Continuing the 6th Session, on October 27, the National Assembly discussed the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level and the draft Resolution on piloting a number of specific mechanisms and policies on investment in the construction of road traffic works.
In the morning, the National Assembly listened to Comrade Le Tan Toi, Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee on National Defense and Security, present a Report on explaining, accepting and revising the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level.
Accordingly, at the 5th Session of the 15th National Assembly, National Assembly deputies discussed and gave opinions on the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level. Based on the comments, the National Assembly Standing Committee directed the Agency in charge of the review, the Drafting Agency and relevant agencies to study, explain, absorb and revise the draft Law. The draft Law after being absorbed and revised has 5 chapters with 34 articles.
Discussing in the hall, the majority of National Assembly deputies agreed with the contents of the draft law that had been absorbed and revised and believed that the draft law would meet practical requirements in protecting order and security at the grassroots level.
National Assembly deputies also suggested that it is necessary to continue reviewing, thoroughly researching, and revising to complete the draft in accordance with the correct procedures such as: name, scope of adjustment; review of the position and function of the force; study and supplement the obligations and responsibilities of the force participating in protecting security and order at the grassroots level; review of the principles of organization, operation and working relationships; criteria for selecting and arranging forces, etc.
In the afternoon, the National Assembly listened to Minister of Planning and Investment Nguyen Chi Dung, authorized by the Prime Minister, present the Report on the draft Resolution on piloting a number of specific mechanisms and policies on investment in the construction of road traffic works and the verification report of the National Assembly's Economic Committee.
During the remaining time of the afternoon session, the National Assembly discussed in groups the adjustment of some contents of Resolution 53/2017/QH14, dated November 24, 2017 of the National Assembly on the Feasibility Study Report of the Land Reclamation, Compensation, Support and Resettlement Project of Long Thanh International Airport; Resolution on piloting some specific mechanisms and policies on investment in construction of road traffic works.
