20th Anniversary of the Establishment of the Ninh Binh Province Industrial Parks Management Board

20 years ago, the Provincial Industrial Park Management Board was established under Decision No. 35, dated March 17, 2004 of the Prime Minister. Starting with only 7 officers and civil servants, the main task of which was construction investment management, the Board has now completed its organizational structure with 2 specialized departments, 1 Office; 26 officers, civil servants, workers and 1 affiliated unit, the Industrial Park Infrastructure Development Company.

The whole province has planned 7 industrial parks with a total area of 1,472 hectares, of which 5 industrial parks have been established, put into stable operation, and basically filled: Khanh Phu, Gian Khau, Tam Diep I, Phuc Son, Khanh Cu industrial parks with a total area of nearly 850 hectares. Of which, 2 industrial parks Phuc Son and Khanh Cu are invested from non-budgetary capital sources, which are bright spots in attracting investment in construction and business of industrial park infrastructure in the province.

Over 20 years of construction and development, the Provincial Industrial Park Management Board has made important contributions to the growth and development achievements of Ninh Binh, through strongly attracting foreign direct investment capital, stimulating and improving the efficiency of using economic resources, supplementing important capital sources in total social investment capital, increasing export turnover, contributing to expanding international markets, changing the structure of export goods; making significant contributions to the State budget revenue and shifting the labor structure in the province.

Up to now, the industrial parks in the province have attracted 122 projects with a total registered capital of over 65 trillion VND. Of these, 103 projects have come into operation. Enterprises in the industrial parks create an industrial production value of 60,000 to 73,000 billion VND; contribute to the state budget from 12,000 to over 18,000 billion VND each year, creating jobs for nearly 38,000 local workers.

As the focal agency directly performing the State management function in industrial zones, the Provincial Industrial Zones Management Board always determines: "The success of investors is the success of the Management Board", therefore, the Board always accompanies the activities of investors and enterprises in industrial zones, to grasp, promptly support and remove difficulties for enterprises and investors, ensuring that investment, production and business activities in industrial zones take place smoothly and effectively.

The Chairman of the Provincial People's Committee stated: Along with the innovation and opening of the country's economy, our Party and State have had many development policies for industrial parks and economic zones to form and develop. For Ninh Binh province, based on practical requirements, the Provincial Party Committee - People's Council - Provincial People's Committee have soon identified the development of industrial parks as an important task in the socio-economic development strategy, aiming to attract diverse domestic and foreign investment capital sources, meeting the requirements of renewing the province's growth model towards increasing the proportion of industry and services, ensuring rapid and sustainable development. This is a very important policy and decision, promptly meeting practical requirements, thereby creating strong development of the industry and service sector in particular and important, comprehensive socio-economic achievements of our province in recent years.

He emphasized: The planning of Ninh Binh province for the period of 2021-2030, with a vision to 2050, has just been approved by the Prime Minister in Decision No. 218 dated March 4, 2024, which has identified the goal: Promoting all potentials, advantages, resources, and motivations to develop Ninh Binh province rapidly and sustainably, by 2030 basically meeting the criteria and by 2035 becoming a centrally-run city with the characteristics of a Millennium Heritage City, a creative city; a large center with high brand value in tourism, cultural industry, and heritage economy of the whole country and the Asia-Pacific region; a leading center of the country in mechanical industry, modern transportation; an innovative startup center of the southern provinces of the Red River Delta.

To successfully implement the above goals and tasks, it requires great determination and efforts from the Party committees, authorities and the entire political system of the province. In particular, the important contribution of the Provincial Industrial Park Management Board is needed. Therefore, in the coming time, he suggested that the Provincial Industrial Park Management Board should thoroughly grasp and promptly and effectively implement the viewpoints, goals and development orientations according to the Ninh Binh Provincial Planning approved by the Prime Minister and the Conclusion of the Mid-term Review Conference of the Provincial Party Committee; with specific plans and roadmaps. In particular, continuing to firmly develop the socio-economy in the direction of "Green, sustainable and harmonious"; prioritizing the attraction and development of green, clean, environmentally friendly industries with high production value and contributing a lot to the budget, such as: mechanical engineering industry, automobile manufacturing and assembly; electronics industry; new materials industry, high-tech materials; Processing industry serving agricultural production; some consumer goods manufacturing industries with reasonable use of labor.

Focus on developing industrial parks in the direction of synchronous and modern industrial - urban - service zones, improving land use efficiency; maximizing the exploitation of the strategic infrastructure system that has been and is being formed, creating new driving forces for the breakthrough in socio-economic development of the province. Promote investment promotion, focus on attracting strategic investors to build and operate infrastructure of industrial parks in accordance with the planning and development orientation. First of all, Tam Diep II and Phu Long Industrial - Service - Urban Zones. At the same time, proactively coordinate with relevant departments, branches, People's Committees of districts and cities to strengthen state management of industrial parks.

Continue to promote administrative reform, especially administrative procedures, minimize the number of procedures and implementation time. Continue to perfect the organizational structure, improve the effectiveness and efficiency of state management in industrial parks. Strengthen discipline, order, assign specific tasks, clearly define people, work, authority and responsibility, and efficiency, promote the role of leaders; assign specialized staff to accompany enterprises, especially FDI enterprises, in recruiting, training, and developing high-quality human resources and skilled workers. Thereby, strongly improving the investment and business environment, maintaining investors' confidence.

Chairman of the Provincial People's Committee Pham Quang Ngoc expressed his belief: With the achievements gained in the past 20 years, along with the solidarity, dynamism, innovation spirit and high determination of the leadership team, civil servants, public employees and workers, the Provincial Industrial Park Management Board will continue to overcome difficulties and challenges, achieve more achievements, contribute more to the socio-economic development of the province, helping our province successfully achieve the set goals.
