In that context, it is extremely important to clearly recognize the characteristics, opportunities and challenges of the new era. The series of articles "New Era of the Vietnamese Nation" in Dan Tri newspaper will deeply analyze key issues, contributing to clarifying the big questions: How is the new era of the Vietnamese nation understood? Speaking at the 10th Central Conference of the 13th tenure, General Secretary and President To Lam emphasized that "With the position and strength accumulated after nearly 40 years of renovation, the consensus and joint efforts of the entire Party, the entire people and the entire army, under the wise leadership of the Party, Vietnam has gathered all the necessary conditions, set out strategic directions and breakthroughs to bring the country into a new era - the era of national advancement". The concept of "new era", "era of national advancement" is also frequently mentioned by General Secretary and President To Lam in his articles after being elected to the position of head of the Party and State. Public statements about "new starting point", "new era", "era of national rise", according to Dr. Nguyen Van Dang (Public Administration and Policy Researcher, Ho Chi Minh National Academy of Politics), show the awareness, viewpoint, and political determination of the Party and State leaders in the coming time. Referring to the current context of the country, Mr. Dang said that Vietnam is in dire need of innovation in awareness and drastic action to be able to break through, overcome the middle-income trap, and turn our country into a developed country by the middle of the 21st century, as proposed at the 13th National Party Congress. The expert commented that the message of the General Secretary and President positively inspired all forces in society about the leadership vision, confidence and proactive attitude of the Party and State leaders in the face of the challenging tasks and goals set by the Party. From the people's perspective, the declarations about the new era are also political commitments that the Party has made public. "The people will expect and hope that the Party will make efforts to innovate, both in perception and action, to converge and maximize all resources of the country, and lead social forces to realize the goal of raising the status of the nation and people," Mr. Dang stated his point of view. Explaining the concept further, Associate Professor, Dr. Vu Van Phuc (Vice Chairman of the Scientific Council of the Central Party Agencies, former Editor-in-Chief of the Communist Magazine), said that the era was marked by a major event, opening a new period of development for the country and the nation. August 19, 1945 was recorded in history as the day that opened a new era for the Vietnamese nation - the era of national independence, national liberation, social liberation, and human liberation. The success of the August Revolution in 1945 paved the way for the Vietnamese nation to enter the first era in its history - the era ofnational independence.The new era marked a leap forward for our country. For the first time in history, a worker-peasant state was born in Vietnam. The Vietnamese people became the masters of the country, masters of their own destiny. Vietnam transformed from a colonial and semi-feudal country into an independent, free and democratic country. The victory of the August Revolution in 1945 was one of the greatest and most outstanding victories of the Vietnamese revolution in the 20th century, under the talented leadership of the Party. In 1986, from the 6th Congress, our country entered the second era - the Era of Renovation . At that time, Associate Professor, Dr. Vu Van Phuc said that the command of life was "Renew or die". And after 40 years of implementing the renovation process, the country achieved great achievements of historical significance, preparing the premise for the nation to enter a new era. The current period, according to Mr. Phuc, is also a new historical starting point, the country enters a new era - the era of the Vietnamese people's rise, as General Secretary and President To Lam said. The expert suggested that this new era of the nation could be named the Era of Civilization - Modernity. He emphasized that the 14th National Party Congress will take place at a time of historical significance, marking an important milestone on the development path of our nation. That was the time when our country, after 50 years of unification, the whole country was moving towards socialism; after 40 years of implementing the renovation process, 35 years of implementing the Platform for national construction in the transitional period to socialism (the 1991 Platform), especially evaluating and reviewing the implementation of the Resolution of the 13th National Party Congress and deciding on the direction, goals and tasks for the next 5 years (2026-2030), continuing to implement the 10-year socio-economic development strategy (2021-2030)... "Up to now, the position, strength, status and prestige of Vietnam have been greatly enhanced. But the country is also facing many difficulties and challenges", Associate Professor, Dr. Vu Van Phuc emphasized. Further assessing Vietnam's position after many historical periods, Dr. Nguyen Van Dang, commented that after nearly 40 years of renovation, an undeniable fact is that Vietnam's position has clearly improved. Vietnam is currently ranked as the 34th largest economy in the world, with extensive trade relations. In addition to maintaining political stability, our country has also achieved admirable achievements in culture and society, especially since 2008 when it has escaped the group of poor countries to join the group of middle-income countries. In terms of foreign affairs, Vietnam has not only established friendly diplomatic relations with more than 190 countries, becoming an active member of international organizations, but also demonstrated its responsibility by showing a proactive stance at regional forums as well as regularly expressing its opinions on global issues and participating in United Nations activities. "Vietnam's development has been considered by a number of international organizations as a model of success in the process of innovation and integration," Mr. Dang emphasized. In the context of increasingly fierce global competition, the interest of major countries in Vietnam shows the country's increasing influence and role. "The current position and strength help Vietnam confidently move towards the position of a middle-power country in the coming years, thereby contributing more to the regional and global community," said Dr. Nguyen Van Dang. To enter the new era, Associate Professor, Dr. Vu Van Phuc stated that "advantages always come with challenges". Pointing out many advantages and new opportunities in the current period, Mr. Phuc emphasized the strong development of science and technology, especially the Industrial Revolution 4.0, opening up new opportunities for the country's development. This is a new historical starting point in the development process, the country enters a new era, the era of the Vietnamese people's rise - the era of civilization and modernity . The Industrial Revolution 4.0 is fundamentally changing all aspects of social life. General Secretary and President To Lam affirmed: "We are facing the requirement of a revolution with strong and comprehensive reforms to adjust production relations, creating new momentum for development. That is the digital transformation revolution, applying science and technology to restructure production relations in accordance with the remarkable progress of productive forces". According to General Secretary and President To Lam, digital transformation is not simply the application of digital technology to socio-economic activities, but also the process of establishing a new, advanced and modern production method - "digital production method". In which, the characteristic of the productive forces is the harmonious combination of humans and artificial intelligence; data becomes a resource, an important means of production; At the same time, production relations also have profound changes, especially in the form of ownership and distribution of digital means of production". Digital transformation, development of digital economy, digital society, innovation and creativity are the keys for Vietnam to rise up. In the new era, Vietnam must quickly grasp and successfully implement digital transformation and innovation to break through and rise up, according to Mr. Phuc. To do so, according to the expert, it is necessary to strongly shift from applying and "imitating" existing technology to innovating and creating technology, developing new, advanced and modern technology is a strategic breakthrough. "There must be Vietnamese technology to create Vietnamese goods to make Vietnam develop strongly", Mr. Phuc emphasized. He reaffirmed that the new era will be the era in which Vietnam focuses on promoting creative capacity, developing an innovation ecosystem, making science - technology and innovation the driving force for rapid and sustainable national development, ensuring the highest promotion of the spirit of "self-reliance, self-reliance and self-reliance". confidence, self-reliance, self-strengthening, national pride"; opening up new development prospects. Regarding challenges, he said that the country's development in breadth has reached its limit, it is necessary to strongly shift to in-depth development; the four risks identified by the 7th Mid-Term Conference still exist, with more complicated developments; the state of degradation in political ideology, ethics, lifestyle, manifestations of "self-evolution", "self-transformation", political opportunism, "group interests" among a number of cadres, party members, including high-ranking cadres is a risk of causing political and social instability, threatening the survival of the Party and the regime. Meanwhile, the population aging process is happening faster, the context of "old but not rich" is present. In the three strategic breakthroughs, the country's development institutions have not been completed synchronously; the quality of human resources, especially high-quality human resources, has not met the requirements of the Fourth Industrial Revolution; the infrastructure system has not been built synchronously and modernly in both economy and society. Meanwhile, the world situation is changing rapidly, very complicated, unpredictable, and difficult to forecast. These difficulties and challenges require breakthrough changes for the country to develop to new heights, according to Mr. Phuc. "The new era associated with new goals, most specifically the 2045 leadership vision, reflecting the aspirations of the entire nation, will be a huge challenge, but if successfully implemented, it will elevate the country's position," said Dr. Nguyen Van Dang. Looking at the short-term success lessons of countries in the region, according to him, Vietnam needs many factors, including some key conditions. First, Mr. Dang emphasized the condition of ensuring the Party's leadership role in national development, more specifically the role of inspiration and guidance of the strategic-level political leadership team, especially key leaders. According to the expert, these must be people who always burn with the aspiration for national development, absolutely loyal to the political commitments set forth by the Party. This team not only plays the role of formulating macro policies and guidelines but also has the ability to nurture, spread, and inspire the aspiration for national development to other forces in society, thereby mobilizing all resources, creating and maintaining national solidarity and acting for the common goals and values of the nation. Second, it is necessary to continue to resolutely implement the three strategic breakthrough priorities that the Party has identified since the 11th Congress, namely institutions, human resources, and infrastructure. In particular, Dr. Dang especially emphasized the decisive role of the human factor in the country's breakthrough in the next two decades. Third, we need to continue to accelerate the process of modernizing the public authority system at all levels in a rational and professional direction, considering serving the people and businesses as the highest mission. "The key requirement is that the public authority apparatus must be streamlined, effective, and efficient in its role of implementing policy decisions issued by leaders at all levels," Mr. Dang said. Fourth, according to the expert, the country will not be able to prosper without the growth of domestic entrepreneurs and enterprises. This means that we need practical policies to unleash all potentials in society, quickly increase the number of domestic enterprises, especially forming large enterprises in the role of shaping the national brand, leading the growth rate of the economy. Although the development of the country cannot ignore external factors, especially development support resources, according to Dr. Nguyen Van Dang, the Party's consistent viewpoint is still "self-reliance". That is, we respect and take advantage of all external resources, but above all, we must still arouse national pride, the tradition of autonomy, self-reliance, self-reliance, and self-confidence to develop the country. "National pride will not only help us always be aware of the country's identity and position on the international stage, but also be a solid support for ideas, determination, and efforts to act for the future of the nation," Mr. Dang emphasized. Analyzing each element more clearly, Mr. Dang explained that "self-reliance" means not letting the fate of the nation be dominated and steered by foreign interests and forces, always being steadfast, controlling and mastering the path to the goals we have set. "Self-reliance" means relying on the will and strength of the entire Party, the entire army, and the entire people of Vietnam, not depending on external forces. "Self-reliance" means maximizing the country's resources to make the country rich and strong, not a fragile strength, obtained through support and nurturing from other countries. "Confidence" means that we are clearly aware of our strengths, advantages as well as the opportunities and challenges ahead, and believe that with the efforts of the entire nation, the country will overcome all difficulties to achieve the set goals. Thus, according to the expert, to take advantage of external resources for the development process, we need to continue to maintain friendly relations with all countries and international organizations. To promote internal strength, we must arouse and gather resources and strength from all different forces in society.
