The current status of agricultural value chain development in the province shows that this activity is still lacking and weak, not commensurate with the actual agricultural production, but there is still room for development. This is a good sign, allowing for expectations for the formation and development of agricultural value chains in the coming time.

The province's support policies have contributed to the formation of concentrated production areas, creating favorable conditions for production linkage development.

In the context of complicated weather, climate, and disease developments, high animal feed prices, etc., organizing linkages along the value chain from production to consumption of agricultural products is one of the important solutions that the agricultural sector, localities, and people are aiming for to develop sustainable agricultural production. To ensure effective implementation and maximize resources from mechanisms and policies to support agriculture and rural areas, focusing on supporting the development of cooperation and linkage in production and consumption of agricultural products according to Decree No. 98/2018/ND-CP, dated July 5, 2018 of the Government on policies to encourage the development of cooperation and linkage in production and consumption of agricultural products, in recent times the province has had many mechanisms and policies to support and promote enterprises, cooperatives, and farmers to participate in linkage in production and consumption of agricultural products, in which the direct and comprehensive Resolution No. 40/2020/NQ-HDND, dated December 9, 2020 of the Provincial People's Council approving the policy to support linkage in production and consumption of agricultural products in Thai Binh province for the period 2021 - 2025. Accordingly, farmers, individuals, cooperatives, and enterprises that meet the prescribed conditions will receive support from Cost of consulting on building links, infrastructure serving links to training, coaching, varieties, materials, product labels; cost of obtaining VietGAP, VietGAHP certificates, granting planting area codes, farming area codes...

One of the difficulties in building and developing the number of linkage chains in the province is that agricultural production is still mostly small-scale, with the participation of many households. To overcome this situation, mechanisms and policies to support land accumulation and concentration are also focused on: Resolution No. 29/2021/NQ-HDND, dated December 10, 2021 of the Provincial People's Council promulgating regulations on mechanisms and policies to support land accumulation and concentration; purchasing transplanters and drying equipment systems to serve agricultural production in the province for the period 2021 - 2025; Resolution No. 08/2023/NQ-HDND dated July 12, 2023 of the Provincial People's Council promulgating regulations on mechanisms and policies to support land accumulation and concentration to develop the agricultural economy of Thai Binh province until 2028. Along with that, throughout the implementation process, the Provincial People's Committee has integrated the contents of activities linking production and consumption of agricultural products into plans, projects, programs... to strengthen and develop linkage chains, expand markets not only in the region but also towards boosting exports. In addition, the agricultural sector has also integrated support policies from the OCOP program, supporting collective economy and cooperatives to promote the formation of value chains associated with local key agricultural products.

Mr. Nguyen Van Phat, Vice Chairman of Quynh Phu District People's Committee, said: In the past time, benefiting from the province's support policies, the whole district has had over 300 households accumulating and concentrating land with a scale of 2 hectares or more, an area of ​​nearly 1,400 hectares, and at the same time purchasing 67 additional rice transplanters of all kinds. The accumulation and concentration of large-scale land has contributed to gradually eliminating barriers, creating large plot frames, facilitating the renovation of fields and mechanization in production, reducing the development of pests, increasing labor productivity, increasing land use efficiency, reducing costs and increasing economic efficiency by 20 - 30%. In the district, a number of production linkage models have appeared that bring high and sustainable efficiency, creating large and stable raw material areas such as the model of increasing the value of rice seed and commercial rice production in An My commune; the model of TBR225 rice planting without barriers in An Trang commune; Tam Xuan sticky rice production model in An Thanh commune; Japanese rice production linkage model in Quynh Tho commune; linkage model applying synchronous mechanization in agricultural production in An Ninh commune...

In order for production chains to not be broken and to be effective, it is necessary for both people and businesses to be proactive and proactive. Localities should actively promote so that people can see the importance of complying with the terms of the linkage contract; regularly assess and forecast the supply and demand of agricultural products in the market to help chains adjust production and business directions appropriately. Enterprises, cooperatives and producers participating in the chain need to adhere to the principle of ensuring harmonious interests between the parties, strictly comply with the terms of the contract; share benefits as well as risks and difficulties in the production and consumption of products. Localities should focus on land accumulation and concentration to meet the requirements of large-scale agricultural production, attract businesses to invest in production linkages and product consumption. In addition, it is necessary to improve management capacity, develop production plans, and connect markets for cooperatives to act as intermediaries between farmers and businesses..., contributing to promoting the province's agricultural sector to continue to develop sustainably.
