Reading the speech at the Commemoration Ceremony, Secretary of the City Party Committee Phan Duc Dong reviewed the heroic tradition in the construction and development of Vinh city over the past 235 years - the time when Emperor Quang Trung chose Vinh as the capital of the Tay Son Dynasty. With an important strategic geographical location, Vinh has become a major city of the Central region. Vinh - Ben Thuy is known as the starting point of the Nghe Tinh Soviet movement in 1930-1931. Vinh enthusiastically contributed human and material resources to serve the resistance war, contributing to the historic victory of Dien Bien Phu. On October 10, 1963, the Government issued a Decision to establish Vinh city. Vinh became one of the five largest industrial cities in the socialist North.
During the resistance war against the US to save the country, Vinh was honored as the heroic Red City, contributing to the liberation of the South and the unification of the country. Vinh City and many affiliated units were awarded the title of Hero of the People's Armed Forces by the State, and received a letter of praise from Uncle Ho. During 60 years of construction and development, Vinh City has achieved valuable achievements, affirming itself as one of the cities with the fastest and most sustainable development in the country.

The 60th anniversary of Vinh city's founding and the 235th anniversary of Phuong Hoang Trung Do is an opportunity for the Party Committee, government and people of the city to review the heroic historical tradition; express gratitude for the contributions, dedication and sacrifices of many generations of cadres, party members and people of the city; At the same time, thank the attention, support and assistance of the Central Government and the province for always joining hands with Vinh city in the past time...
Speaking at the ceremony, the National Assembly Chairman acknowledged the comprehensive development of Vinh city over the past 60 years, especially in the 10 years of implementing Resolution No. 26-NQ/TW of the Politburo on the direction and tasks of developing Nghe An province until 2020 with many achievements; the economic scale and potential have developed quite well, the economic structure has shifted towards modernity, with the characteristics of the provincial capital and regional city.
In 2022, the economic growth rate will reach 9.02%; per capita income will reach 120 million VND, 2.37 times higher than the average of the province. The urban landscape will change rapidly, taking the shape of a civilized and modern urban area in the North Central region. Vinh has initially affirmed itself as the educational and training center of the region, recognized by UNESCO as a "Global Learning City". The health sector has developed, material and spiritual life has been improved. National defense and security have been maintained. Party building and political system building have been strengthened.

In order to build Vinh city into a truly central urban area of the province and the entire North Central region, as the driving force - economic growth pole of the province, comrade Vuong Dinh Hue suggested that Vinh city should focus on thoroughly implementing the task of building and developing Nghe An province in general and Vinh city in particular according to Resolution No. 39-NQ/TW of the Politburo, in a comprehensive and synchronous manner with the implementation of Resolution No. 26-NQ/TW dated November 3, 2022 on socio-economic development and ensuring national defense and security in the North Central region and the Central Coast by 2030, with a vision to 2045, and Resolutions of the Central Committee, the National Assembly, and the Government.
Along with the development, promulgation and implementation of the action program with specific plans and projects to implement Resolution No. 39-NQ/TW and the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050, which has just been approved. Early submission to the Government for submission to the National Assembly Standing Committee for approval of the expansion of the administrative boundaries of Vinh city, timely adjustment of the city's general planning, in which the vision and strategy for the development of Vinh city in the overall relationship of Nghe An province and the whole region...
Vinh City must take the lead in digital transformation, developing digital economy, green economy, circular economy, first of all three pillars: high-tech industry, seaport - logistics, tourism - trade.

Effectively mobilize resources to develop infrastructure, especially connecting traffic infrastructure, key traffic, spacious, bright, green, clean and beautiful urban infrastructure...
The National Assembly Chairman also emphasized that Vinh city must be proactive and creative in effectively implementing tasks and breakthrough solutions to develop the economy quickly and sustainably, mainly based on science and technology and innovation, so that the city can soon become a smart, modern city, a center for startups and innovation in the entire North Central region. The city must take the lead in digital transformation, developing the digital economy, green economy, and circular economy, first of all, the three pillars: high-tech industry, seaports - logistics, tourism - trade.
In particular, Vinh city needs to be consistent in its view of sustainable development on all three pillars: economy, society, and environment. Make breakthroughs in administrative reform, improve the investment and business environment; actively and proactively integrate internationally, connect with localities nationwide, promote attraction and improve the efficiency of using resources for development.

Vinh City becomes an educational and training center; a cultural, sports, tourism and educational center of the province and the region. The city's health system becomes the core of the specialized medical center of the North Central region. Maintain national defense and security, social order and safety. Implement well the work of poverty reduction, social security, ethnic and religious affairs. Improve the material and spiritual life of the people. Build a civilized and cultural urban lifestyle; Continue to care for building a clean and strong Party organization and political system; Strengthen the work of preventing corruption, negativity, practicing thrift and fighting waste...
The National Assembly Chairman also noted that Nghe An province and Vinh city continue to effectively implement Resolution 36/2021/QH15 dated November 13, 2021 of the National Assembly in the province's socio-economic development; urgently review and propose to the National Assembly to supplement a number of appropriate policies and mechanisms to build Nghe An province in general and Vinh city in particular.
At the ceremony, on behalf of the Party and State leaders, comrade Vuong Dinh Hue awarded the Second Class Independence Medal to the Party Committee, government and people of Vinh city.
On this occasion, the National Assembly Chairman mobilized and supported 3 billion VND, giving 1 billion VND to the people of the districts of Quy Chau, Que Phong, and Ky Son to each district to contribute to supporting and overcoming the consequences of natural disasters.
