On the morning of November 27, the Veterans Association of Thanh Hoa province and the Veterans Association of Hua Phan province (Lao PDR) held a meeting to evaluate the results of the implementation of the memorandum of understanding on cooperation for the 2023-2024 period and signed a memorandum of understanding on cooperation for the 2024-2025 period.

At the meeting, leaders of the Thanh Hoa Provincial Veterans Association and the Hua Phan Provincial Veterans Association provided general information on the organization and activities of the Veterans Association; and evaluated the results of the implementation of the memorandum of understanding on cooperation for the 2023-2024 period between the two provincial Veterans Associations.

Implementing the memorandum of understanding on cooperation for the 2023-2024 period, the Veterans Association of the two provinces has done a good job of political and ideological education for cadres, members and people of all ethnic groups in the two provinces about the solidarity, good relationship and comprehensive cooperation of the two Parties and the two States of Vietnam and Laos in general, and the two provinces of Thanh Hoa - Hua Phan in particular.

During the period, the Association of War Veterans of Thanh Hoa province and the Association of War Veterans of Hua Phan province created favorable conditions for cadres and members on both sides of the border to regularly meet, exchange and help each other in activities to build and develop the association. At the same time, encouraging and promoting investment and exchange of goods according to the policies of the two provinces, the two agencies of the Association of War Veterans have increasingly achieved good results.

The two sides have also closely coordinated and created favorable conditions for members of the Veterans Association to visit their comrades and old battlefields; coordinated in collecting information on Vietnamese volunteer soldiers, officers and experts who died in the war in Hua Phan. In 2024, the Hua Phan Provincial Veterans Association promoted and mobilized cadres and members to help the Collection Team (Thanh Hoa Provincial Military Command) collect the remains of 15 martyrs who were Vietnamese officers, soldiers and experts who died in Hua Phan province.

After discussing and agreeing on a number of contents of coordination activities, representatives of the Thanh Hoa Provincial Veterans Association and the Hua Phan Provincial Veterans Association signed a memorandum of understanding on cooperation for the 2024-2025 period.

Accordingly, the two sides continue to promote propaganda and political and ideological education for cadres and members of the Veterans Association to grasp the guidelines, policies and strategies of the two Parties and the two States, especially the tradition of solidarity, special friendship and comprehensive cooperation between Vietnam and Laos and the two provinces of Thanh Hoa and Hua Phan in particular. Thereby, raising awareness and resolutely fighting to defeat the sabotage plots of hostile forces to sabotage and divide the special solidarity and friendship bloc of Vietnam and Laos.

Strengthening the direction of the Veterans Association of border districts to coordinate with border protection forces to participate in patrolling and protecting the border and border markers; combating drug trafficking, illegal migration and illegal activities across the border, contributing to building a peaceful, friendly and developed border.
The two sides create conditions for cadres and members to visit, exchange professional experiences and help each other in economic development to gradually improve the lives of war veterans' association members of the two provinces in general and people in localities on both sides of the border in particular.

The Association of War Veterans of Hua Phan province continues to mobilize cadres, members and people in the province to provide information, participate in searching and collecting the graves of cadres, volunteer soldiers and Vietnamese experts who died in Laos; inform and help the Collection Team (Thanh Hoa Provincial Military Command) to collect and repatriate the remains of Vietnamese martyrs back to the country.
The delegation of the Thanh Hoa Provincial War Veterans Association will visit, work and exchange experiences, jointly evaluate the results of the implementation of the memorandum of understanding between the Thanh Hoa Provincial War Veterans Association and Hua Phan for the period 2024-2025 and sign the memorandum of understanding for the period 2025-2026 at the Hua Phan Provincial War Veterans Association.
After the talks end, the Veterans Associations of the two provinces are responsible for summarizing the situation and reporting the results to the provincial leaders of each side to ask for further instructions.
