Speaking at the opening of the question-and-answer session, Chairman of the Provincial People's Council Mai Van Tuat emphasized: Promoting the results achieved at the question-and-answer sessions of previous sessions, at this session, the Provincial People's Council continues to improve the quality and effectiveness of question-and-answer activities through direct questioning in the hall, without sending questions in advance.
The topic of this question and answer session focuses on two groups of issues that are of great concern to voters and people: digital transformation and tourism management in the province.
In order for the question-and-answer session to take place democratically, seriously, responsibly and effectively, in accordance with the law, the Chairman of the Provincial People's Council requested that the Provincial People's Council delegates, leaders at all levels and sectors need to be frank and responsible in the process of questioning and answering questions in a constructive spirit, together resolving difficulties and obstacles; meeting the legitimate aspirations of voters and people in the province.
At the beginning of the question-and-answer session, the provincial People's Council delegates questioned the first group of issues on digital transformation. Comrade Doan Thanh Hai, member of the provincial People's Committee, Director of the Department of Information and Communications, answered questions from delegates on: improving the quality of online public service provision; information technology infrastructure at facilities and units; the implementation of the commune-level digital transformation model; the ranking of provincial-level digital transformation; the issue of community digital technology teams; the use of junk SIM cards, sending spam messages threatening and appropriating people's property, etc.

Also participating in answering questions about digital transformation was the Chairman of Hoa Lu District People's Committee.
After the questioning session on digital transformation, the Provincial People's Council questioned the second group of issues on tourism management in the province.
Accordingly, Mr. Bui Van Manh, Director of the Department of Tourism, answered questions from delegates about: solutions to promote tourism development in Ninh Binh; the development of the "night economy" model; the development of craft village tourism; the collection of accommodation fees in heritage areas; the issue of human resources for tourism...

Regarding this issue, the Chairman of Ninh Binh City People's Committee also participated in explaining solutions to attract tourists to Hoa Lu ancient town.
Speaking at the end of the question-and-answer session, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed: After a period of working with a serious, urgent and highly responsible spirit, the question-and-answer session at the 17th session of the 15th Provincial People's Council has completed the contents and requirements set out. At the question-and-answer session, 14 delegates raised 18 questions, directly questioning the Director of the Department of Information and Communications, Director of the Department of Tourism, Chairman of the Ninh Binh City People's Committee, Chairman of the Hoa Lu District People's Committee.

Heads of departments, branches, and People's Committees of districts and cities have basically answered the questions accurately, going straight to the issues being questioned; seriously taking responsibility, offering immediate and long-term solutions, committing to overcoming existing problems and limitations; there was no sign of evasion or beating around the bush in answering questions.
To effectively implement the commitments after the questioning, he requested the Provincial People's Committee to direct departments, branches, sectors, and People's Committees of districts and cities to closely follow the content of the questioning; focus on effectively implementing the commitments at today's questioning session; seriously implement solutions to overcome shortcomings and limitations, and create strong changes in State management work in the questioned areas.
Regarding the group of issues on digital transformation in the province, he requested the Provincial People's Committee to direct all levels and sectors to strictly implement the Central's regulations on digital transformation, clearly develop a roadmap and implementation time, especially implementing Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister approving the Project on developing applications of data on population, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030. Direct specialized agencies to advise on early completion of documents to submit to the Provincial People's Council to issue a Resolution on approving the project and program to perform tasks according to Resolution No. 01-NQ/TU dated April 20, 2021 of the Provincial Party Committee Executive Committee as a basis for arranging budget estimates for implementation according to regulations.
Continue to direct the review, simplification, amendment, supplementation and cancellation of unnecessary administrative procedures, ensuring constitutionality, legality and consistency; regularly inspect the implementation of digital transformation tasks, tasks and solutions to improve the digital transformation index of agencies, units and localities in the province; strive to achieve the goal that by 2025, Ninh Binh will be among the top 20 localities in digital transformation nationwide.
Propose that the Department of Information and Communications proactively advise the Provincial Party Committee, People's Council, and Provincial People's Committee on approving the Project and Program to implement digital transformation tasks; synchronously and effectively deploy the development of technical infrastructure, integration platforms, and connection of national data sharing integration platforms...
Districts and cities strengthen information and propaganda work on digital transformation; exploit and effectively use existing infrastructure, software and applications; review and upgrade equipment serving local tasks; strengthen direction on digital transformation implementation at commune level.
Regarding the group of issues on tourism management in the province, he requested the Provincial People's Committee to direct all levels and sectors to strictly implement legal regulations on tourism; synchronously and effectively deploy solutions to achieve the goals set out in Resolution No. 07-NQ/TU of the Provincial Party Committee on tourism development in Ninh Binh for the period 2021-2030, with a vision to 2045, contributing to making tourism truly a spearhead economic sector.

Continue to advise the Provincial People's Committee to effectively implement Resolution No. 105 of the Provincial People's Council on Regulations on a number of policies to support tourism development in the province for the period 2023-2030; advise on training and fostering tourism human resources in accordance with development needs...
