Lam Dong plans to merge 10 departments into 5 departments

NDO - On the afternoon of December 11th, the Lam Dong Provincial Party Committee held a conference to disseminate and implement the reform and reorganization of the organizational structure according to Plan No. 04-KH/BCĐ, dated November 13, 2024, of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW.

Speaking at the conference, Acting Secretary of the Lam Dong Provincial Party Committee Nguyen Thai Hoc emphasized that this is a revolution within the Party regarding the streamlining of organizational structures, therefore, its implementation must be decisive, thorough, synchronized, and progressive; carried out with a spirit of unity, determination, and consensus, with "unity from top to bottom, and smooth coordination from top to bottom"; it is an opportunity to reorganize and streamline the organizational structure and arrange the cadre team to suit the actual situation of the province.

Acting Secretary of the Lam Dong Provincial Party Committee Nguyen Thai Hoc delivered a speech at the conference.

The comrade requested that leaders of agencies, units, and localities present their work on the implementation and dissemination of the plan; their proposed plans for restructuring the organizational apparatus at the local level, in agencies and units; and the difficulties, obstacles, and suggestions and recommendations encountered during the initial implementation process.

At the conference, the Lam Dong Provincial Party Committee announced the decision to establish a Steering Committee to summarize the implementation of Resolution No. 18-NQ/TW of the Lam Dong Provincial Party Committee, chaired by Comrade Nguyen Thai Hoc, Acting Secretary of the Provincial Party Committee.

The conference heard the Plan on “Some guiding contents for the reorganization of the political system's apparatus to ensure a streamlined, effective, and efficient operation, meeting the requirements of tasks in the new era” in Lam Dong province.

According to the plan, in the near future, Lam Dong province is expected to conclude the operation of 7 Party organizations, 3 organizations under the provincial-level Party committees, the Party Committee of the Provincial Agencies Bloc, and the Party Committee of the Provincial Enterprises Bloc; establish Party committees for Party agencies, People's Councils, Fronts, mass organizations, and the judiciary at the provincial level directly under the Provincial Party Committee; and establish a Party committee for the provincial government directly under the Provincial Party Committee.

The Lam Dong Provincial Youth Union, in coordination with the two Party Committees of the blocs, took over the two Youth Union organizations from the two Party Committees and implemented a streamlined restructuring to ensure effective and efficient operation.

The provincial-level Party apparatus was restructured by merging the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department; and merging Lam Dong Radio and Television Station and Lam Dong Newspaper.

Regarding the government structure, the plan involves structuring, arranging, and merging the Department of Planning and Investment and the Department of Finance; the Department of Transport and the Department of Construction; the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; the Department of Information and Communications and the Department of Science and Technology; and the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs.

At the same time, the functions of state management in some areas previously under the old departments will be transferred to new, more appropriate departments.

At the provincial level, five specialized agencies are maintained, including the Provincial People's Committee Office, the Provincial Inspectorate, the Department of Justice, the Department of Industry and Trade, and the Department of Culture, Sports and Tourism; and two equivalent organizations, including the Office of the National Assembly Delegation and the Provincial People's Council; and the Industrial Parks Management Board.

The Steering Committee also proposed ending operations and transferring the functions and tasks of some agencies and units; merging some Party agencies and specialized agencies under the People's Committees at the district level; merging or transferring the functions and tasks of public service units in the province and public service units under the People's Committees of the districts.

Regarding personnel management, the restructuring of the workforce is linked to downsizing; selecting personnel with the spirit of "outstanding competence, exemplary ethics, a strong work style, and the ability to deliver on promises," ensuring they perform their duties well or excellently.

The provincial steering committee, the provincial Party Standing Committee, and the provincial Party Committee will finalize the documents before December 27th and will immediately implement the projects and plans once the resolutions (conclusions) of the Central Committee, the Politburo, and the regulations of the Politburo and the Secretariat are issued.
