Part 1: Problems due to slow relocation of power grid infrastructure?

Many transport projects in the province are at risk of being behind schedule due to having to stop construction or slow down construction to wait for the relocation of the power grid infrastructure on the route. This delay not only causes difficulties for the construction unit but also affects the efficiency of investment capital.

The project to upgrade and renovate provincial road 454, from Thai Binh city to Sa Cao bridge, is at risk of being behind schedule due to power grid infrastructure.

Every road is "electric"

Over 250 electric poles have not been relocated, which is the number recorded in only 5 traffic projects that the Provincial Traffic Construction Investment Project Management Board is managing and implementing. In addition, in projects invested by the Infrastructure Construction Project Management Board of 8 districts and cities, the number of electric poles that have not been relocated in the projects is up to over 500 poles and many transformer stations. The delay in relocating the power grid infrastructure out of the scope of current traffic projects is a huge obstacle, slowing down the overall progress of the project, causing a waste of investment capital.

The project to renovate and upgrade provincial road 455 from An Duc commune, Quynh Phu district to provincial road 456, Thai Thuy district has a length of over 7km. Up to now, the site clearance work of the project has been relatively smooth; in particular, the section passing through Quynh Phu district has completed the handover of agricultural land and residential land on the route to the construction unit. However, there are still land issues at the locations of 60 electric poles on the route, making it impossible for the construction unit to complete the items as planned.

Mr. Pham Vu Hiep, technical officer of Thinh Vuong TVT Joint Stock Company, said: Most of these electric poles are located within the roadbed and drainage ditches, so many locations have to be left behind, making it impossible to construct the roadbed and drainage ditches, potentially causing risks to labor safety, electrical safety and traffic safety on the route.

In the project to upgrade and renovate provincial road 454, the section from Thai Binh city to Sa Cao bridge, phase 1 of the project is nearly 3.5km long, from the beginning of the route to the intersection with DH.13 road. The project started in September 2021, the contract implementation period is 25 months, accordingly the deadline is only 5 months. To date, the construction unit has completed the road surface to the C19 asphalt concrete layer reaching 2.5/3.47km; construction to the type 2 crushed stone layer reaching 2.9/3.47km; construction of longitudinal ditches reaching 3.9/4.9km; construction output reaching about 101/137 billion VND. However, according to the assessment of the project investor and the construction unit, the project is at risk of not being completed on schedule if the "bottleneck" in the power grid is not resolved soon.

Mr. Nguyen Kim Tuyen, technical officer of Long Hung Green Environment Company Limited, said: Currently, the project is still stuck with the site clearance of 35 electric poles and 2 transformer stations; in which, phase 1 of the project still has 16 medium voltage poles that have not been relocated. The construction unit has repeatedly petitioned the local authorities and the electricity industry to resolve the issue, however, the implementation process is still slow, leading to construction interruptions, affecting the progress as well as the quality of the project.

The project to renovate and upgrade provincial road 455 from An Duc commune, Quynh Phu district to provincial road 456, Thai Thuy district still has problems with the clearance of 60 electric poles.

Risk of delay due to power grid infrastructure

Mr. Bui Chau Binh, Head of Project Management Department, Provincial Traffic Construction Investment Project Management Board, said that many traffic projects have basically completed construction items, but because the power grid infrastructure is slow to move, the project is behind schedule and has had to request an extension many times. The Provincial Road 454 project (old Road 223) from Tran Thai Tong Street to the intersection with National Highway 10 at TBS Song Tra Industrial Park is a typical example. Construction started in September 2020 and was expected to be completed in June 2022, however, the project had to request an extension of the contract due to many problems related to site clearance, including the delay in moving the power grid system on the route.

Mr. Doan Quang Nam, construction commander, Thai Binh Road Management Joint Stock Company said: During the project implementation, due to the site clearance problems of over 20 electric poles, the construction unit had to overcome them, constructing the roadbed in a "rice and bean" style, placing drainage ditches at locations with available site clearance, and waiting for the rest. This significantly affected the progress and quality of the project. In addition, when we finished paving and asphalting the road surface, many electric poles were still in the middle of the road, posing a potential risk of traffic safety. By the end of 2022, thanks to the close and timely direction of authorities at all levels as well as the active and synchronous participation and coordination of functional sectors and construction units, these problems were resolved.

In the 5 projects that the Provincial Traffic Construction Investment Project Management Board is managing and implementing, there are currently 259 electric poles and 4 transformer stations. Currently, the construction process is facing many difficulties due to land clearance problems at the pole locations. Most of these poles are located within the roadway and drainage ditches, so many locations have to be left behind and the roadbed and drainage ditches cannot be constructed, causing labor safety, electrical safety and safety for traffic participants.

To ensure the progress of construction projects, the Provincial Traffic Construction Investment Project Management Board has repeatedly sent documents requesting Thai Binh Power Company and the People's Committees of districts and cities to coordinate in moving the power line infrastructure system to serve the construction of traffic works. In particular, Thai Binh Power Company is requested to urgently develop a plan to move out of the project site and hand over the site to the construction unit as soon as possible. However, up to now, the implementation is still "standing still", leading to the risk of delaying the progress of many projects.

Electric poles in the middle of the road pose a potential traffic safety risk.
