23rd session, Provincial People's Council: Timely decision on urgent issues, serving socio-economic development, national defense and security

On the afternoon of October 18, in Vinh City, the 18th People's Council of Nghe An Province, term 2021 - 2026, opened its 23rd session (Thematic Session). NTV would like to respectfully introduce the full text of the opening speech of the Session by Comrade Thai Thanh Quy, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation.

Dear delegates!

In order to promptly decide on urgent issues within its authority to serve socio-economic development and ensure national defense and security, based on the proposal of the Provincial People's Committee, the Standing Committee of the Provincial People's Council convened the 23rd session. This is the 4th thematic session held in 2024 with many important contents, specifically:

Firstly, consider and approve support policies for cadres, civil servants, public employees, labor contract workers, part-time workers and other redundant subjects due to the arrangement of administrative units at district and commune levels in the province. This is a separate policy of the province in addition to the policies on streamlining payrolls according to the Government's regulations, aiming to encourage and motivate those affected by the arrangement of administrative units, creating conditions for localities in perfecting, arranging and stabilizing the apparatus when implementing major policies of the Party and State.

Second, consider and approve the list of land plots for bidding to select investors to implement projects using land for the Quynh Lap LNG Power Plant project - one of the important projects under the National Power Development Plan for the period 2021 - 2030, with a vision to 2050; approve the 1/2000 scale construction zoning plan for area D, in Nam Cam Industrial Park. Approve policies and adjust investment policies for projects; list of works and projects requiring land recovery, land use conversion, forest use conversion to other purposes to implement projects, creating a basis to accelerate the progress of works and projects, effectively promote resources; attract investment, promote socio-economic development.

Overview of the Session.

Third, adjust the medium-term public investment plan; comment on the report on the implementation of the medium-term public investment plan for the 2021-2025 period and the expected demand for the medium-term public investment plan from the state budget for the 2026-2030 period.

Adjusting the central budget for implementing the national target program on sustainable poverty reduction; approving the adjustment of revenue, expenditure and payment estimates to the state budget from retained fees, allocating local budgets. Giving opinions on the percentage of land rental unit price; the number of cars for common use in agencies and units in the province and some other contents under its authority.

The 23rd session of the Provincial People's Council took place at a time when all levels and sectors were focusing on accelerating the implementation of tasks for 2024 and summarizing the 2020-2025 term. This is also a session with a large number of resolutions, the content of the resolutions has a wide scope of adjustment, long-term impact, and it is recommended that the delegates of the Provincial People's Council uphold their sense of responsibility and participate in the session effectively.
