On the afternoon of June 6, under the direction of National Assembly Chairman Vuong Dinh Hue, the National Assembly held a plenary session in the hall to continue questioning the first group of issues in the field of labor, war invalids and social affairs and the second group of issues in the field of ethnicity.
Questioning a group of issues in the ethnic field, delegates focused on the following contents: Responsibilities of the Ethnic Committee and coordination with ministries and branches in implementing national target programs: new rural construction in the 2021-2025 period; sustainable poverty reduction in the 2021-2025 period; socio-economic development in ethnic minority and mountainous areas in the 2021-2030 period.
Policies to attract resources to support investment in the development of ethnic minority and mountainous areas, areas with difficult and especially difficult socio-economic conditions. Solutions to remove difficulties and obstacles in ethnic policies related to the demarcation of communes and villages in ethnic minority and mountainous areas. Solving difficulties in residential land and production land for ethnic minorities, overcoming the situation of spontaneous nomadic and shifting cultivation, and deforestation.
Responding to questions from delegates about difficulties and obstacles in the delimitation of ethnic minority areas, Minister and Chairman of the Ethnic Committee Hau A Lenh said that this delimitation was carried out in two phases. Phase 1 was implemented according to Resolution No. 22 of the Politburo, at that time the delimitation was carried out according to mountainous and highland areas. Phase 2 was carried out according to the level of development, identifying particularly difficult villages and communes as areas for concentrated and key investment.
During the process of delimitation in these two stages, the Ethnic Committee was assigned to preside over and advise the Government to determine the criteria. From 1996 to present, investment policies in ethnic minority areas have been built on the spirit of investing in the most difficult areas according to the criteria of delimiting 3 areas according to the level of development.

Most recently, Resolution 120 of the National Assembly assigned the Government to stipulate specific criteria for determining key and focal areas. In that spirit, the Ethnic Committee advised the Government to issue Decision No. 33 to determine the criteria for dividing into 3 regions according to the level of development. Based on the issued criteria, the Ethnic Committee submitted to the Government to issue Decision No. 861, the Minister and Chairman of the Ethnic Committee was authorized by the Prime Minister to issue Decision No. 612 approving the list of extremely disadvantaged communes.
The classification process is based on a number of criteria: communes and villages with 15% or more of the population being ethnic minorities are identified as communes and villages in ethnic minority areas; communes with a poverty rate of 15% or more are considered poor communes. The Chairman of the Ethnic Committee said that communes with a poverty rate of less than 15% are no longer considered poor communes, however, in reality, there are also some shortcomings.
Regarding the impact of Decision No. 861, the communes are no longer particularly disadvantaged areas and are not entitled to investment incentives for the 2016-2020 period, which has impacted 12 policies. The Government has assigned ministries and branches to adjust and amend a number of regulations and circulars related to ethnic minority areas, including insurance policies for ethnic minorities.
The Ministry of Health is presiding over and coordinating with the Vietnam Social Security and other agencies to amend Decree 146, including adding and including subjects who are not in particularly difficult communes, but are still disadvantaged ethnic minority households, to continue to receive benefits. The draft is being consulted with relevant agencies to submit to the Government in the coming time.
Reporting to the National Assembly Chairman and National Assembly deputies on 12 policies affected by Decision 861, Minister and Chairman of the Ethnic Committee Hau A Lenh said that the 12 groups of policies all directly affect people, not areas. Policies directly targeting people and ministries and branches that have been assigned specific tasks will be adjusted and amended accordingly.

Responding to questions from delegates regarding Decree 05, Minister and Chairman of the Ethnic Committee Hau A Lenh said that the Decree has been seriously implemented by ministries, branches and localities and many documents have been issued for implementation.
However, through review and evaluation, it is found that many other policies and guidelines related to ethnic minority areas need to be updated and adjusted to suit reality.
The Ethnic Committee has proactively worked with localities to assess the implementation of Decree 05 and propose adjustments and amendments to a number of contents in the spirit of updating and supplementing contents related to ethnic policies in the Constitution, Resolutions and Conclusions of the Central Committee to submit to the Government in 2027.
Responding to the difficulties in implementing the national target program, Minister and Chairman of the Ethnic Committee Hau A Lenh shared the concerns of all levels, sectors and delegates because the program is large and located in a difficult and complicated area. The projects and policies integrated into the program include policies from the previous period that are still in effect.
The Minister and Chairman of the Ethnic Committee said that the biggest concern now is the implementation process on the ground because there are specific projects implemented down to the villages and households.
The Minister and Chairman of the Ethnic Committee said that in terms of institutions, the guiding documents have basically been issued in full, however, it is inevitable that in reality, there will be problems arising, so the Central Government will strengthen the inspection, supervision and timely guidance to remove difficulties and obstacles for localities. For localities, in this guiding document, the maximum decentralization of all resources will be enhanced so that localities can decide and concentrate their forces for implementation.
Regarding the issue of culture, the Chairman of the Ethnic Committee said that the policy of preserving and maintaining national cultural identity is a major policy of the Party. After the 13th Party Congress, the political system has shown even greater concern for this issue. The Ethnic Committee has regularly coordinated with the Ministry of Culture, Sports and Tourism to carry out this work.

Up to now, there are still issues that need to be further improved to do better in the coming period, such as issues of support policies for ethnic minority artisans to preserve cultural beauty; support policies to build cultural institutions suitable to customs and practices; policies to support cultural activities of ethnic minorities... The Ethnic Committee will continue to research to perform these tasks well.
Responding to a delegate's question about the recurring migration situation, the Minister affirmed that there are many groups of communities with very good living conditions, arranged for resettlement after land acquisition but still migrate, mainly due to customs and economics.
The current solution is still to strengthen propaganda, mobilization, and persuasion of local people. In addition, when building resettlement projects when reclaiming land, it is necessary to build resettlement projects in accordance with the direction of the Party and the State, which is to fully provide basic services for people to stabilize their lives.
Questioning at the working session, delegate Phuc Binh Nie Kdam (National Assembly Delegation of Dak Lak province) was concerned about the implementation of projects of national target programs in accordance with the projects summarized in the feasibility study report.
The delegate said that currently, Dak Lak province, as well as other localities nationwide, are implementing national target programs for socio-economic development in ethnic minority and mountainous areas. However, delegate Phuc Binh Nie Kdam recognized that there are many difficulties and problems that need written responses from the Ethnic Committee. The delegate said that the province has sent many documents asking for opinions from November 2022 until now but has not received any guidance.
Delegate Phuc Binh Nie Kdam asked the Minister to inform about the project implementation, whether it must be implemented in accordance with the projects summarized in the feasibility study report or not? At the same time, is the organization of review, identification of subjects, selection of forms of residential settlement, concentrated interspersed or on-site settlement suitable to the actual situation of the locality the authority of the Provincial People's Committee or not?
Responding to delegate Phuc Binh Nie Kdam, Minister and Chairman of the Ethnic Committee Hau A Lenh said that he had received the document from Dak Lak province. At the same time, he clarified that according to the program's principles, the authority to adjust within the scope of a project or a local area belongs to the provincial People's Committee and submits it to the provincial People's Council. In case of transferring to another project or another locality, there must be a report and agreement with the Central Government for adjustment because it is related to the program's objectives.
Minister and Chairman of the Ethnic Committee Hau A Lenh said that he had assigned a working group including representatives of the Ministry of Planning and Investment and the Ethnic Committee to work with Dak Lak and had answered this issue and requested the Dak Lak Provincial Ethnic Committee to report to the Chairman of the Provincial People's Committee to direct departments and branches to unify the handling.
