Kon Tum leases more than 175,618 m2 of land to implement Dak To 1 Hydropower Project
Kon Tum Provincial People's Committee has just decided to lease 175,618.11 m2 of land in Mang Kri village, Ngok Tem commune, Kon Plong district, Kon Tum province to Dak Lo 1 Hydropower Company Limited to build Dak Lo 1 Hydropower Plant.
Of which, underground construction area is 8,481.61 m2; ground and water surface area is 167,136.5 m2. Of which, factory management and operation house: 6,176.7 m2; VH operation road: 55,971.4 m2; discharge channel (discharge gate): 3,116.6 m2; main dam line: 21,602.2 m2; auxiliary dam line: 8,917.0 m2; auxiliary energy line: 10,310.4 m2; TC 1, 2 construction road: 13,011.7 m2; auxiliary area: 10,561.8 m2; waste dump: 37,468.7 m2.
The purpose of land use is land for energy projects and public lighting (to construct Dak Lo 1 hydropower project according to Decision No. 420/QD-UBND dated May 16, 2021 approving the policy; Decision No. 579/QD-UBND dated September 9, 2024 on adjusting the policy).
For items, including underground works; factory management and operation building; VH operation road; Discharge channel (discharge gate); main dam line; auxiliary dam line; auxiliary energy line, land use term is 50 years. For items, including construction roads TC 1, 2; auxiliary area; waste dump, land use term is until December 31, 2025.
The form of land lease is that the State leases land and pays annual land rent. The method of land lease is land lease without auctioning land use rights, without bidding to select investors to implement projects using land.
The Provincial People's Committee assigned the Department of Natural Resources and Environment to transfer cadastral information of the land plot to the competent tax authority to determine financial obligations according to regulations; sign a land lease contract with Dak Lo 1-3 Hydropower Company Limited according to regulations; preside over and coordinate with local authorities to hand over land on site to land-using organizations; issue a Certificate of land use rights, house ownership rights and assets attached to land to Dak Lo 1-3 Hydropower Company Limited after the unit has fully fulfilled its financial obligations to the State according to regulations.
The Department of Planning and Investment shall preside over and coordinate with relevant units to monitor, inspect and urge the implementation of the Dak Lo 1 Hydropower project of Dak Lo 1-3 Hydropower Company Limited according to the objectives, scale and progress of the project approved by competent state agencies as prescribed.
The Provincial Tax Department determines, guides and promptly notifies Dak Lo 1-3 Hydropower Company Limited to carry out documents, procedures and fully comply with financial obligations to the State in determining land rental prices, collecting land use fees, fees, charges and other financial obligations of the project in accordance with regulations, ensuring no loss to the state budget.
Kon Plong District People's Committee performs the function of State management over land use, construction investment, environmental protection and compliance with other relevant legal regulations of Dak Lo 1-3 Hydropower Company Limited; is responsible before the law and the Provincial People's Committee for the accuracy and suitability of the scale, area, scope, boundaries and confirmation of compensation, site clearance and resettlement of the project according to regulations; promptly detects and strictly handles violations related to investment, construction, land use (if any)... related to the Dak Lo 1 Hydropower project according to its authority.
Dak Lo 1-3 Hydropower Company Limited urgently arranges all resources to complete investment and construction of works according to investment projects approved by competent authorities; coordinates with departments, branches and People's Committees at all levels to perform related tasks.
