On the morning of June 18, continuing the program of the 7th Session, Vice Chairwoman of the National Assembly Nguyen Thi Thanh chaired the meeting content, the National Assembly discussed in the hall the draft Law on Trade Unions (amended).

Giving opinions at the meeting, National Assembly delegates said that after more than 10 years of implementation, the current Trade Union Law has revealed limitations and inadequacies, and some provisions of the Law are no longer suitable for reality. In the context of accelerating industrialization, modernization and increasingly deep international economic integration, the impacts of the 4th scientific and technological revolution have posed new opportunities and challenges for our country and trade union organizations. The implementation of international labor commitments in new-generation free trade agreements and conventions of the International Labor Organization (ILO) requires the Vietnam Trade Union to strongly and comprehensively innovate to continue to maintain and promote the traditional achievements of the trade union organization, while affirming its leading role and guiding the workers' movement in the new situation. Therefore, the majority of opinions agreed with the necessity and viewpoints of amending the Trade Union Law.
Discussing at the meeting, delegate Tran Khanh Thu, National Assembly Delegation of Thai Binh province expressed his concern about ensuring conditions for trade unions to operate in enterprises and production organizations. The delegate said that in reality, not all enterprises and production organizations currently have established trade unions and not all places with trade unions have favorable operating conditions in terms of time, material conditions as well as spiritual support. In addition, trade unions are organizations that represent workers, but are voluntary in nature and are not part of the structure of a production organization. Therefore, if it is stipulated that business owners must arrange offices and create conditions for trade unions, it is not suitable for reality.
Concerned about the regulation of working hours of non-professional union officials who receive salaries, the delegate said that in reality, only when the business owner sees that the union organization has a strong supporting effect, effectively helping the business in improving production capacity, improving efficiency... will the business owner create conditions for the union. This case is still rare, in reality, very few business owners accept and comply with this regulation. Therefore, the delegate said that it is necessary to research and consider carefully to ensure that feasible regulations are issued, suitable for practice, ensuring that the Law is put into practice after it comes into effect.
In the early afternoon, the National Assembly held a plenary meeting in the hall to listen to the presentation and review report of the draft Law amending and supplementing a number of articles of the Law on Pharmacy; the presentation and review report of the draft Law on Cultural Heritage (amended).
Next, the National Assembly deputies discussed in groups about: The draft Law amending and supplementing a number of articles of the Law on Pharmacy and the draft Law on Cultural Heritage (amended). Participating in the discussion in Group 10 were delegations of National Assembly deputies from Thai Binh, Tien Giang and Bac Lieu provinces. Comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly delegation of the province, and National Assembly deputies of Thai Binh province attended the meeting.
National Assembly delegates spoke in agreement with the need to comprehensively amend the 2001 Law on Cultural Heritage (amended and supplemented in 2009) to continue institutionalizing the Party's viewpoints and policies, overcoming difficulties and obstacles, resolving arising issues, and improving the effectiveness and efficiency of management, protection and promotion of cultural heritage values.
The draft Law on Cultural Heritage (amended) has been carefully prepared, the provisions of the draft Law are basically consistent with the three groups of policies submitted by the Government to the National Assembly for approval, perfecting the provisions on principles, subjects, procedures, inventory, identification, registration, measures for management, protection and promotion of cultural heritage values in the fields of tangible cultural heritage, intangible cultural heritage, documentary heritage and museum activities; improving the effectiveness of organization and operation of agencies directly managing heritage, strengthening the content, responsibility, and mechanism for implementing decentralization and delegation of state management of cultural heritage from the central to local levels; strengthening the content, mechanisms, and policies to promote socialization and attraction, and improving the effectiveness of mobilizing resources to protect and promote the values of cultural heritage.
Regarding the draft Law amending and supplementing a number of articles of the Law on Pharmacy, delegates said that the draft Law is expected to amend 44 articles out of a total of 116 articles of the current Law; add 3 articles; abolish 6 points and 1 clause; the amended and supplemented contents are provisions of 11/14 chapters. Delegates said that in the context that the Government has not been able to comprehensively amend the current Law on Pharmacy to completely resolve all practical difficulties and shortcomings, it is basically agreed to only amend and supplement a number of articles of the Law on Pharmacy to immediately resolve a number of difficulties and shortcomings affecting people's access to drugs; strategic and unclear contents need to be further studied and carefully evaluated before being legalized.
In addition, the National Assembly deputies focused on discussing a number of specific contents such as: On the scope of amendments and supplements to the draft Law; on the State's policies on pharmaceuticals and pharmaceutical industry development; on new business methods and forms: pharmacy chain business; trading in drugs and pharmaceutical ingredients by e-commerce; on the rights and responsibilities of foreign-invested pharmaceutical businesses; on implementing administrative procedure reform, decentralization and delegation of authority in state management of pharmaceuticals: on registration of circulation of drugs and pharmaceutical ingredients; recall of drugs and pharmaceutical ingredients, abolishing confirmation of drug information and drug advertising; on management of medical oxygen; on drug price management; on pharmaceutical practice certificates: assigning the Ministry of National Defense and the Ministry of Public Security to grant pharmaceutical practice certificates to persons in charge of clinical pharmacy work at medical examination and treatment facilities, stipulating that an individual can be granted 2 practice certificates...
