The discourses of “new starting point”, “new era”, “era of national rise” appeared in society after General Secretary and President To Lam chaired a meeting of the Standing Committee of the 14th Party Congress Document Subcommittee on the afternoon of August 13.
To best prepare the draft documents of the 14th Party Congress, on the basis of continuing to thoroughly grasp the guiding ideology of the late General Secretary Nguyen Phu Trong, General Secretary and President To Lam emphasized a number of key contents.
In particular, General Secretary To Lam requested the need to unify the perception of the new historical starting point, the new era - the era of the Vietnamese people's rise, from which there will be stronger innovations in the form and content of documents.
Since then, in speeches and articles, the leaders of the Party and State have frequently mentioned the concepts of "new starting point", "new era", and "era of national rise".
Dr. Nguyen Van Dang - Researcher of Public Administration and Policy (Ho Chi Minh National Academy of Politics) said that in any country, the statements of the highest leader are always paid attention to.
Mr. Dang believes that the phrase "era" often refers to a fairly long period of time, and is recognized by certain outstanding characteristics to distinguish it from other stages in the history of a country, a nation, or a social community.
The researcher commented that when General Secretary To Lam used the phrase “new era”, it implied that the coming period would be characterized by new goals and new determination. That is, the Vietnamese people would strive to change the country’s position.
“ Based on the recent Party Congress documents, it can be seen that successfully achieving the goal of turning our country into a “developed nation” by the mid-21st century is a distinct feature compared to previous periods ,” said Dr. Nguyen Van Dang.
Discussing further, Associate Professor Dr. Nguyen Trong Phuc - Former Director of the Institute of Party History (Ho Chi Minh National Academy of Politics) said that era is a concept of historical science, used to refer to a certain period or era of history.
“ In that period, era, there must be outstanding characteristics, outstanding historical contents that influence the development of that nation, country, even influence the whole world, then it is called an “era”. When using the phrase “era”, we need to understand more clearly what its content is, what its characteristics are, what its features are? “, Mr. Phuc said.
Mr. Phuc cited the fact that the success of the August Revolution in 1945 opened a new era for the Vietnamese people - the era of national independence associated with socialism.
National independence associated with socialism, according to Mr. Phuc, is the characteristic, the essence, the content of the new era after August 19, 1945. " This era is also synonymous with the concept of the Ho Chi Minh era ," Associate Professor, Dr. Nguyen Trong Phuc affirmed.
The era of national independence associated with socialism began with the Declaration of Independence read by President Ho Chi Minh on September 2, 1945 and the events: Dien Bien Phu Victory on May 7, 1954, Southern Liberation Day, National Reunification Day on April 30.
Mr. Phuc also cited the fourth industrial revolution as opening a new era for the intellectual development of mankind. This era affects all of humanity, not just a few countries.
Returning to the "era of the Vietnamese nation's rise" mentioned by General Secretary To Lam and Party and State leaders, Mr. Phuc said that the 14th Congress will officially use this concept.
The Resolution of the 13th National Party Congress set out strategic goals: By 2025, the 50th anniversary of the complete liberation of the South and national reunification will be a developing country with modern industry, surpassing the low-middle income level; By 2030, the 100th anniversary of the founding of the Party will be a developing country with modern industry and high-middle income; By 2045, the 100th anniversary of the founding of the country will be a developed country with high income.
“ So, as we enter the era of growth, are the strategic goals set out by the 13th Congress still appropriate or do we need to add more? If we want to grow, we first need to clarify the goals and specific standards to be able to achieve those goals, ” Mr. Phuc asked.
Along with specific goals, according to Associate Professor Dr. Nguyen Trong Phuc, for the country to develop quickly and strongly, it is necessary to find the characteristics of its rise: " For example, what will be the characteristics of the political regime, it must be truly superior under the leadership of the Communist Party; characteristics of the level of economic development, the scale of the economy, labor productivity, average income... In the documents submitted to the 14th Congress, that must be shown ."
Looking back on the nearly 40-year journey of implementing the Doi Moi process, Dr. Nguyen Van Dang affirmed that Vietnam has not only continued to maintain political stability in the context of a volatile world, but also significantly increased the scale of the economy, and significantly improved people's income and living standards.
In addition, friendly diplomatic relations with countries and international organizations, as well as increasingly active participation in solving regional and global issues.
“ With its current position and strength, Vietnam has the right to be proud of its achievements, and that is also the basis for us to confidently aim for new goals, specifically becoming a developed country and a middle-ranking power on the global stage, ” Mr. Dang said.
However, Mr. Dang noted that the development process of some countries in the region also suggests that if Vietnam cannot make a breakthrough in the near future, it will also fall into the middle-income trap, meaning it will forever struggle and be unable to join the group of developed countries.
It also means that if the Vietnamese people cannot rise up, we will not be able to overcome the "quagmire" of the middle-income trap, and will not be able to realize the goal of national development and high income as the Party has set out since the 13th Congress.
Facing the new goal and leadership vision until 2045, Mr. Dang believes that the Party's leadership role is extremely important.
“ There needs to be a subject to lead all social forces, focus resources to transform into driving forces for development. More specifically, the role of strategic leaders - who are truly passionate political leaders, aspiring for the common interests of the nation and people, not just fulfilling the role of a civil servant ,” Mr. Dang emphasized.
According to Dr. Nguyen Van Dang, that political leadership force will be the "main machine" that spreads, inspires, and motivates other forces, thereby creating solidarity first within the Party and more broadly, the whole society.
Sharing the same sentiment, Mr. Nguyen Duc Ha (former Head of the Party Base Department, Central Organization Committee) stated that over the past 94 years, reality has proven that the wise and correct leadership of the Communist Party is the leading factor deciding the victory of the Vietnamese revolution.
Mr. Ha emphasized that thanks to the leadership of the Party, the strength of national unity can be promoted and the aspiration to develop the country of 100 million people can be aroused.
“ This is the boundless strength for the country to rise up. And we must also inherit and promote the extremely beautiful but very unique cultural and historical traditions of Vietnam. This is not only a driving force and spiritual strength, but it also becomes a very great material strength, ” said Mr. Ha.
The fine cultural and historical traditions of the nation that Mr. Nguyen Duc Ha mentioned were further clarified by Associate Professor Dr. Nguyen Trong Phuc, which are the spirit of patriotism, the desire for peace, independence, freedom, and belief in the just cause of national liberation revolution and resistance against invaders.
Then the recent renovation journey is the aspiration to escape poverty and rise up to become rich legitimately.
And to ensure strong development so that the 14th Congress truly opens a new era for the country and people, Mr. Phuc said that it is necessary to clearly recognize new driving forces for rapid and sustainable national development.
That driving force is the modern productive force that creates high labor productivity; the knowledge-based economy, applying the highest achievements of science and technology; the high-quality human resources; the new culture - both the foundation and the driving force of development; the strategic vision of the Party's leadership and power and the creativity of the people; the interests of the nation, people and national confidence, pride and self-respect.
