After the opening speech of the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Mr. Le Huyen, Vice Chairman of the Provincial People's Committee, briefly reported on the results of socio-economic development in the first 6 months of the year and key tasks for the last 6 months of 2024. The report stated that in the first 6 months of the year, the economy remained stable and grew. Gross domestic product (GRDP) increased by 8.07% over the same period. A number of key and key sectors and fields developed and contributed greatly to growth, of which the added value of agriculture, forestry and fishery reached 3,324 billion VND, up 4.71%; industry - construction reached 4,484 billion VND, up 12.15%; trade and service sectors continued to recover and increase well, up 7.3%. State budget revenue in the area reached 2,411 billion VND, reaching 60.3% of the plan, up 37.9% over the same period; total social investment capital reached 7,740 billion VND, reaching 33.8% of the plan. Cultural and social fields were well implemented. Education and training quality was improved. The work of protecting, caring for and improving people's health was promoted. Social security policies were fully and promptly implemented. The work of caring for policy beneficiaries and poor households was well implemented. The whole province created new jobs for 10,025 workers, reaching 62.66% of the plan, up 0.8%; vocational training for 4,921 people... The political security, order and social safety situation was stable.
In the last 6 months of the year, the Provincial People's Committee focused on directing, operating, overcoming difficulties, limitations, shortcomings, making efforts, striving to complete the goals and tasks of the Resolution of the 14th Provincial Party Congress, term 2020-2025, the resolutions of the Central Committee, the Provincial Party Committee and the Provincial People's Council on the 2024 plan. In particular, focusing on directing 3 breakthroughs according to the resolution of the Provincial Party Committee and 6 key sectors and fields, prioritizing promoting investment growth, especially public investment; energy; tourism; processing and manufacturing industry; high-tech agriculture; urban economy, focusing on building Phan Rang - Thap Cham into a smart city, creating momentum for socio-economic development of the province. Strongly improving the investment and business environment; effectively implementing the Provincial Planning for the period 2021-2030, with a vision to 2050; Strictly manage and effectively implement budget collection solutions; manage resources and environment... Pay attention to implementing well in cultural and social fields, take good care of people's lives; ensure national defense and security.

On the first working day, delegates listened to the leaders of the Economic - Budget Committee and the Cultural - Social Committee of the Provincial People's Council report on the results of the review and assessment of the socio-economic situation in 2023, the implementation of socio-economic tasks in the first 6 months of 2024; the results of the thematic supervision of the Provincial People's Council on the results of the implementation of policies and laws on tourism development in the province, period 2021-2023. The leaders of the Provincial Vietnam Fatherland Front Committee reported on the work of participating in government building and synthesizing opinions and recommendations of voters and people. The leaders of departments and branches reported on 15 draft resolutions related to socio-economic development; the Provincial People's Council committees reported on the results of the review of draft resolutions submitted at the session. The Standing Committee of the Provincial People's Council reported on the draft resolution submission on the Provincial People's Council's Supervision Program in 2025.
* In the afternoon of the same day, the delegates divided into discussion groups. There were 13 delegates participating in 23 rounds of comments on socio-economic fields; 6 department leaders explained the opinions of the delegates raised at the discussion session.
* On the second working day, the meeting held a focused discussion session in the hall on the socio-economic situation and questioned the leaders of two departments: Culture, Sports and Tourism; Agriculture and Rural Development.

At the discussion session, the majority of delegates agreed and highly appreciated the socio-economic development results in the first 6 months of the year; pointed out the shortcomings and limitations, and contributed many opinions on issues of concern to voters such as: Economic growth in 2024; implementation of the 8th Power Plan; situation and solutions to prevent child injuries; situation and solutions to implement the capital source of the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas. The issues were explained and clarified by leaders of relevant sectors and levels.
At the question and answer session, the Provincial People's Council delegates asked the Director of the Department of Culture, Sports and Tourism questions related to groups of issues on: Promoting the value and exploiting the advantages of resources (tangible and intangible) for tourism development; planning, recognizing and licensing tourist destinations; human resources for tourism; implementation of tourism projects; maintenance, conservation and upgrading of relics for tourism; results of implementing the Provincial People's Council's resolution on tourism.

Questioning the Director of the Department of Agriculture and Rural Development regarding groups of issues: Planning for exploitation and aquaculture in the province; investing in dyke infrastructure to prevent landslides and arranging coastal residential areas, riverbanks, streams, and landslide areas; high-tech agricultural models; changing the purpose of forest use to implement projects; dredging channels, anchorage areas at fishing ports, fishing logistics; solutions to respond to drought, local water shortages, dam safety, and response to storms in the last months of 2024. The leaders of the two departments frankly answered the questions quite clearly; acknowledged their responsibilities and had solutions and determination in the coming time. At the meeting, Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, made a statement clarifying the implementation of the socio-economic development plan in the first 6 months of the year and a number of issues of interest to the Provincial People's Council delegates and voters. He stated: Thoroughly grasping the action motto of the Government and the province, the Provincial People's Committee has focused on directing and drastically operating the tasks and solutions to implement the socio-economic development plan for 2024 with 36 key and breakthrough tasks; 191 specific tasks and 54 important driving forces/projects. Continuing to prioritize and promote rapid and sustainable economic growth, focusing on 3 breakthroughs, developing 6 key and priority sectors and fields including: Energy development; promoting tourism growth; promoting growth of processing and manufacturing industry; agricultural, forestry and fishery production; promoting high-tech agriculture; developing urban economy. In addition, continue to promote the implementation of 3 national target programs; improve the investment environment; remove difficulties and obstacles for businesses; and promote administrative reform.

In the last 6 months of the year, the Provincial People's Committee continued to strengthen its direction and administration, focusing on solutions to strive to complete development goals with the highest spirit and determination. Focus on implementing breakthroughs in perfecting mechanisms and policies to remove difficulties for key development areas; accelerate disbursement of public investment capital associated with accelerating the progress of key and inter-regional projects, especially infrastructure projects; and unlocking land resources. Focus on directing priority sectors and fields to promote growth, specifically 5 identified sectors: Energy development; promoting tourism growth; promoting growth of processing and manufacturing industry; agricultural, forestry and fishery production; promoting high-tech agriculture; and developing urban economy. In addition, continue to promote the implementation of 3 national target programs; improve the investment environment; remove difficulties and obstacles for businesses; and promote administrative reform.
Regarding some issues of concern and recommendations from voters and people, the Provincial People's Committee has comprehensively accepted them; focused on thoroughly handling them within its authority. At the same time, it has researched and synthesized recommendations with central ministries and branches to resolve them within its authority regarding issues related to mechanisms, policies, legal regulations and the central government's authority. In the coming time, the Provincial People's Committee will focus on effectively and substantially directing the removal of difficulties and creating favorable conditions for businesses to restore production, create jobs for workers, and effectively implement social security policies. Allocate, manage, and use effectively and in accordance with regulations resources from public investment capital, capital under the three national target programs and the socio-economic recovery program. Continue to closely coordinate with the Provincial Vietnam Fatherland Front Committee to effectively mobilize resources to successfully implement the goal of "eliminating temporary and dilapidated houses" for poor and near-poor households and people affected by natural disasters and climate change throughout the province by 2025.
Based on the comments, discussions and explanations of all levels and functional branches to complete the draft resolutions submitted at the meeting, the delegates decided to pass 18 resolutions on the fields of life, socio-economics of the province and activities of the Provincial People's Council.
In his closing speech, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council highly appreciated the serious, active and responsible working spirit of the delegates, which helped the meeting to be a great success, completing the proposed contents and programs. He emphasized: The resolutions passed at this meeting are very important, having a great impact on the socio-economic development of the province in 2024 and the following years, and on the lives of the people in the province.

In the process of implementation, it is necessary to have a synchronous and strict implementation, with a suitable roadmap for each year and each stage; at the same time, strengthen the inspection and supervision work to ensure the best results and create high consensus among the people, contributing to bringing the resolutions of the Provincial People's Council into practice in social life soon. After the session, it is recommended that the Provincial People's Council delegates be more active and proactive in participating in the development of the Provincial People's Council resolutions; promote the responsibility of supervision; research, innovate, diversify forms, organize well the activities of meeting voters, listen to the thoughts and aspirations of voters and people to report, reflect, and make timely recommendations to the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee and relevant agencies, promptly resolve in the fastest time, without backlog. The Standing Committee, committees, and delegations of the Provincial People's Council are responsible for closely coordinating with the National Assembly Delegation of the province, the Provincial Vietnam Fatherland Front Committee and member organizations to promote supervision, propaganda and mobilization work to all voters and people in the province to well implement the proposed resolutions, achieve the highest socio-economic goals in 2024, and contribute to the successful implementation of the Resolution of the 14th Provincial Party Congress.
