At the time of prosecution, MLHV was the chief technician of the Department of Paraclinical Pharmacy, working in the X-ray room of the Combined Military-Civilian Medical Center of Ly Son district.

According to the investigation of the police agency, on May 11, when the Military - Civilian Medical Center of Ly Son district moved to a new headquarters, some assets in the X-ray room at the temporary headquarters had not been moved.
Taking advantage of a loophole during the time the medical center moved headquarters, V. stole 1 ton of lead. V. brought the stolen lead home and sold it to get money for personal use.
Five months ago, the Hue City Police Department also issued a decision to prosecute the case, prosecute the accused and temporarily detain Pham Hoang Lien (born in 1983 - Head of the Management Board of Aranya Apartment Complex in Xuan Phu Ward, Hue City).
According to the investigation agency, in September 2022, the People's Committee of Hue City issued a decision to recognize the Management Board of CT1 and CT2 buildings of Aranya apartment building with 5 members, of which Pham Hoang Lien was assigned as Head of the Management Board.
During his time as Head of the Board until the day of his arrest, Lien repeatedly requested advances and received maintenance funds from the investor in the amount of more than 1.1 billion VND.
In addition to using this money to repair damaged building items and prevent storms and floods, Lien also transferred money to her personal account and advanced a sum. The Hue City Police Department searched Lien's residence and seized many documents of false declarations and expenses, but could not prove the purpose of maintaining and repairing the apartment building.
