Mobilizing resources under the Rural Transport Development Project for the period 2021-2025, linked with three National Target Programs (NTPs): Sustainable Poverty Reduction; and New Rural Development. From this, the "land donation" movement has inspired breakthroughs in achieving the goals of the New Rural Development program for the people of Ky Anh district ( Ha Tinh province).
Veterans cut down their homes and donated land to make way for roads.
Donating land and assets for the construction of new rural infrastructure has become a normal practice for many people in Ha Tinh province.
However, the story of veteran and village head Hoang Dinh Lam in Phu Hai village, Ky Phu commune (Ky Anh district, Ha Tinh province), who cut off a part of his family's main house to give land to the commune for road expansion, touched the hearts of the people in Ky Anh district.
His single-story house, located less than 1 meter from the (old) road, had to have about 1.5 meters of its width and length, spanning over ten meters, cut off. Along with that, nearly 100 square meters of garden land were also donated by the family to widen the road.

Mr. Lam shared: "There are few people in the house, and we don't have much space. We're willing to put up with a little cramped space, but it's worth it for so many things: firstly, we have enough land for the commune to build the road; secondly, as a village official, I should take the lead and do it first so that I can spread the word and mobilize the villagers..."
When asked about how he persuaded his family to agree to his bold decision, he shared: "Initially, I faced some hesitation and concern from my wife and children, but fortunately, everyone trusted my thinking and respected my decision; moreover, my family members understood and strongly supported the village and commune's policy of building new rural areas. Therefore, everything eventually went smoothly."
The main road of the commune, running through Phu Hai village down to Ky Phu beach, is 400m long but only 3m wide; 23 households are located along the road. To ensure a road width and sidewalk of 9m, the families on both sides of the road have to move back 2-3m of land.
As a coastal locality with limited land and high land prices, changing the mindset and awareness of the people is a very difficult process. Nevertheless, through persistent propaganda and persuasion, especially after the village head took the lead by donating land and even a part of his own house, things have changed quickly and noticeably.
Without being told, the families followed the newly marked road boundaries, tearing down their fences, sturdy gates, and any other structures they owned on the land designated for the road, and then proceeded to rebuild.
Next to Mr. Lam's house is the family of Mr. Tran Van Tuan, who also ceded land to the commune for road construction. He voluntarily demolished his house and moved it back, leaving a width of over 2 meters and a length of 13 meters.
“It’s a shame to have to discard so much valuable land and infrastructure, and then have to spend more time and money rebuilding it. However, because of the local government’s overall policy, we are willing to contribute. Mr. Lam, the village head, took the lead by donating a part of his house, and we villagers followed suit for the common good,” said Mr. Tran Van Tuan.
The 'revolution' of donating every inch of land is worth its weight in gold.
The story of people donating land to build roads in Ky Xuan, Ky Phu, Ky Dong, Ky Thuong communes, etc., is likened to a "revolution" that has transformed rural transportation.
Hundreds of households along inter-village and intra-village roads, alleyways, and residential clusters voluntarily donated land to widen the roads so that cars can easily pass each other, and to create drainage ditches, making the alleyways clean and beautiful.

Mr. Nguyen Kien Quyet, Chairman of the People's Committee of Ky Phu commune, said: "Thanks to decisive leadership and direction, the Fatherland Front and other organizations have intensified propaganda and mobilization efforts among the people, and the enthusiastic participation and response of the people, Ky Phu commune has built 8 out of 8 villages that meet the standards of model residential areas."
Specifically, in 2019, Ky Phu commune built two model residential areas (Phu Loi and Phu Son) to meet the standards; in 2020, it built five model residential areas (Phu Minh, Phu Long, Phu Thuong, Phu Trung, and Phu Tan) to meet the standards; and in 2021, it built one model residential area to meet the standards. The total construction cost was over 15 billion VND, of which more than 11 billion VND came from contributions from organizations, individuals, and social mobilization.
The movement to donate land for road construction spread widely, with thousands of square meters of land, trees, and crops donated by the people, and hundreds of thousands of man-days of labor contributed to the construction and repair of rural roads, especially those in remote, sparsely populated communes such as Ky Thuong, Ky Son, and Lam Hop.
Mr. Nguyen Anh Ngoc, Chairman of the People's Committee of Ky Son commune, shared that in recent times, with the support of the State and the joint efforts of the people, the implementation of rural road construction in Ky Son has achieved many important results.
To date, the basic transportation system ensures connectivity between villages with over 40 km of concrete roads. To complete this work, the commune mobilized more than 22 billion VND, of which the people contributed more than 16 billion VND; and received more than 5,700 tons of cement...
Regarding the inter-district road system, out of 9 routes with a total length of over 63 km, 7 routes, with a length of 46.6 km, have been invested in to meet standards, with 100% asphalt and concrete paving.
For the remaining routes requiring significant resources, Ky Anh has leveraged support from higher levels, including several routes in the medium-term public investment program funded by the central and provincial budgets.

Alongside the transportation criteria, the centralized clean water criterion has also been addressed by accelerating the progress of centralized water supply projects in Lam Hop commune and its surrounding areas, with a total investment of 40 billion VND; and in Ky Lac commune, with a total investment of 13 billion VND.
Simultaneously, the water supply network from the Ky Anh Town Water Treatment Plant system will be expanded to supply the communes of Ky Tho, Ky Tan, and Ky Van, and procedures for selecting investors and approving the investment policy for the Ky Dong and surrounding area water supply plant project will be completed.
According to calculations, with the projects currently being implemented in the area, the target for centralized clean water supply in Ky Anh district will reach 24% this year, 2024.
