On the morning of September 22, the 18th term People's Council of Ha Tinh province held the 15th session to consider a number of contents under its authority. Speaking at the opening of the session, Secretary of the Provincial Party Committee - Chairman of the Provincial People's Council Hoang Trung Dung stated: In order to promptly remove difficulties and obstacles and implement new policies of the Central Government, based on the proposal of the Provincial People's Committee and the opinions of the Standing Committee of the Provincial Party Committee, the 17th Provincial People's Council organized the 15th Session.

At this session, the Provincial People's Council will focus on discussing and approving the contents of the resolution on: assigning the number of commune-level cadres, civil servants and non-professional workers at the commune level; regulating titles, concurrent titles, allowance levels, budget allocation levels, and financial support levels for activities of socio-political organizations at the commune level, people directly participating in activities in villages and residential groups; on the contract of junior high school teachers for Ha Tinh City for the 2023-2024 school year; compensation support policies, site clearance, and resettlement for the project to build a water supply system for Vung Ang Economic Zone; planning the commercial, service, tourism and sports area in the southwest of Thach Ha district; adjusting the investment policy and supplementing the medium-term public investment plan of local budget capital for the period 2021-2025 and some other contents. These are important and urgent contents, specifying the regulations of the Central Government, originating from practical requirements, and needing to propose timely solutions to serve socio-economic development.

Report No. 411/TTr-UBND dated September 21, 2023 of the Provincial People's Committee on the proposal to issue a Resolution on titles, allowances and concurrent positions of non-professional workers at the commune, village and residential group levels; fixed operating budget levels of socio-political organizations at the commune level; monthly support levels and concurrent allowance levels of people directly participating in activities in villages and residential groups and allowance levels for a number of other titles in Ha Tinh province.

Also at the meeting, delegates listened to reports on the approval of tasks, survey estimates, and planning of zoning for the construction of the Southwest Commercial Service, Tourism and Sports Area of Thach Ha district; adjusting investment policies for a number of public investment projects; deciding on investment policies and supplementing the medium-term public investment plan for the period 2021-2025 for the project to upgrade the office building and auxiliary items of the Provincial Inspectorate headquarters; issuing a resolution to abolish Resolution No. 19/NQ-HDND dated September 24, 2016 of the Provincial People's Council on approving the planning for exploration, exploitation and use of scattered, small-scale minerals and peat in Ha Tinh province until 2020, with a vision to 2030; Issue a resolution to abolish Resolution No. 159/2015/NQ-HDND dated December 12, 2015 of the Provincial People's Council approving the detailed flood prevention and control planning for diked rivers in Ha Tinh province for the period 2015-2020 and orientation to 2030.

The meeting also discussed a number of issues related to submissions, draft resolutions and unanimously approved their promulgation. Accordingly, delegates voted to approve 8 draft resolutions.

Closing the session, Provincial Party Secretary - Chairman of the Provincial People's Council Hoang Trung Dung affirmed: With the spirit of urgent and responsible work, the 15th Session of the 18th Provincial People's Council has completed the set contents and programs.
The Chairman of the Provincial People's Council requested the Provincial People's Committee, units and localities to focus on directing the completion of the set goals and tasks; focusing on reviewing the targets and tasks for 2023 to focus on directing the implementation, in conjunction with the implementation of tasks after the mid-term conference to implement the Resolution of the 19th Provincial Party Congress and the resolutions of the Party Congresses at all levels. Continue to pay attention to supporting investors to implement projects, especially projects of investors who have committed to the province. Create favorable conditions for production and business activities of enterprises and cooperatives; strive to collect budget revenue exceeding the set targets. Speed up the implementation and disbursement of public investment capital; coordinate to speed up the progress of the North-South Expressway project; complete resettlement areas, ensuring stable people's lives before the rainy season.
The Provincial People's Committee needs to continue to inspect and promptly overcome the shortage of drugs, medical supplies, chemicals, and biological products at medical examination and treatment facilities. Departments, branches, and localities focus on preventing and fighting epidemics during the changing seasons, ensuring people's health. Continue to direct the promotion of administrative reform associated with digital transformation. Strengthen inspection and review of fire prevention and fighting.
To ensure compliance with legal regulations, the regular session at the end of 2023 of the Provincial People's Council is expected to take place before December 10. The Provincial People's Committee is requested to review and evaluate the implementation of socio-economic development targets and tasks; direct departments and branches to promptly develop submissions and draft resolutions; Provincial People's Council committees proactively coordinate with drafting agencies to improve the quality of reviewing content submitted to the session.
