In recent times, the activities of the Provincial People's Council have continued to be innovative, substantive and effective. The sessions have focused on discussing and making important decisions to serve the task of socio-economic development, increasingly attracting the attention of cadres, people and a large number of voters. The 22nd session of the Provincial People's Council, term XV (regular session in mid-2024) continues to receive special attention and follow-up from a large number of voters and people in the province, with much trust and expectation.
In preparation for the 22nd session, from June 13 to 18, the Provincial People's Council delegations completed contacting voters at 13 locations with more than 2,500 voters attending and 78 voters expressing their opinions. Among them, many issues affecting people's lives and activities were reflected and recommended by voters, which shows that voters have increasingly placed their trust in the delegates they elected. Based on voters' opinions and recommendations and through the results of the People's Council's supervision activities, the 22nd session of the 15th Provincial People's Council selected issues of interest to delegates and voters for questioning. At the same time, seriously prepared the contents and agenda of the session in a flexible, concise and in accordance with regulations.
Ms. Le Thi La, a voter in Ninh My commune (Hoa Lu district), who regularly follows the political events of the province, said: Voters are very interested in the meetings of the People's Councils at all levels, because after each meeting, the authorities at all levels have positive actions to thoroughly and promptly resolve voters' recommendations, promoting socio-economic development. Through following the mass media, I know that at the 22nd session of the 15th Provincial People's Council, many important contents will be discussed and commented on; at the same time, many resolutions will be considered and approved; in particular, the Provincial People's Council will evaluate the results of the implementation of socio-economic tasks in the first 6 months of the year and propose directions and socio-economic tasks for the last 6 months of 2024; opinions and recommendations of voters and people before the meeting.
"I hope that the Provincial People's Council will perform well its role as the highest State power agency in the locality, planning policies and strategies to create momentum for the province to develop to its full potential in the coming time. It is known that Ninh Binh is currently one of 33 provinces and cities in the country with a high birth rate; the birth rate is uneven among localities. In this session, I hope that the delegates will pay attention, consider and soon issue a Resolution stipulating a number of support policies for collectives and individuals who perform well in population work in the province, in order to comprehensively and synchronously solve the issues of population size, structure, quality and population distribution in relation to socio-economic development. At the same time, continue to implement the goal of reducing births, moving towards achieving and maintaining the replacement birth rate of 2.1 children/woman by 2030. Bring the sex ratio at birth to a natural balance; improve the quality of the population, contributing to improving the quality of human resources to serve the development of the country. "Socio-economic development of the province in the new situation" - Ms. La expressed her opinion.
Expressing his belief that the correct decisions approved by the Provincial People's Council will promote socio-economic development, Mr. Le Xuan Manh, a voter of Khanh Thien commune (Yen Khanh district) shared: Implementing the policy of merging commune-level administrative units in the period of 2023-2025; in Yen Khanh district, Khanh Thien and Khanh Tien communes will soon be merged into a new administrative unit named Khanh Thien commune. Therefore, voters hope that the Provincial People's Council will soon have a specific decision on support policies for commune-level cadres, civil servants, and non-professional workers at the commune and village levels who are redundant due to the impact of the merger, in order to promptly motivate and encourage them when they retire; at the same time, ensuring streamlining, improving the effectiveness and efficiency of the organizational apparatus.
Mr. Nguyen Van Minh, a voter of Ninh Khanh ward (Ninh Binh city) shared: I know that the 22nd session of the 15th Provincial People's Council will consider and decide on many important contents, so I hope that the delegates of the Provincial People's Council will uphold their sense of responsibility to the voters, participate in proposing and contributing many solutions to develop the province's economy in the coming time. Particularly for Ninh Binh city, I hope the province will prioritize allocating resources to invest in infrastructure and urban landscape so that the city can complete the standards of a type I urban area; update the Provincial Master Plan and allocate investment resources to complete the Bai Dinh-Kim Son road construction investment project passing through Ninh Binh city, Hoa Lu, Yen Khanh, Kim Son districts... to facilitate trade and travel, contributing to promoting socio-economic development.
According to the agenda, the 22nd session of the 15th Provincial People's Council will consider 1 announcement and 23 reports, 12 draft resolutions and groups of draft resolutions on various fields. In particular, many resolutions affect the socio-economic development and social security of the province, such as the draft Resolution on Stipulating a number of support policies for collectives and individuals who perform well in population work in Ninh Binh province; the draft Resolution on Stipulating support policies for cadres, civil servants, public employees, workers and cadres, civil servants at the commune level, in villages and residential groups who are redundant due to the rearrangement of district and commune-level administrative units in Ninh Binh province; the draft Resolution on approving the policy of rearranging district and commune-level administrative units of Ninh Binh province for the period 2023-2025; the group of Resolutions on approving and adjusting investment policies for public investment projects...
The session also spent time questioning and answering questions directly on two main groups of issues regarding the maintenance and development of provincial OCOP products and the organization and implementation of the autonomy mechanism of public service units under the health sector. With the determination to innovate and create, along with a high sense of responsibility towards the session, many voters expressed their confidence that the delegates of the 15th Provincial People's Council will continue to make many correct decisions, suitable to the reality of life, making Ninh Binh province increasingly developed, civilized and modern.
