units in the province and public service units under the People's Committees of districts.

Regarding the orientation of personnel work, restructuring the staff team is associated with streamlining the payroll; selecting staff with the spirit of "outstanding capacity, exemplary ethics, strong working style, able to say and do", completing tasks well and excellently.

The Provincial Steering Committee, the Provincial Party Standing Committee, and the Provincial Party Committee must complete the documents before December 27 and will immediately implement the projects and plans when there are resolutions (conclusions) of the Central Executive Committee, the Politburo, and regulations of the Politburo and the Secretariat.
