Attending the ceremony, on behalf of the Nouvelle Aquitaine region, were: Mr. Alain Rousset, President of the Regional Council; Ms. Isabella Boudineau, Vice President of the Regional Council; Mr. Pascal Duforeste, Vice President of the Regional Council; Mr. Dominique Delpuech, Diplomatic Advisor of the French Government in the region.
Also attending was Mr. Dinh Toan Thang, Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam to the Republic of France.
Attending the ceremony on Lao Cai province side were comrades: Hoang Giang, Deputy Secretary of the Provincial Party Committee; Ly Thi Vinh, Member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission; Giang Thi Dung, Vice Chairwoman of the Provincial People's Committee; leaders of the Department of Planning and Investment, Department of Tourism, Party Committee of the Provincial Agencies - Enterprises Bloc and Bac Ha District People's Committee.
According to the assessment, on the basis of the friendly cooperative relationship between the two countries, on November 18, 2002, the Aquitaine region and Lao Cai province agreed to sign a memorandum of cooperation. After more than 20 years of cooperation and through 5 stages of implementation, the Aquitaine region has helped Lao Cai province research and develop temperate fruit groups (peach, plum, apple, kiwi, pear, etc.); urban planning to serve the development of ecotourism; building the Sa Pa urban tourism regulations in 2004 and consulting and providing technical support for tourism development; environmental education and biodiversity monitoring research; protecting and promoting the value of cultural and natural heritages; training French for cadres and civil servants of Lao Cai province...
In particular, through cooperation in tourism and tourism planning, Sa Pa tourist area has contributed to becoming a national tourist area, aiming to become an international tourist area.
The cooperation results between Lao Cai and Aquitaine are highly appreciated by the Government, ministries, sectors and experts of the two countries. The cooperation contents are scientific, qualitative, practical and effective, contributing significantly to the increasingly developing relationship between Vietnam and the French Republic.
Speaking at the ceremony, Mr. Alain Rousset, Chairman of the Nouvelle Aquitaine Regional Council, highly appreciated the results of 20 years of cooperation between Lao Cai province and the Nouvelle Aquitaine region, contributing significantly to the results of cooperation in the 50 years of establishing relations between Vietnam and the French Republic.
Regarding the orientation for the period 2025 - 2027, the President of the Nouvelle Aquitaine Regional Council proposed that the two sides agree on the following cooperation contents: Protecting and promoting the value of cultural and natural heritages; training and developing human resources; researching, building and developing tourism products and adventure sports; developing ecological agriculture, medicinal herbs, forestry; exploiting sustainable water resources, hatching salmon eggs in Sa Pa; environmental education and scientific research.
At the ceremony, on behalf of the leaders of Lao Cai province, comrade Hoang Giang, Deputy Secretary of the Provincial Party Committee, expressed his deepest gratitude to the French Government and the Aquitaine region government, as well as Mr. Alain Rousset, President of the Aquitaine region.
Comrade Hoang Giang affirmed: The cooperation between Lao Cai province and the Aquitaine region is a good and effective model, this is the result of direct cooperation between the territories based on the needs and practical capabilities of each side. The effectiveness of cooperation not only brings economic value but also brings to each side cultural and social values for the people of ethnic minorities who are still facing difficulties. In the coming time, Lao Cai province hopes to continue to strengthen cooperation with the Nouvelle Aquitaine region (Republic of France).
On this occasion, the two sides discussed in detail the results achieved, difficulties and obstacles in the implementation of cooperation contents. At the same time, they agreed on solutions, mechanisms and resources to improve the quality of cooperation activities.
