The 23rd session of the Provincial People's Council took place at a time when all levels and sectors were focusing on accelerating the implementation of tasks for 2024 and summarizing the 2020-2025 term. This was also a session with a large number of resolutions, the content of the resolutions had a wide scope of adjustment, and long-term impact.

Specifically, the meeting considered and approved support policies for cadres, civil servants, public employees, labor contracts, part-time workers and other redundant subjects due to the arrangement of administrative units at district and commune levels in the province. This is a separate policy of the province in addition to the policies on streamlining payrolls according to the Government's regulations, aiming to encourage and motivate those affected by the arrangement of administrative units, creating conditions for localities in perfecting, arranging and stabilizing the apparatus when implementing major policies of the Party and State.

At the same time, consider and approve the list of land plots for bidding to select investors to implement projects using land for the Quynh Lap LNG Power Plant project - one of the important projects under the National Power Development Plan for the period 2021 - 2030, with a vision to 2050; approve the 1/2000 scale construction zoning plan for area D, in the Nam Cam industrial park.

The meeting also considered and approved the Resolution on Adjusting the Medium-Term Public Investment Plan; giving opinions on the report on the implementation of the Medium-Term Public Investment Plan for the period 2021 - 2025 and the expected demand for the Medium-Term Public Investment Plan from the State budget for the period 2026 - 2030. Adjusting the Central budget's career budget to implement the National Target Program on Sustainable Poverty Reduction; approving the adjustment of the estimates of revenue, expenditure, and payment to the State budget from retained fees, and allocating local budgets. Giving opinions on the percentage of land rental unit price; the number of cars for common use in agencies and units in the province and some other contents under its authority.

At the meeting, based on the presentation of the Provincial People's Committee, delegates upheld the spirit of responsibility, promoted democracy and intelligence, focused on research, discussion, and unanimously voted to pass 25 specialized Resolutions.

Speaking at the closing session, comrade Thai Thanh Quy - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed: The Provincial People's Council unanimously passed 25 resolutions, creating a legal basis for the direction and administration of authorities at all levels, contributing to the implementation of socio-economic development goals, ensuring national defense and security of the province and localities.
The Chairman of the Provincial People's Council requested the Provincial People's Committee, all levels, sectors, localities and relevant units to focus on synchronously and drastically implementing solutions so that the recently passed resolutions can soon be effective. In particular, regarding the policy to support redundant subjects due to administrative unit rearrangement: Request the Provincial People's Committee to direct the dissemination of information, timely and complete guidance on the content of the policy; create favorable conditions for procedures, documents and implementation processes; strengthen the inspection of policy implementation, creating fairness and high consensus among cadres, party members and people.

The Chairman of the Provincial People's Council proposed that the Resolution on approving the list of land plots for bidding to select investors to implement the Quynh Lap LNG Power Plant project: This is an important power source project in the list of implementing the 8th Power Plan, contributing to ensuring national energy security. The Provincial People's Committee is requested to urgently direct the implementation of procedures for approving the investment policy, bidding to select investors with capacity and experience to implement the project in accordance with the provisions of law and ensure progress.

Regarding Resolutions on investment policies, adjustments to project investment policies; adjustments to medium-term public investment plans, and adjustments to state budget allocation: The Provincial People's Committee is requested to complete procedures, speed up disbursement progress, and promptly implement projects to effectively promote resources.
The Chairman of the Provincial People's Council also requested the Provincial People's Committee, all levels and sectors to continue to focus on comprehensively, drastically and flexibly implementing the tasks and solutions set out in resolutions, plans and annual work programs; review low and difficult-to-achieve targets to find appropriate and effective solutions.

Regarding the regular session of the Provincial People's Council at the end of the year, expected to be held in early December, the Standing Committee of the Provincial People's Council, the Provincial People's Council Committees, the Provincial People's Committee and sectors and localities are requested to proactively prepare carefully, ensuring the quality and progress of the contents submitted to the session. The Chairman of the Provincial People's Council especially requested the Provincial People's Committee to closely coordinate with the Central Ministries and sectors to propose and submit to the Government for timely promulgation of mechanisms and policies within its authority in concretizing Resolution No. 137 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province. Direct departments and sectors to advise on the contents stipulated in Resolution 137 to submit to the regular session of the Provincial People's Council at the end of the year, ensuring the implementation of the Resolution of the National Assembly as soon as it takes effect from January 1, 2025.

Comrade Thai Thanh Quy also requested the Provincial People's Council Committees to continue to promote the spirit of initiative, accompany the specialized agencies of the Provincial People's Committee in the process of preparing the draft Resolution to be submitted to the Provincial People's Council session; survey, grasp the situation, work with relevant departments, branches and localities to serve the questioning and examination of reports and draft resolutions to be submitted to the session with high efficiency. At the same time, he requested the Provincial People's Council delegates to fulfill their responsibility of meeting voters well; report to voters on the results of performing their duties as delegates during the year; listen to voters' opinions and recommendations to reflect and convey to the Provincial People's Council session; actively research specialized fields and groups of issues that many voters and people are interested in, and provide quality opinions at the session.
The meeting passed 25 draft Resolutions, including: (1). Resolution on support policies for cadres, civil servants, public employees, labor contract workers, part-time workers and other subjects redundant due to the arrangement of administrative units at district and commune levels in Nghe An province. (2). Resolution on adjusting the central budget for implementing the National Target Program on Sustainable Poverty Reduction assigned from 2022 to 2024 in Nghe An province. |
