Removing barriers
Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on Breakthrough in science, technology, innovation and national digital transformation once again affirms the spirit of Resolution 52-NQ/TW dated September 27, 2019 of the Politburo on proactively participating in the Fourth Industrial Revolution, at a broader and more specific level, with the aim of "unleashing" limitations, barriers, difficulties and challenges, towards Vietnam's remarkable growth in the next two decades.
The three main pillars, namely science and technology, innovation and national digital transformation, affirm a dialectical relationship in shaping the foundation for development.
In which, science and technology play a fundamental role in driving development. Innovation plays a driving role, contributing to creating an environment, a “transmitter” and a vitality for the development of science and technology. Digital transformation, when placed in its true nature, position and role as a new development method, becomes the place to realize the driving force that science and technology brings through the driving process of innovation. It can be said that, clearly recognizing this dialectical impact, measures to remove “bottlenecks” are systematically proposed.
Firstly , institutional reforms create new mechanisms for the development of the science and technology sector with its own characteristics. Specifically, attracting talents and creating conditions for them to effectively participate in the development of science and technology; removing institutional bottlenecks in investment capital; mechanisms for appraisal and approval of scientific projects and topics; issues of responsibility in scientific research; mobilizing social resources, international cooperation and establishing national key points.
Second, innovation is also institutional reform, removing barriers to increase investment capital; creating a favorable development environment; forming "sandboxes" and new awareness to accept risks and take risks...
Third, actively and resolutely promote digital transformation to absorb, transform and concretely realize the results that science, technology and innovation bring to the country's development.
Applying new technology to enhance competitiveness
In the context of scientific and technological breakthroughs, the application of new technology and the improvement of competitiveness are the responsibility of enterprises. In other words, enterprises need to be proactive, not waiting for a resolution to implement. Innovation to effectively apply science and technology and improve the competitiveness of enterprises is a matter of survival and an intrinsic motivation of enterprises.

Resolution No. 57 contributes to increasing favorable conditions, creating favorable conditions for businesses through support from institutions, capital, human resources, infrastructure and other favorable conditions for businesses to invest and promote science - technology; innovation and digital transformation.
The issue of orientation mainly stops at planning the key points and on that basis, establishing forms of support for businesses participating in these fields. Therefore, businesses with the ability, or reorienting their development, have a lot of room, space, and favorable conditions to participate in the fields that are encouraged, oriented and supported by the State, contributing significantly to improving endogenous capacity, as well as helping businesses take advantage of their institutional advantages, capital and favorable business conditions effectively.
According to the Resolution, Vietnam's goal is to bring its potential and level of innovation in key areas to an advanced level, placing it among the leading countries with upper-middle incomes. The level and capacity of innovation of enterprises is above the world average.
Assessing the opportunities, it can be seen that with the development of science and technology, innovation is leaning towards ICT technology, digital technology and applications contributing to the digital transformation process. These are the areas where Vietnam can "catch the wave" quickly, catch up from the middle, allowing immediate participation, integrating in parallel with developed and leading countries, if we have the ability to learn well, transform and catch up.
However, in terms of challenges, it must be recognized that the level of science and technology in Vietnam, especially in basic and fundamental science, is still very limited, limiting the ability to innovate, when we can only catch up with the application, but lack the capacity to understand thoroughly to receive transfer, innovate and master. The requirements for capital and highly qualified human resources in both quality and quantity are also major challenges. At the same time, the institution has not kept up with the development level of production relations and new productive forces.
Digital transformation is a process of methods and means, so it has an impact on shaping/reshaping business models of enterprises, transforming these models from traditional to digital environment, shaping the way to create new values for organizations and enterprises.
Innovation is the foundation of the digital economy, a consequence of the digital transformation process. Therefore, there is a dialectical relationship between innovation and the digital transformation process, accompanying, interacting, supporting and directly influencing each other.
Meanwhile, human resources are the first factor and also the vital issue of the digital transformation process in particular, the development of science and technology and the development of the country in general. Without people, there can be no breakthroughs. Therefore, the training and development of human resources in the context of digital transformation and scientific and technological breakthroughs is extremely important.
In particular, Resolution No. 57 sets out great demands for international cooperation in digital transformation and innovation. In my opinion, there is much to be done to achieve these goals. It is necessary to clearly define the fields, methods, objects and methods of organizing and implementing cooperation. We need a strategy to shape specific cooperation. We cannot turn Vietnam into just a recipient country or a market, but must take those foundations as the basis for proactively integrating, mastering and creating scientific and technological advances and the digital transformation process.
