According to Lam Dong Provincial People's Committee, at the end of February 2023, the Provincial People's Committee organized an inspection of the dredging site of hydroelectric reservoirs in Don Duong and Duc Trong districts and grasped the implementation of the auction of recovered minerals from organizations and individuals licensed to operate dredging within the scope of irrigation and hydroelectric reservoirs under their management.
The departments have proactively guided and urged localities and units to implement procedures and organize auctions of the volume of sand, gravel and gravel that have been recovered and salvaged during the dredging of irrigation and hydroelectric reservoirs.
However, the implementation progress is very slow, affecting budget revenue and construction material supply.
Therefore, the Provincial People's Committee requests the Departments of Industry and Trade, Agriculture and Rural Development, Natural Resources and Environment; People's Committees of districts, Da Lat City and Bao Loc City to regularly inspect and supervise organizations and individuals performing dredging and mineral recovery within the scope of irrigation and hydroelectric reservoirs in accordance with the scope, boundaries and content of the granted licenses; comply with regulations on waterway labor safety and comply with relevant legal provisions.
In addition, it is necessary to propagate and request organizations and individuals licensed to operate within the protection area of dams, hydroelectric and irrigation reservoirs to consider minerals recovered after dredging as state property.
Therefore, during dredging activities, if minerals are discovered, focus on protecting them and promptly report to the authorities and local authorities for guidance on handling and organizing auctions according to the provisions of law.
The Provincial People's Committee requests the People's Committees of districts, Da Lat City and Bao Loc City to develop a roadmap and implementation plan and assign specific tasks to units and individuals responsible for completing procedural documents and organizing auctions of the volume of sand, gravel and gravel that have been recovered and salvaged during the dredging of irrigation and hydroelectric reservoirs under the direction of the Provincial People's Committee.
The Provincial People's Committee also requested the People's Committees of districts, Da Lat City and Bao Loc City to clearly assign units and individuals responsible for managing and protecting minerals gathered at the site; responsible for managing and protecting unexploited minerals and minerals gathered at the site before the law and the Provincial People's Committee if there is loss of state assets, delay in organizing auctions of the volume of sand, gravel and gravel that has been recovered and collected in the area, affecting the budget revenue and the supply of construction materials.
