The commemorative speech presented by Ninh Binh City Party Secretary Dinh Van Tien affirmed: Ninh Binh City is a land rich in historical, cultural, patriotic and revolutionary traditions, closely associated with "Thuy Mountain, Van River", the ancient capital of Hoa Lu with a thousand years of civilization. Throughout history, Ninh Binh City has become one of the important and key areas in the country's military situation and in the resistance wars against foreign invaders; an important trading center of the region.
In 1946, responding to President Ho Chi Minh's call for "National Resistance", the army and people of Ninh Binh town, together with compatriots and soldiers nationwide, bravely fought and sacrificed, achieving many feats to protect the revolutionary achievements, maintain the independence and freedom of the nation. In 1954, after the historic victory of Dien Bien Phu, the army and people of Ninh Binh town, together with the people of the whole province, fought bravely and won victories on all fronts. On June 30, 1954, Ninh Binh town was completely liberated.
Over the past 70 years, both in combat and in implementing the Party's innovation policy, with the close and regular attention, leadership and direction of the Provincial Party Committee, People's Council, Provincial People's Committee, the Party Committee, the government and the people of Ninh Binh town (now Ninh Binh city) have always been united, united, joined hands, unanimously, overcome difficulties and challenges, promoted internal strength, promoted innovation and creativity, promoted traditions, effectively exploited potentials and advantages, promoted the development of Ninh Binh city in all aspects, achieved many important achievements in all fields, created remarkable changes; comprehensive and civilized development; became a national and internationally significant center of tourism, services, culture and history; and an important driving force for the socio-economic development of the whole province.
From a town with a small area, low population; slow economic development, people's lives facing many difficulties; poor facilities, backward and underdeveloped urban infrastructure, seriously polluted environment due to smoke and dust. Up to now, the town has become a civilized and modern city, recognized as a type II urban area and basically meets the criteria of a type I urban area, has completed the task of building new rural areas since 2021; the remaining 3 communes have basically completed the criteria to become wards.
The economy has continuously grown well; the economic structure has shifted in a positive direction. The annual budget revenue has always met and exceeded the set plan. Urban infrastructure has been invested synchronously and modernly, becoming brighter - greener - cleaner - more beautiful. Culture and society have developed comprehensively; social security has been ensured; the material and spiritual life of the people has constantly improved. The city's average income per capita in 2023 will reach 72 million VND/person/year, the highest in the province and also the highest in the country.
National defense and security were strengthened; social order and safety were maintained. Party building and political system building continued to be focused on and implemented synchronously, comprehensively and effectively; the leadership capacity and fighting strength of Party organizations and the quality of Party members were improved; the effectiveness and efficiency of management and administration of governments at all levels were improved; the activities of the Fatherland Front and socio-political organizations and mass organizations at all levels had many innovations.
With the great achievements and results, the Party Committee, government and people of the city were honored to be awarded the title "Hero of the People's Armed Forces" in the resistance war against the US to save the country; the First and Second Class Labor Medals and the Third Class Independence Medal. Thousands of cadres, soldiers and people of the city were awarded many other noble titles and awards from the Party and the State.
In the joy, excitement, and pride of celebrating the 70th anniversary of the liberation of Ninh Binh city, delegates of former city leaders and representatives of the young generation spoke out expressing their aspirations to continue to maximize the potential, unique, outstanding, and distinctive values, to build the city to become increasingly civilized, rich, and beautiful, to be a leading locality, a large center, with high brand value in tourism, cultural industry, and heritage economy of the whole country.
On this occasion, 10 individuals with outstanding achievements in the patriotic emulation movement and building Ninh Binh city were honored and recognized with the title "Outstanding City Citizens".
Speaking at the ceremony, Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee warmly congratulated, commended, acknowledged and highly appreciated the results and proud achievements of the Party Committee, government and people of Ninh Binh city in the process of construction and development after 70 years of liberation, nearly 40 years of national renovation and 32 years of re-establishment of the province; creating an important and solid foundation to move towards the future, merging with Hoa Lu district to become Hoa Lu city, a type I urban area under the province and the nucleus to build Ninh Binh province by 2030 to basically meet the criteria and by 2035 to become a city directly under the Central Government, with the characteristics of a millennium heritage urban area, a creative city in accordance with the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister.
In the coming time, along with the trend of the times, to meet the increasingly high development requirements, maximize the potential, unique, outstanding and distinctive values, create a strong driving force to promote socio-economic development in the right direction, implement the Provincial Planning and the Resolution of the Provincial Party Committee, Ninh Binh City and Hoa Lu District will be merged into a new urban area, worthy of the stature, role and function of the political - administrative - economic - cultural center of the city directly under the Central Government. The comrade proposed that the Party Committee, Government and People of Ninh Binh City continue to promote the spirit of solidarity, unity, will and aspiration of the people, the land of the Ancient Capital, together with the Party Committee, Government and People of Hoa Lu District today, which is also the future of Hoa Lu City, focus on implementing a number of key contents:
First of all, focus on completing the arrangement of administrative units in accordance with the spirit of Resolution No. 16 dated August 23, 2023 of the Ninh Binh Provincial Party Committee. Urgently complete the Urban Development Program of Hoa Lu City, Ninh Binh Province to 2040 and the Urban Classification Project "Hoa Lu City" (in the future), in order to assess the current situation, set out goals, tasks and solutions for implementing investment work, and complete the criteria to carry out procedures to promptly propose to competent authorities to recognize the urban area after the merger as a type I urban area under the province. This is a very important task, of great significance, shaping the development of the central urban area of Ninh Binh province in the future.
The Chairman of the Provincial People's Committee noted: During the implementation process, it is necessary to attach importance to and do a good job of propaganda, mobilization, and persuasion, creating unity and high consensus in the entire political system and among the people; at the same time, properly resolve the regime and policies for cadres, civil servants, and public employees when implementing the arrangement of administrative units.
It is necessary to proactively take a step forward, focusing on building regulations on urban architecture and landscape management, regulations on construction order management, urban development to serve as a basis for managing and developing Hoa Lu city in the coming time. Continue to promote the spirit of solidarity, unity, will and aspiration of the people, the land of the ancient capital, determined to strive to build Hoa Lu city in the future worthy of the stature, position, and role of the political - administrative - economic - cultural center of the city directly under the Central Government. The Chairman of the Provincial People's Committee suggested: Based on the Ninh Binh Provincial Planning approved by the Prime Minister and related Plannings, it is necessary to focus on development orientation for each region and locality with a strategic, long-term vision, ensuring maximum promotion of potential and unique advantages, mobilizing maximum resources for sustainable development; developing urban areas synchronously and harmoniously in accordance with the province's development orientation. Further strengthen the management of land, resources, environment, urban construction order and construction investment management to ensure suitability, efficiency, focus, priority for urban infrastructure projects with long-term vision, especially structural infrastructure synchronous with national and provincial strategic traffic infrastructure, projects that create landscape and architectural highlights with multiple objectives, both preserving and promoting cultural - historical values, landscape and environment, and promoting socio-economic development, especially tourism and services.
At the same time, the city needs to continue to do well in social security work, pay attention to and care for families of policy beneficiaries, wounded and sick soldiers, families of martyrs, and people with revolutionary contributions; promote the movement of "Repaying gratitude". Focus on receiving citizens, promptly resolving complaints and denunciations at the grassroots level. Maintain political stability, strengthen national defense and security; build and develop the city to become a civilized and modern tourist city.
Continue to strengthen the work of building and rectifying the Party and the political system; further improve the leadership capacity and fighting strength of the Party Committee and grassroots Party organizations, the quality of cadres and Party members, especially key cadres, to meet the requirements of tasks in the new development period. Innovate the leadership methods of Party committees at all levels in the direction of being proactive, creative, resolute, decisive, daring to think, daring to do, on the basis of strictly implementing the working regulations and principles of organization and operation of the Party; enhance the responsibility of heads of agencies and units.
