At the conference, the leaders of the Department of Culture and Sports presented the draft Memorandum of Understanding on cooperation between the People's Committee of Ninh Binh province and the Vietnam Cinema Promotion and Development Association.

Accordingly, the Memorandum of Understanding is the basis for organizing specific activities to attract filmmaking, organize film art events, promote the construction of film studios and develop the film industry (including television films, widescreen films and digital cinema innovation startups) in Ninh Binh province with the goal of attracting, promoting filmmaking and gradually building the film industry in Ninh Binh associated with the development of tourism, cultural industry and entertainment industry of Ninh Binh province.

In particular, the specific objectives are: Building and implementing the Index to attract film crews and develop the film industry in Ninh Binh; attracting and organizing domestic and international film events to create a space for connection, sharing, information, promoting cooperation between Ninh Binh and film studios, directors, screenwriters, actors, investors in developing the film industry, creative startups in the field of digital cinema; contributing to promoting initiatives to innovate mechanisms and macro policies and building and perfecting local policies for the development of the film industry ecosystem, especially promoting specific mechanisms and policies of the free trade zone on the development of the cultural and entertainment industry in general and the development of the film industry in particular in Ninh Binh. Attracting investment, promoting potential, building film studios, supporting the promotion and development of cinema (building scripts, connecting relevant organizations and individuals, organizing film events, supporting film crews...).

The cooperation period is 12 years, from 2024 to 2035, including 2 phases: The starting phase (from 2024-2025) prepares and implements a number of short-term cooperation activities (promotional events for Ninh Binh through cinema, attracting film crews to Ninh Binh, making short documentaries, preparing feature film scripts about Ninh Binh...) and the implementation phase from 2026-2035.

Speaking at the signing ceremony, comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee thanked the delegates present at the conference for their attention in sharing and supporting Ninh Binh province in developing the film industry as well as the cultural industry of Ninh Binh province.

He emphasized: In the socio-economic development orientation of Ninh Binh, especially in the development orientation of cultural industry, Ninh Binh province always identifies and aims to develop the cinema industry, an art industry with the ability to widely disseminate, connect and spread messages quickly, targeting a diverse audience. Beautiful settings, cultural heritage values, landscapes, local cultural and artistic activities... along with the captivating stories of works with artistic value, created in the language of cinema will impact the minds and emotions of viewers, urging them to go to the film studio, the land where the film was filmed to explore and experience reality. Many film projects of Vietnam and the world have brought about positive, strong and widespread effects on a global scale, opening up a trend of tourists moving to filming locations, creating a "push" for tourism growth and socio-economic growth of a locality and country.

The Chairman of the Provincial People's Committee also introduced the important potentials and advantages of Ninh Binh province for development, especially the development of cultural industry, in terms of tangible and intangible cultural heritage values, famous scenic spots, rich and unique natural landscapes, of which, the most typical is the World Cultural and Natural Heritage Trang An Scenic Landscape Complex, which is evaluated by UNESCO as one of the most typical exemplary models in the world in successfully combining economic development and sustainable tourism. That is the assessment and important motivation for Ninh Binh to be determined to promote the development of cultural industry.

In recent years, Ninh Binh province has not only attracted a large number of tourists but has also been chosen by many domestic and international filmmakers as the setting for films such as: The Quiet American, The Hero's Destiny, Kong: Skull Island, The Desire of Thang Long, Tam Cam: The Untold Story, Come Home, The Taste of Love, Cheer Up, Brothers...

With the results achieved, in recent years, Ninh Binh has been voted with high rankings many times by prestigious international travel websites. In 2022, Travel and Leisure Magazine (USA) ranked Ninh Binh in the list of 12 most beautiful filming locations in Asia. In 2023, Ninh Binh won the Traveler Review Award, being the only representative of Vietnam in the top 10 friendliest destinations in the world. Forbes Magazine (USA) voted Ninh Binh as one of the 23 most worth-visiting destinations in the world. In 2024, Ninh Binh ranked 4th in the "Top 10 wonders of the world for people who don't like crowds"; top 10 most attractive experiences in the world.

He also introduced an overview of the province's socio-economic development, emphasizing that Ninh Binh has shifted its focus to preserving the unique values of nature, culture, and biodiversity to serve sustainable development. This strategy has helped Ninh Binh achieve a fairly high and sustainable growth rate in the past 15 years. Budget revenue has continuously increased, and since 2022, Ninh Binh province has implemented budget autonomy and has regulated the central budget. This is the basis, an important premise, and a condition for Ninh Binh to have enough natural resources, human resources, and financial resources to promote the development of cultural industries, including the film industry...

Representing the Vietnam Film Promotion and Development Association, Ms. Ngo Phuong Lan, President of the Association, introduced information about the Vietnam Film Promotion and Development Association (VFDA).

Established on June 11, 2019 under the decision of the Ministry of Home Affairs, VFDA is responsible for connecting and promoting the capacity of Vietnamese organizations and citizens to contribute to the construction and development of Vietnamese cinema in particular and Vietnamese culture in general. VFDA plays the role of a forum connecting and supporting domestic and foreign film producers to make films in Vietnam, contributing to promoting Vietnamese traditions, people, and cultural identity through cinema and developing the Vietnamese cinema brand in the period of global integration.

Affirming that Ninh Binh is one of the lands with the longest history and culture in Vietnam, it can be considered a miniature Vietnam with unique landscapes, many cultural heritages, and has been a filming location for many famous international and Vietnamese films. The province's determination is to take the cultural industry, cinema, and tourism as the spearhead of economic development and related service industries. Therefore, the cooperation between the Association and Ninh Binh province at this time demonstrates the political determination of the province and the cooperation and coordination of the Association to initiate and exploit the potential and strengths of Ninh Binh, turning Ninh Binh into a famous filming location for Vietnamese and international films, especially historical films; attracting film crews to Ninh Binh, thereby contributing to the development of Ninh Binh tourism and economic and service sectors...

The Chairman of the Vietnam Cinema Promotion and Development Association also expressed hope that right after the signing ceremony, there will be films from France, India and Vietnam coming to film in Ninh Binh and believes that these will be films that will have great resonance in Vietnam and internationally.

At the conference, delegates witnessed the signing ceremony of the Memorandum of Understanding on cooperation between the People's Committee of Ninh Binh province and the Vietnam Association for the Promotion and Development of Cinema.
