Faced with the complicated developments of storm No. 3 - YAGI, on September 5, the Department of Agriculture and Rural Development issued Document No. 1384/SNN-TT&BVTV on directing production to respond to storm No. 3 (YAGI), in which it requested the People's Committees of districts, cities and towns to focus on directing:
The Department of Cultivation and Plant Protection directly propagates and guides production facilities and farmers to focus on harvesting rice according to the motto "Green at home is better than ripe in the fields" in Lam Thao district.
For rice production: With the rice area ready for harvest, concentrate machinery and equipment and people to quickly harvest with the motto "Better at home than in the fields" to limit damage caused by storms; strengthen the work of estimating and forecasting the occurrence of harmful pests, especially the outbreak of pests such as brown planthoppers, stem borers, leaf blight... after storms on late-flowering mid-season rice to have timely and effective prevention measures to minimize the impact of pests.
For vegetables: It is recommended that vegetable and color areas that are ready for harvest should be quickly harvested; ditches and drainage ditches in the fields should be dredged. After the water recedes, the fields should be cleaned, foliar fertilizers and trace elements should be sprayed to help plants recover quickly; sufficient quantities and types of vegetable seeds should be prepared to be replanted in case heavy rains cause a shortage of vegetable supply.
Farmers in Vinh Lai commune, Lam Thao district use machines to harvest ripe rice before storm No. 3 arrives.
For industrial trees and perennial fruit trees: Direct the focus on harvesting quickly and neatly, especially for fruit trees that are old enough to be harvested (bananas, sour grapefruit, early-ripening grapefruit, etc.); at the same time, direct people to cut, prune the canopy, leaves, and clean up to create ventilation for fruit tree gardens (grapefruit, bananas, etc.) to minimize the creation of large resistance when encountering strong winds, causing trees to easily break; tie tree trunks or large branches in 3 directions to limit falling; dig drainage ditches to increase water drainage, avoiding localized flooding in the garden, etc.
In case of rain and storms, it is necessary to urgently review the damaged crop area, propose mechanisms and policies to support people in damaged areas to restore production. Assign technical staff to stay close to the base, closely monitor the storm's developments; the situation of pests and diseases to have proactive measures to promptly respond and quickly handle the negative effects of weather and pests.
Following the direction of the Department of Agriculture and Rural Development, with the highest determination to limit the damage caused by storm No. 3 (YAGI), on September 5, officers of the Department of Crop Production and Plant Protection directly went to the grassroots to direct, propagate, and guide production facilities and farmers to concentrate human resources and machinery to harvest the ripe rice area before the storm arrives. The estimated area of harvested ripe rice is about 1,000 hectares.
