On June 20, continuing the 7th Session, the 15th National Assembly discussed in Groups the draft Law amending and supplementing a number of articles of the Land Law No. 31/2024/QH15, the Housing Law No. 27/2023/QH15, the Real Estate Business Law No. 29/2023/QH15, the Law on Credit Institutions No. 32/2024/QH15; the draft Law on Geology and Minerals; the draft Law on Urban and Rural Planning. Vice Chairwoman of the National Assembly Nguyen Thi Thanh and National Assembly deputies of Ninh Binh province participated in the discussion in Group 12 with the National Assembly delegations of the provinces: Quang Binh, Hung Yen, Ninh Thuan.

Speaking at the discussion in the Group, Vice Chairwoman of the National Assembly Nguyen Thi Thanh (National Assembly Delegation of Ninh Binh Province) emphasized: The 4 draft laws (the draft Law amending and supplementing a number of articles of the Land Law No. 31/2024/QH15, Housing Law No. 27/2023/QH15, Real Estate Business Law No. 29/2023/QH15, Law on Credit Institutions No. 32/2024/QH15) are 4 areas with great adjustments and impacts on politics, economy, society and people's lives. Therefore, implementing the amendment of the contents related to the draft laws to restore and promote the economy as well as solve the problems that businesses and people need related to land issues is very necessary.

Based on the above reality, the Government has submitted to the National Assembly Standing Committee and the National Assembly Standing Committee has also reviewed the contents submitted by the Government to report to the National Assembly on the necessity of adjusting some contents to take effect early. It is expected that if approved by the National Assembly, it will take effect from August 1, 2024 with some contents as stated in the draft Law.

Vice Chairwoman of the National Assembly Nguyen Thi Thanh emphasized: The National Assembly Standing Committee strongly supports the Government in proposing measures to remove difficulties and obstacles and create favorable conditions to help unblock land resources, promptly resolve issues that are bottlenecks in the process of implementing socio-economic development tasks...

To complete the draft laws, Vice Chairwoman of the National Assembly Nguyen Thi Thanh proposed adding a provision on the effective date. Accordingly, it is necessary to clearly stipulate: The Government is responsible for promulgating within its authority and directing ministries, branches and localities to promulgate detailed documents guiding the implementation of the contents assigned in the Laws, ensuring that the guiding documents take effect at the same time as the effective date of the Law, ensuring that the implementation of these laws comes into life. Regarding the name of the Law, Vice Chairwoman of the National Assembly Nguyen Thi Thanh said: Article 8 of Resolution 351/2017/UBTVQH14 stipulates the format and technique of presenting legal documents of the National Assembly, the Standing Committee of the National Assembly stipulates that the name of the document is a short sentence, a word or phrase that generally reflects the main content of the document. At the same time, in the Resolution on the Law and Ordinance Development Program for 2025, adjusting the Law and Ordinance Development Program for 2024, which was just passed by the National Assembly, it is stated that: The official name of the law will be considered and decided by the National Assembly when considering and approving the draft Law.

Therefore, Vice Chairwoman of the National Assembly Nguyen Thi Thanh requested the drafting agency and the reviewing agency to consider and adjust the name of the Law. Accordingly, the proposed amendment is: Law amending and supplementing a number of articles on the enforcement of the Land Law No. 31/2024/QH15, Housing Law No. 27/2023/QH15, Real Estate Business Law No. 29/2023/QH15, Law on Credit Institutions No. 32/2024/QH15. This will be in accordance with the regulations and resolutions of the National Assembly Standing Committee on the name of the law...

Delegate Nguyen Thanh Cong (National Assembly Delegation of Ninh Binh Province) participated in the discussion on the Law on Urban Planning and Rural Planning.

Participating in the discussion at the Group on the Law on Urban and Rural Planning, delegate Nguyen Thanh Cong (National Assembly Delegation of Ninh Binh Province) agreed with the necessity of promulgating the Law to overcome the shortcomings and limitations of current regulations on urban planning and construction planning, and to remove difficulties and obstacles in practice.

Giving specific comments on the regulation of the relationship between plans, delegate Nguyen Thanh Cong suggested that it is necessary to clarify the relationship between the district master plan and the district-level land use plan, between the commune master plan and the land use targets allocated to the commune-level administrative units in the district-level land use plan. In case it is necessary to adjust the local plan, should the rural planning adjustment process be carried out first or should the land use planning and land use plan adjustment process be carried out in parallel? What is the adjustment principle in this case?

Regarding the implementation of planning for aerial space, according to delegate Nguyen Thanh Cong, the draft Law still lacks planning for high-altitude spaces. Therefore, to catch up with international practices, the delegate believes that there needs to be a longer-term vision for planning, especially for high-altitude space planning and space division for high-rise buildings. In addition, currently, regarding the construction and management of popular civil aircraft in Vietnam, there is only the planning of aviation infrastructure and the management of construction of helipads on the roofs of high-rise buildings. Meanwhile, according to the visible development trend in countries around the world, personal "flying vehicles" are becoming more and more popular, not only limited to helicopters or private jets, but also have a high potential to develop into "flying cars", increasingly personalizing air travel. Planning for high-altitude airspace is a new field, requiring high technology and modern thinking and vision. Therefore, the delegate suggested that there should be regulations in the law to open and encourage the construction of infrastructure and management of space for this new trend, as well as close coordination between ministries to have unity in management, raising the planning vision. "The implementation will of course encounter many difficulties, but it is necessary to meet the trend as well as the needs of socio-economic development. This also contributes to attracting investment, especially from large corporations and companies from developed countries with high and advanced technology such as Korea, the US, the UAE bloc..." - delegate Nguyen Thanh Cong emphasized.
