The 27th session of the 10th Provincial People's Council passed a historic Resolution.

Attending the meeting were comrade Nguyen Dang Binh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, members of the Provincial Party Standing Committee, leaders of the Provincial People's Committee, leaders of departments, branches and delegates of the Provincial People's Council.

Overview of the Session

Speaking at the opening of the session, Chairwoman of the Provincial People's Council Phuong Thi Thanh emphasized that the 27th session took place in the context of Bac Kan province, together with the whole country, focusing on ensuring the progress of the implementation of the 2-level local government model. The Provincial People's Committee has directed the development of a project to rearrange commune-level administrative units in Bac Kan province; closely coordinated with the Thai Nguyen Provincial People's Committee to develop a project to rearrange and merge Bac Kan and Thai Nguyen provinces.

The content of this session is not much but it is very important issues, affecting the quality and effectiveness of the implementation of tasks in 2025 and the implementation of the Central Committee's resolutions and conclusions on the organization of two-level local governments with the goal of building a government that is close to the people, serving the people better, creating new space and development room for localities.

Chairwoman of the Provincial People's Council Phuong Thi Thanh requested the Provincial People's Council delegates to thoroughly grasp the Central's direction, with the revolutionary spirit, for the development of the country to discuss and give opinions on this content to create a common consensus in perception and action, so that immediately after the People's Council meeting, the Provincial People's Committee will coordinate to complete the Project to submit to competent authorities for consideration and decision.

At the Session, The Provincial People's Council considered and discussed the content of the Draft Resolution on the policy of arranging and merging Bac Kan province and Thai Nguyen province. Based on the coordination and agreement between the two provinces, the Provincial People's Committee submitted to the Provincial People's Council for approval the policy of arranging and merging Bac Kan province and Thai Nguyen province. Specifically, arranging and merging the entire natural area of ​​4,853.25 ^km2 , population of 365,318 people of Bac Kan province and the entire natural area of ​​3,521.96 ^km2 , population of 1,434,171 people of Thai Nguyen province into one administrative unit, named Thai Nguyen province. After the arrangement, Thai Nguyen province has a natural area of ​​over 8,375 ^km2 (104.69% of the standard), a population of 1,799,489 people (199.94% of the standard), and the political and administrative center is located in Thai Nguyen province today.

According to the delegates' assessment, after the merger, with an expanded area, larger population, creating space and room for development, synchronous infrastructure connections, and a streamlined apparatus, it will increase the development conditions of Bac Kan province after the arrangement and still ensure the promotion of its own identity in the new province.

The meeting also reviewed, discussed and commented on the content of the Draft Resolution on the policy of rearranging commune-level administrative units in Bac Kan province in 2025. Accordingly, Bac Kan province will rearrange 108 commune-level administrative units into 37 commune-level administrative units (including 35 communes and 2 wards), reducing 71 commune-level administrative units (a reduction of 65.74%) compared to the present. Of which, the number of commune-level administrative units established on the basis of the status quo is 1 unit, there are 7 administrative units merged from 2 communes, 23 administrative units merged from 3 communes, 6 administrative units merged from 4 communes.

The Provincial People's Council delegates assessed that the rearrangement of commune-level administrative units to increase population size and natural area, in order to contribute to streamlining the organization and apparatus, reducing focal points, streamlining the payroll, improving the efficiency of socio-economic investment, effectiveness and efficiency of the political system, thereby creating conditions to focus on effectively exploiting available potentials, advantages, economic strengths, ensuring harmonious and sustainable development and ensuring the standards of administrative units according to regulations, in accordance with the direction of the Central Government, the direction of the province and in accordance with the actual conditions and objective development trends of the province and the whole country.

Based on the provisions of law, from April 17, 2025 to April 19, 2025, the Provincial People's Committee organized to collect public opinions. The results showed that the public agreed with the policy of arranging and merging 2 provinces and arranging commune-level administrative units. Specifically, out of a total of 82,273 voters representing households whose opinions were collected, 81,686 voters participated in the collection of opinions (reaching a rate of 99.29%), of which, for the policy of arranging commune-level administrative units of Bac Kan province, the rate of voters agreeing reached 97.49%; for the policy of arranging and merging Bac Kan province and Thai Nguyen province, the rate of agreement reached 99.07%. The People's Councils at the commune and district levels also held meetings and voted on the policy of arranging and merging Bac Kan and Thai Nguyen provinces and the policy of arranging commune-level administrative units of Bac Kan province in 2025 with 100% of delegates agreeing.

The meeting also reviewed, discussed, decided and gave opinions on the Draft Resolution stipulating the principles, scope, support levels and use of funds for protecting rice-growing land in the province.

Through unanimous discussion at the Session, delegates voted to pass 3 thematic Resolutions, including: Resolution on the policy of arranging and merging Bac Kan province and Thai Nguyen province; Resolution on the policy of arranging commune-level administrative units in Bac Kan province in 2025; Resolution stipulating principles, scope, support levels and use of funds for protecting rice-growing land in the province.

In her closing speech at the session, Comrade Phuong Thi Thanh - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized that the 27th session (special session) of the 10th Provincial People's Council has completed the proposed program, unanimously voted to pass 3 special resolutions, including extremely important and historic contents in the development of the province, including the Resolution on the policy of arranging and merging Bac Kan and Thai Nguyen provinces, the Resolution on the policy of arranging commune-level administrative units of Bac Kan province in 2025. This is a very big issue, of special significance to implement the Party's policy on streamlining the apparatus, operating effectively, efficiently and effectively. The issue that the people expect and believe that after the merger, the province will develop faster and more firmly in all aspects.

In order to effectively implement the Resolutions approved by the Provincial People's Council, the Chairman of the Provincial People's Council requested the Provincial People's Committee, all levels, sectors, localities, agencies and units to immediately after the Session focus on completing and coordinating to complete documents related to the arrangement of provincial and communal administrative units to submit to competent authorities to ensure progress according to regulations; proactively deploy projects and plans to arrange the apparatus and personnel work; manage and handle assets to ensure compliance with regulations; effectively implement tasks and solutions to achieve the economic growth target of over 8%.

The Chairman of the Provincial People's Council requested the Standing Committee of the Provincial People's Council, the People's Council Committees, and the Provincial People's Council delegates to closely monitor the adopted Resolutions. Requested the Vietnam Fatherland Front Committees at all levels, socio-political organizations, and press agencies to continue to disseminate information on the work of administrative unit reorganization, creating unity among cadres, party members, and local people on streamlining the apparatus, reorganizing administrative units, and organizing 2-level local governments./.
