On August 28, speaking with VietNamNet reporter, Mr. Pham Tien Hung, Vice Chairman of Buon Ma Thuot City People's Committee, said that the locality has just disciplined, suspended all emulation, and classified Mr. Phan Thanh Thuy - former Principal of Lac Long Quan Secondary School as not completing his duties.
According to Mr. Hung, in addition to being disciplined with a reprimand, Mr. Thuy will not be considered for reappointment as principal of Lac Long Quan Secondary School after the end of his 5-year term from February 1, 2024. Currently, Mr. Thuy has been demoted to a teacher.
"During the review of Mr. Thuy's violations, the locality also recognized his dedication to theeducation sector. Therefore, the disciplinary action at the level of reprimand has both deterrent and educational effects," said Mr. Hung.
As reported by VietNamNet, the incident began in the 2019-2020 school year, when Dinh Xuan H.'s family submitted an application for him to enter grade 6 at Lac Long Quan Secondary School. Based on the application, he was admitted and placed in class 6D by the school.
At the beginning of the 2020-2021 school year, H. was assigned by the school to repeat class 6D (remain in the same grade). At this time, Mr. Dinh Xuan V. (father of Dinh Xuan H.) submitted a request to the school to allow his child to study in class 7D with the hope of helping his child integrate into the community. In the request, the parents stated that H. had autism.
At this time, Mr. Phan Thanh Thuy (principal) agreed to let H. study in class 7D to integrate into the community and did not require testing, evaluation, or educational classification for this student according to the regulations of the Ministry of Education and Training.
After that, H. continued to study in grades 8 and 9 without educational assessment records for grades 7, 8 and 9, so he was not recognized as graduating from junior high school.
When she learned that her son had finished 9th grade but did not have a record of his academic results, Ms. Nguyen Thi H. (residing in Buon Ma Thuot City) submitted a request to the authorities to request recognition of her son's junior high school graduation.
On August 28, after a period of research and with the guidance of superior authorities, the Department of Education and Training of Buon Ma Thuot City recognized this male student as graduating from junior high school.
After H. was recognized as a junior high school graduate, her family applied for her to enter a college in Dak Lak so that she could both study general education and learn a trade.
