90th Anniversary of the Founding of the First Communist Party Cell

On the morning of April 16, Vinh Loc District Party Committee solemnly held a ceremony to celebrate the 90th anniversary of the founding of the first Communist Party Cell - the predecessor of Vinh Loc District Party Committee (April 16, 1934 - April 16, 2024).

90 years ago, on April 16, 1934, Thanh Hoa Provincial Party Committee decided to establish the Vinh Loc - Thach Thanh Communist Party Cell, the predecessor of the Vinh Loc District Party Committee today. The establishment of the Party Cell was an important historical event, marking a new development step of the revolutionary movement in Vinh Loc. After its establishment, the Party Cell quickly stabilized its organization, admitted new party members, consolidated and expanded its revolutionary bases, gradually developing the movement in the district in both breadth and depth, integrating with the general revolutionary movement of the province and the whole country.

Over the past 90 years, the Vinh Loc District Party Committee has continuously grown in terms of politics , ideology and organization; effectively led and directed the implementation of socio-economic development, national defense and security tasks in the area, actively contributing to the revolutionary cause of the homeland and the country.

Through the August Revolution of 1945 and the wars to defend the Fatherland, the Party Committee of Vinh Loc district has always been united, leading the army and people to strive to compete, contributing human and material resources to the revolutionary cause of the province and the nation. Many movements, many typical collectives and individuals of the district have become shining examples, known throughout the country. Typically, Vinh Khang commune was the first commune in Thanh Hoa to complete the elimination of illiteracy, in 1957 it received a letter of praise from President Ho Chi Minh and the Government awarded it the Third Class Labor Medal.

Entering the period of innovation, the Party Committee and People of Vinh Loc district have promoted the heroic tradition, with will and determination, striving to achieve great achievements in all fields. The average growth rate of production value in the period of 2021-2023 reached 6.24%; the economic structure has shifted positively. Industry and construction have been maintained and developed; the production value in 2023 reached 4,873 billion VND, 1.47 times higher than in 2020. Socio-economic infrastructure has been invested and upgraded; the rate of hardened roads has reached 96%. State budget revenue always exceeds estimates; in 2023 it reached 642 billion VND, exceeding the estimate by 15.21%...

There have also been many progressive changes in the cultural and social fields, and people's lives have been improving day by day. The poverty rate has decreased sharply from 2.59% in 2021 to 1.33% in 2023, while supporting the construction of houses for 100% of households living on the river. In 2019, Vinh Loc was recognized as a district meeting new rural standards and to date, 1 commune and 29 villages have met the model new rural standards.

Along with focusing on leading and directing socio-economic development, ensuring national defense - security, social order and safety, Vinh Loc District Party Committee always attaches importance to Party building and the political system. From a Party cell with 5 Party members, up to now, the District Party Committee has 233 Party cells under the grassroots Party Committee; 32 Party cells and Party Committees under the District Party Committee, 3 enterprise Party cells (including 1 FDI enterprise) with nearly 5,800 Party members.

With the achievements in the cause of protecting and building the country as well as in the current innovation process, the Party Committee and People of Vinh Loc district have always been highly appreciated by the Provincial Party Committee, Provincial People's Committee, sectors and organizations; and have been awarded many noble titles by the Party and State.

The Standing Deputy Secretary of the Provincial Party Committee stated: The Party Committee and the people of all ethnic groups in the province have been striving to successfully implement the Resolution of the 13th National Party Congress and the Resolution of the 19th Provincial Party Congress for the 2020-2025 term, striving to be among the leading provinces in the country by 2025, and to become a modern industrial province by 2030. That goal is both a task for the Party Committee and the people of all ethnic groups in the province, and at the same time, the responsibility of the Party Committee, government and people of Vinh Loc district.

The Party Committee and the government of Vinh Loc district need to closely follow the development orientation of the province, the political tasks of the district, the directions of the Resolution of the Party Congresses at all levels for the 2020-2025 term and the local reality. From there, fully and comprehensively research and evaluate the potential, advantages, opportunities, new opportunities and difficulties and challenges for the current development of the district; further promote the spirit of proactiveness, creativity, innovation in thinking and working methods, clearly identify key and focal tasks to focus on leadership and direction to strongly promote internal resources, especially human resources, land, cultural traditions, and revolution; take advantage of external resources to break through and accelerate development.

At the same time, do a good job of educating revolutionary traditions, strongly arouse patriotism, self-reliance, aspiration to rise up, unite, strive, create clear breakthroughs to successfully implement the goals set out in the Resolution of the 26th District Party Congress.

Focus on leading economic development; strongly shifting economic structure and labor structure associated with effectively implementing district planning, planning for construction of functional areas, planning of industrial clusters, planning of infrastructure systems to exploit and maximize the potential and advantages of land, craft villages, traditional industries and local labor resources.

Promote administrative reform, strongly improve the investment and business environment; diversify forms of investment mobilization, calling and promotion, mobilize maximum resources to invest, build and complete a synchronous infrastructure system, in a modern direction and open up new development space for the district.

In agriculture, along with focusing on bringing high-value crops and livestock into production; it is necessary to actively apply scientific and technological advances to develop clean, safe, high-tech agriculture, following the value chain. Continue to expand safe vegetable production areas, pay attention to developing Panax ginseng; develop farm economy, livestock farming associated with processing, product consumption, ensuring food hygiene and safety and environmental protection.

Prioritize the development of industry, small-scale industry and occupations that can attract a lot of labor to solve employment and increase income for people; encourage and create all conditions, especially in terms of land and legal procedures, to put into operation industrial clusters and craft village clusters, attract many enterprises processing food, vegetables, animal feed, products from Sam Bao... to consume local raw materials; focus on developing some typical products with good quality, meeting market demand, associated with building OCOP product brands.

Developing a variety of service types along with improving service quality; mobilizing diverse investment resources for tourism development, attracting potential and experienced businesses to exploit and promote the effectiveness of Kim Son Scenic Area, the World Cultural Heritage of Ho Dynasty Citadel and the system of relics to develop tourism, associated with preserving local cultural and historical values.

Improve the quality of the cultural and social fields while promoting the socialization of all activities. Focus on improving the overall quality of education and training, meeting the requirements of improving people's knowledge and human resource quality. Strengthen the health system from district to grassroots level, meeting the people's health care needs. Further improve the quality of the movement of the whole people uniting to build a cultural life. Implement well social security policies, improve people's lives.

In the immediate future, actively respond to the construction of houses for poor households, policy households, and households with housing difficulties in accordance with the spirit of Directive No. 22/CT-TU of the Provincial Party Committee Standing Committee, so that Vinh Loc district no longer has households living in makeshift, dilapidated, unsafe houses. Pay attention to leading national defense and security tasks, maintaining political stability, ensuring social order and safety; promote the movement of the entire people to protect national security, fight, prevent, and repel crimes and social evils, creating a stable and healthy environment for development.

The key and decisive issue is to build a truly clean and strong Party Committee and grassroots Party organizations; strengthen political and ideological education, inspection and supervision; proactively prevent and repel signs of degradation in political ideology, ethics, lifestyle, corruption and negativity among cadres and Party members; take care of cadre work, especially the training, fostering and placement of young and female cadres. Do a good job of developing new Party members, especially in rural areas, in schools and enterprises; focus on consolidating and improving the leadership capacity of grassroots Party organizations; promote "Studying and following Ho Chi Minh's ideology, ethics and lifestyle".

Prepare well the conditions to organize Party Congresses at all levels for the 2025-2030 term; in which, research and develop major orientations, key solutions, and breakthroughs in both socio-economic and political systems to focus on leadership and direction for the next term.

Promoting the revolutionary tradition and achievements over the past 90 years, the Standing Deputy Secretary of the Provincial Party Committee believes that the Vinh Loc District Party Committee will lead the cadres, party members and people of the district to overcome all difficulties and challenges, join hands and unite, successfully implement the Resolution of the Party Congresses at all levels for the 2020-2025 term, and complete the goal of building Vinh Loc district to soon become an advanced new rural district.
