General Secretary To Lam discussed seven strategic orientations to bring the country into a new era, an era of national advancement. These are: on improving the Party's leadership method; on strengthening the Party spirit in building and perfecting a socialist rule-of-law State of the people, by the people, for the people; on streamlining the apparatus for effective and efficient operation; digital transformation; fighting waste; cadres and economy. According to General Secretary To Lam, the era of Vietnamese advancement began with the 14th National Party Congress and was shaped on the basis of the great achievements that Vietnam has achieved after 40 years of implementing the Doi Moi process. With the scale of Vietnam's economy having increased 96 times compared to 1986; a network of free trade agreements (FTAs) signed and implemented with more than 60 countries and major economies; establishing diplomatic relations with 194 countries (most recently with Malawi); Establishing Strategic Partnership, Comprehensive Partnership; Comprehensive Strategic Partnership with 31 partners, including all countries that are Permanent Members of the United Nations Security Council and G7 economies, Vietnam has become one of the 40 largest economies in the world and the top 20 economies in the world in terms of attracting foreign investment and trade scale. People's lives have improved significantly, the multidimensional poverty rate has decreased sharply to below 3%; completing the Millennium Development Goals early. Political, economic, cultural, social, scientific - technological, national defense and security potential has been constantly improved; actively contribute to maintaining peace and stability in the region and the world... With the position and strength accumulated after 40 years of renovation, with the consensus and joint efforts of the entire Party, the entire people and the entire army, with new opportunities and advantages, under the wise leadership of the Party, we have gathered all the necessary conditions to bring the country into a new era, the era of the Vietnamese people's rise, characterized and associated with strong, decisive, drastic, positive movements, efforts, internal strength, confidence, constant innovation and creativity to overcome challenges, surpass ourselves, realize aspirations, reach goals, achieve great development achievements, successfully build a socialist Vietnam, a rich people, a strong country, a democratic, fair, civilized society, on par with the world powers. The top priority in the new era is that all Vietnamese people, hundreds of millions of people as one, under the leadership of the Party, unite, join forces, make the most of opportunities and advantages, push back risks and challenges, develop the country comprehensively, strongly, break through and take off, successfully implement strategic goals by 2030, Vietnam becomes a developing country with modern industry and high average income; by 2045 it becomes a developed socialist country with high income; All people have a prosperous and happy life, are supported to develop and get rich; contribute more and more to the peace, stability, development of the world, the happiness of humanity and global civilization. In particular, according to the General Secretary, the driving force to bring the country into a new era, an era of national growth, is to focus on doing well the important tasks of strongly innovating leadership methods, improving the leadership capacity and governing capacity of the Party, not making excuses, replacing or loosening the leadership of the Party. Focus on building and streamlining the organizational apparatus of the Party, the National Assembly, the Government, the Fatherland Front, and socio-political organizations to operate effectively and efficiently, ensuring that the Party's leadership tasks do not overlap with management tasks. Strengthen the Party's character in building and perfecting a socialist rule-of-law State of the people, by the people, for the people, promoting democracy, for the people, recognizing, respecting, ensuring and protecting human rights and civil rights; encouraging creativity, liberating all productive forces, and unleashing all resources for development. There needs to be an effective control mechanism for institutionalizing the Party's guidelines, policies and strategies into State laws; There must be a strict, scientific and democratic law-making process so that policies and laws fully reflect the will and aspirations of the people, protect the interests of the State, and the legitimate and legal rights and interests of organizations and individuals; encourage innovation, attract all resources for development, but also be flexible to promptly respond to policies, and have timely solutions to practical problems that arise and slow down development according to the principle of protecting and ensuring the interests of the nation and people first and foremost. Promote organizational arrangement in a multi-sectoral and multi-disciplinary direction; decentralize and delegate power in the direction of "locality decides, locality acts, locality takes responsibility" associated with strengthening inspection and supervision, clearly defining responsibilities between the Central and local levels, between local authorities, between managers and workers. Perfecting the inspection and supervision mechanism, ensuring consistency in State management and promoting proactiveness, creativity, enhancing the autonomy and self-reliance of localities; building a legal corridor for the development of the digital economy and new economic models, such as the sharing economy, circular economy, artificial intelligence... while ensuring national security, protecting the rights and legitimate interests of people and businesses. Building a human resource development strategy and a breakthrough mechanism to attract domestic and foreign talents to meet the requirements of the digital economy and the 4th Industrial Revolution. The goal by 2030 is that Vietnam will be among the top 50 countries in the world and ranked 3rd in ASEAN in terms of e-government, digital economy... High consensus The new era, the era of Vietnam's rise, has not only received high consensus from all Vietnamese people and business communities, but has also been recognized and encouraged by many foreign partners.
