Today, the 18th People's Council of Nghe An province solemnly opened the 25th session - the regular session at the end of 2024.
On behalf of the Chairman of the session, I respectfully send my best wishes to the National Assembly delegates, invited delegates, provincial People's Council delegates, and all voters and people of the province.

Dear delegates and voters!
Continuing the spirit of innovation, flexibility and accompanying the development of the province, in nearly a year, the Provincial People's Council has successfully organized 01 regular session and 06 thematic sessions. 2024 is the year with the most sessions ever, passing 121 Resolutions, contributing to the effective implementation of socio-economic goals and tasks, ensuring national defense, security and foreign affairs of the province.
According to the approved program, at this session, the Provincial People's Council will consider and decide on many important contents:
First, on socio-economy and state budget:
The meeting will review and give opinions on the socio-economic situation in 2024, the socio-economic development plan in 2025; results of the implementation of the budget revenue and expenditure estimates in 2024; estimates and budget allocation plans for 2025; the situation and results of the implementation of the public investment plan in 2024, the expected public investment plan for 2025; the development investment capital plan from the central budget to implement 03 National Target Programs in 2025, and adjustments to the medium-term public investment plan for the period 2021 - 2025 from local budgets.
We request that the delegates of the Provincial People's Council focus on specific analysis, objective, realistic, comprehensive and frank assessment of the achieved results, limitations and difficulties; clarify responsibilities and objective and subjective causes in both the organization and implementation of socio-economic development tasks and the budget.
In particular, in 2024, Nghe An province was approved by the National Assembly in Resolution No. 137 on piloting a number of specific mechanisms and policies for the development of Nghe An province; the Prime Minister approved the Planning and Implementation Plan of the Planning of Nghe An province for the period 2021 - 2030, with a vision to 2050. These are important political and legal bases to continue to create strong development momentum for the province in the coming period. It is proposed that the session focus on discussing issues related to the implementation of Central policies as well as provincial policies, consistency, synchronization, and suitability with practice in policies to promote resources and take advantage of development opportunities; forecasting closely to the situation in the coming time, from there, proposing solutions to "remove bottlenecks and bottlenecks" and "speed up and make breakthroughs in implementing socio-economic tasks in 2024 and 2025", associated with the determination to successfully implement the goals and targets of the socio-economic development plan for the period 2021 - 2025, the Resolution of the Party Congresses at all levels, term 2020 - 2025.

Second, based on the review of the submissions of the Standing Committee of the Provincial People's Council and the Provincial People's Committee, the Provincial People's Council will discuss and consider approving 47 draft resolutions in various fields, including many very important contents, directly affecting the socio-economic development, culture, education, health and people's lives in the province such as:
- The detailed regulations assigned to the Provincial People's Council by the 2024 Land Law include land policies for ethnic minorities living in the province, regulations on criteria for deciding on bidding to select investors to implement investment projects using land in the province and preferential policies and investment support including preferential regimes of exemption from land rent for production and business purposes for projects in the investment incentive sector; investment funding levels and investment support to implement investment policies in forestry.
- Specific mechanisms, policies and measures of the province such as: specific mechanisms and policies to support the construction of Dien Chau urban bypass road; measures to facilitate road vehicles crossing the Vietnam - Laos border through secondary border gates.
- Regulations on prices of medical examination and treatment services for state-owned medical examination and treatment facilities under the management of Nghe An province.
- The level of expenditure to ensure operating conditions for the force participating in protecting security and order at the grassroots level and the policy of supporting the termination of employment of commune police who no longer participate in this force.
- Regulate the authority to decide on the management and use of public assets; purchase goods and services under local management; approve goods and services under local management; approve the task of budget estimates and purchase of assets and equipment; and decentralize the authority to decide on the approval of the task of construction and renovation of construction items in projects that have been invested in construction.
- Assigning civil servant payrolls and approving the total number of employees in public service units in 2025; approving the list of works and projects requiring land acquisition and conversion of forest use to other purposes to implement projects; approving policies and adjusting investment policies for projects and many other important contents.
Third, on the supervision activities of the Provincial People's Council at the session:
The Provincial People's Council conducts supervision through reviewing and commenting on reports of the Provincial People's Committee, the Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, and a number of agencies and units submitted at the session according to regulations. Review the Report on the results of the Provincial People's Council's thematic supervision on the results of 3 years of implementing the public investment plan for the period 2021 - 2025 of Nghe An province (from 2021 to 2023).
Conduct questioning on 2 groups of issues in the fields of health and culture - sports.

The 25th session of the 18th Provincial People's Council took place after the success of the 10th Conference of the 13th Party Central Committee; the 8th Session of the 15th National Assembly; the National Conference to disseminate and summarize the implementation of Resolution No. 18-NQ/TW; report on the socio-economic situation in 2024, solutions to accelerate socio-economic development in 2025 and remove institutional bottlenecks and bottlenecks with many important, breakthrough, and drastic policies, orientations, and decisions, creating momentum and premise for the development of the whole country, opening the historical door to a new era - the era of national development.
In preparation for the 25th Session, the Standing Committee of the People's Council, the People's Committee, and the Standing Committee of the Provincial Fatherland Front Committee have actively coordinated to prepare quality meeting contents that are in accordance with authority and regulations. The Committees of the Provincial People's Council have conducted examinations and provided many specific opinions. The Provincial People's Committee has received and completed the draft before submitting it to the Provincial People's Council for consideration and decision.

The 25th regular meeting at the end of 2024 is a very important meeting with a huge amount of work, the largest number of Resolutions considered and approved in previous meetings. The meeting continues to innovate in the direction of reducing the time for presenting reports, increasing the discussion time, shortening it to 2 days, reducing 1 session compared to previous regular meetings.
Therefore, we request that the delegates of the Provincial People's Council continue to uphold the spirit of innovation, responsibility, promote intelligence, carefully study the contents, actively discuss in the Group and the Hall, participate in questioning, clearly express their opinions, especially on issues with different opinions, creating high unity so that the People's Council can make decisions in accordance with the law, in accordance with the practical situation. We request that the leaders of agencies, units and localities invited by the Provincial People's Council to attend the session fully participate and actively contribute to the contents of the session.
During the session, the Provincial People's Council organized an online telephone line to receive voters' suggestions and feedback. It is requested that press, radio and television agencies strengthen information and propaganda work to promptly, fully and accurately convey the activities at the parliament to voters and all classes of people.
