On behalf of the Provincial People's Committee, Standing Vice Chairman of the Provincial People's Committee Phan Thai Binh presented a summary report assessing the socio-economic situation in the first 6 months of the year, supplementing key tasks and solutions for the last 6 months of the year.
The report said that the economic growth rate in the first 6 months increased by 2.7%; the economy had positive development momentum in all 3 sectors: agriculture, trade services and industry.
In particular, the industrial production sector has recovered well, especially in the second quarter with a growth of approximately 15%. Total state budget revenue in the first 6 months reached 51.8% of the estimate. Total social investment capital in the province reached nearly 17.7 trillion VND, up 21.3% over the same period last year.
Policies for cultural development, education, social security, population arrangement, and stabilizing the lives of people in mountainous areas and ethnic minority areas continue to receive attention. Administrative procedure reform has made much progress and significantly improved in terms of assessment. Political security, borders, islands, and social order and safety are maintained...
The report of the Provincial People's Committee also pointed out 7 limitations and added 7 groups of key tasks and solutions in the last 6 months of the year. Standing Vice Chairman of the Provincial People's Committee Phan Thai Binh affirmed that the province urgently completed the Plan to implement the Provincial Planning for the period 2021 - 2030 with a vision to 2050, and submitted it to competent authorities for approval for early implementation.
Along with that, resolutely implement solutions to promote disbursement of public investment capital, speed up site clearance and construction progress of key projects and works.
In particular, priority is given to disbursing the extended 2023 capital plan, capital plans for national target programs and socio-economic recovery and development programs.
The province is determined to transfer the 2024 capital plan from projects that are unable to disburse or disburse on schedule to supplement high-disbursement projects and works that need additional capital plans to ensure compliance with regulations...
According to the meeting agenda, on the first working day, after listening to reports on the socio-economic situation of the Provincial People's Committee and the work of specialized sectors in the first 6 months of 2024, and the inspection reports of the Provincial People's Council Committees, delegates discussed in groups.
Agreeing with the assessment report of the Provincial People's Committee on the socio-economic situation in the first 6 months of the year, some opinions said that although the economy has grown, the targets such as budget revenue are not really sustainable, especially the revenue from land, production and automobile assembly is low. Therefore, the budget management in the last 6 months of the year needs drastic and synchronous solutions to achieve the economic growth target of 7.5-8% of the year.
There are also opinions that in the near future, there will be a stimulus policy to reduce registration fees, the possibility of increasing revenue from cars; hydropower in the rainy season... so the budget revenue can be guaranteed according to the plan. In addition, there should be solutions to remove difficulties for real estate enterprises and production and business enterprises.
In the immediate future, remove institutions under the province's authority such as: approving planning and land use plans; reforming administrative procedures, overcoming the shortage of land for leveling; having policies to support businesses, supporting loan interest rates to promote private economic development...

In the afternoon, the Provincial People's Council conducted a question-and-answer session on groups of issues of interest to delegates and voters related to the implementation of three national target programs; the program for economic and social recovery and development.
Reporting to delegates, according to Mr. Nguyen Quang Thu - Director of the Department of Planning and Investment, although there have been many efforts in implementing national target programs, the disbursement rate of the programs in the first months of the year is still very low, only disbursing 13.07% of the total capital plan, the tasks under the expenditure tasks of the public capital source are disbursed too slowly, only reaching 1% of the plan.
As the specialized agency in charge of organizing and implementing these programs, representatives of the Department of Agriculture and Rural Development, the Ethnic Minorities Committee of the Provincial People's Committee, and the Department of Labor, Invalids and Social Affairs took turns answering questions.
Speaking at the question and answer session, Chairman of the Provincial People's Committee Le Van Dung called on leaders at all levels, sectors, localities and people in the whole province to join hands and build a great national unity bloc to focus on successfully implementing the set targets and key tasks.
Presenting key solutions to promote economic growth, comrade Le Van Dung emphasized that the province continues to focus on removing difficulties and obstacles for businesses, because businesses are the main driving force of the economy.
The Provincial People's Committee has also clearly identified each type of enterprise, in order to have specific measures to overcome difficulties, and truly accompany enterprises.
The progress of disbursement of investment capital is very slow, this is a big problem, if the province does not focus on disbursing capital for basic construction investment according to the plan, it will not promote the achievement of the year's growth target. Implement many synchronous and drastic measures, in which, in the near future, the Provincial People's Committee will establish 5 working groups chaired by the Chairman and Vice Chairmen of the Provincial People's Committee, each group will directly inspect and have solutions to remove obstacles for each specific project.
Regarding the implementation of the 3 national target programs, according to the Chairman of the Provincial People's Committee, this is a much discussed issue, but the important thing is what solutions to overcome difficulties and implement better in the coming time.
Accordingly, the Provincial People's Committee will also organize a thematic conference to discuss this issue, inviting the secretaries and chairmen of relevant localities to discuss together, see where the responsibility lies and resolve it there, not speaking in general terms, but must be specific to each matter.
Chairman of the Provincial People's Committee Le Van Dung said that in the coming time, the whole province will pay attention to investment promotion and business support to promote and mobilize all social resources for investment and development.
