Continuing the program of the 6th Session of the 15th National Assembly, on November 21, the National Assembly discussed the 2023 Work Reports of the Chief Justice of the Supreme People's Court and the Chief Prosecutor of the Supreme People's Procuracy; Report on crime prevention and control and law violations; Report on judgment enforcement; and anti-corruption work in 2023.
Through discussion, the majority of National Assembly deputies basically agreed with the 5 reports of the agencies and the inspection reports. The reports were prepared seriously, elaborately, with quality, innovation, closely following the actual situation, demonstrating the results achieved in all aspects of work in the context of the country's many difficulties. That reflects the great efforts of the sectors, forces, the attention of the entire political system and the social community.
One of the contents that delegates were interested in discussing was the work of preventing and combating corruption in 2023.
Through discussion, delegates said that in 2023, the fight against corruption will continue to be led and directed strongly, resolutely, and synchronously, with new breakthroughs and many comprehensive results at both the central and local levels.
The results of anti-corruption work have continued to demonstrate the strong determination of the Party and State to fight corruption and negativity without stopping or slowing down, contributing significantly to cleaning up the apparatus, tightening discipline and order, and promoting the country's socio-economic development.
In addition, the legislative activities of the National Assembly have many innovations, focusing on institutionalizing Party regulations related to anti-corruption and negativity work; promoting the review of legal documents to detect documents with loopholes and inadequacies that may lead to corruption and negativity in order to promptly correct and overcome them...
However, delegates also said that the work of building and perfecting institutions for anti-corruption is still limited. The situation of slowness and debt in issuing documents detailing the assigned contents in laws, ordinances and resolutions has not been thoroughly resolved, and some ministries and branches have not promptly amended and supplemented legal documents according to regulations. Policies and laws in some areas are still inconsistent, and some regulations still contain loopholes and inadequacies that can easily be exploited for corruption and negativity.
In the work of law-making, there are cases where the application of shortened procedures and processes is not in accordance with the provisions of the Law on Promulgation of Legal Documents or other forms of documents are used that are not in accordance with regulations to replace the promulgation of legal documents.
Delegates proposed that the Government strengthen direction at all levels and sectors to synchronously implement anti-corruption measures; strengthen inspection and examination of the responsibilities of heads of agencies, organizations and units in implementing solutions to prevent corruption and negativity.
At the same time, it is recommended that the Government continue to lead and direct the overcoming of limitations to improve the effectiveness of anti-corruption measures, especially in transparency, timely amendment and supplementation of norms, standards, codes of conduct, control of assets and income, and job transfer, etc.
During the discussion session, Minister of Public Security To Lam, Chief Justice of the Supreme People's Procuracy Le Minh Tri, Chief Justice of the Supreme People's Court Nguyen Hoa Binh, and Government Inspector General Doan Hong Phong spoke to explain issues of concern to National Assembly deputies.
