On the morning of May 24, continuing the program of the 7th Session of the 15th National Assembly, delegates held a plenary meeting in the hall to discuss a number of contents with different opinions of the draft Law on Archives (amended).
The Draft Law on Archives (amended) was discussed and commented on by the National Assembly at the 6th Session (October 2023). Immediately after the session, the National Assembly Standing Committee directed the study, explanation and reception of National Assembly deputies' opinions. The National Assembly Standing Committee discussed and gave opinions on the reception and revision of this Draft Law at the 30th Session, then organized a conference of full-time National Assembly deputies, sent to National Assembly delegations, National Assembly agencies, relevant agencies and organizations for comments and to complete the draft law to be submitted to the National Assembly at this session. Accordingly, the draft Law after being received and revised consists of 8 chapters with 65 articles.
Through discussion, the delegates basically agreed with the content of the draft. Many delegates said that the draft Law has institutionalized the Party's policy on enhancing the effectiveness and efficiency of state management of archives, overcoming shortcomings and limitations in current archives practice, and quickly adapting to science and technology in the field of archives, contributing to the implementation of the national digital transformation program and the e-Government development strategy, towards digital Government, meeting the requirements of administrative modernization and international integration. The content of the draft Law is consistent with the Party's guidelines, policies and strategies, consistent with the Constitution, ensuring consistency in the legal system, and compatible with relevant international treaties to which Vietnam is a member.
However, some delegates suggested that the Drafting Committee continue to review to ensure consistency and consistency with international commitments of which Vietnam is a member and draft laws in this field, such as: Law on Protection of State Secrets; Law on Access to Information; Law on Information Technology...
Also in the discussion session, National Assembly deputies focused on speaking and contributing opinions on a number of major issues of the draft law, such as: authority to manage archival documents and archival document databases; management of documents at agency archives and historical archives; management of archival documents in cases where agencies and organizations are reorganized, dissolved, or bankrupt; management of archival documents of special value; requirements of private archival activities; rights of organizations and individuals in private archival activities; responsibilities of organizations and individuals in private archival activities; private archival activities; archival activities serving the community; purchase, sale, exchange, and donation of private archival documents of special value; promoting the value of private archival documents...
In the afternoon of the same day, the National Assembly discussed in groups: Draft Law amending and supplementing a number of articles of the Law on Security Guards; Draft Law on Management and Use of Weapons, Explosives and Support Tools (amended).
