Kon Plong district has 9 communes and towns. The total population is over 26,460 people; of which, ethnic minorities account for nearly 90%. Implementing Project 1, under the National Target Program 1719, every month, Kon Plong district People's Committee deploys communes and towns to review and compile a list of poor and near-poor ethnic minority households lacking residential land, production land, temporary houses and lacking domestic water to have timely support plans.
Ms. Ho Thi Thuy - Vice Chairman of the People's Committee of Hieu Commune, Kon Plong District said: The commune regularly goes to the villages to organize meetings and check on poor and near-poor households that lack residential land, production land, housing and domestic water. The point of view is to implement practically, collect opinions from the people in the village to create high consensus in the implementation process. After that, the People's Committee of the commune will compile the list and submit it to the District People's Committee for approval of support.
Mr. A Ninh - Head of the Ethnic Affairs Department of Kon Plong district said: The support level for poor ethnic minority households to build houses is 40 million VND/household, residential land is 40 million VND/household, production land is 22.5 million VND/household from the central budget, and the locality will match 10%. With the timely attention and direction of the District Party Committee, People's Council, and People's Committee, along with the coordination of related units, the work of supporting housing, residential land, and production land for the people has been carried out promptly. Creating conditions for people to have land to build houses, land for production, and soon stabilize their lives.
Based on the proposal of the People's Committees of communes and towns, up to now, the People's Committee of Kon Plong district has approved and implemented support for residential land for 06 households, production land for 10 households and support for housing construction for 76 households under Project 1, National Target Program 1719. During the implementation process, with the participation of the entire political system and the consensus of the people, many households after receiving support have boldly borrowed more capital from the Social Policy Bank and mobilized more funds from relatives to buy more land and build houses.
Ms. Y Luoc (Xo Dang ethnic group - Mo Nam branch) in Vi Chring village, Hieu commune, Kon Plong district said: Previously, the family lived in a temporary house. In 2023, the district supported 44 million, borrowed an additional 40 million to build a decent house. Now, we only care about developing the economy to increase income and strive to escape poverty by 2024.
Ms. Y Ky (Xo Dang ethnic group - Mo Nam branch) in Dak Xo village, Hieu commune, Kon Plong district shared: The family is a poor household, with 4 people only relying on the income of more than 1 sao of land for growing cassava and working for hire. At the end of 2023, the family received 22.5 million VND from the National Target Program 1719, the district supported an additional 2.5 million VND, the family was able to buy 1,100m² of rice fields to grow rice. In the first crop, the family harvested nearly 300kg of rice, stabilizing food, not lacking like previous years.
From the capital of the National Target Program 1719, Kon Plong district has deployed decentralized domestic water support for 1,216 ethnic minority households; invested in the construction of 03 centralized domestic water works to provide domestic water for 307 ethnic minority households in Dak Tang, Dak Ring and Ngok Tem communes. The total cost is more than 11 billion VND.
Ms. Y Roi - Dak Xo village, Hieu commune, Kon Plong district said: Recently, the commune supported the family with a water tank. After that, the family brought clean water back to store for use, no longer having to go far to get water. Having a water source right at home makes the family's daily activities very convenient.
The timely implementation of support contents of Project 1, under the National Target Program 1719, has contributed to helping poor and near-poor ethnic minority households in Kon Plong district have the motivation to develop the economy, stabilize their lives and escape poverty sustainably. From 2022 to present, the whole district has reduced 1,487 poor households, the average annual poverty reduction rate is from 8-10%.
