On the digital transformation journey, Quang Ninh province always determines to make efforts to harmoniously develop all three main axes (digital government, digital economy and digital society). In particular, the digital economy is identified by the province as an opportunity to improve competitiveness and create breakthroughs in economic development. In recent times, the province has implemented many solutions, gradually making the digital economy play a leading role in the province's economic growth.

Determining that the digital economy must be implemented from the most practical tasks and contents related to businesses and people, so that businesses and people are both the subjects and beneficiaries of the achievements, in recent times, the provincial departments and functional branches have implemented many tasks to develop the digital economy, first of all focusing on promoting the development of e-commerce.

As a typical mark of the province on the economic development journey in the new period, the One Commune, One Product (OCOP) Program has now entered a new development stage with many open opportunities in the e-commerce environment. Not only limited to traditional distribution and consumption channels such as agents, retailers, and fairs, currently over 70% of OCOP products from 3 stars of Quang Ninh have been promoted and traded on famous e-commerce platforms in Vietnam such as: Voso, Postmart, Tiki, ...

Particularly, the OCOP Quang Ninh e-commerce platform at the address "https://ocopquangninh.com.vn/" currently introduces 393/393 OCOP products from 3-5 stars of the province. Many products are known and trusted by consumers, such as: Binh Lieu vermicelli, Ba Che yellow flower tea, Van Don fish sauce, Dong Trieu agricultural products, Co To seafood, Tien Yen chicken, Dong Rui sea duck eggs... The OCOP Quang Ninh e-commerce platform has signed with professional distribution partners, such as: Fast delivery - GHN Express, Viettel delivery - Viettel Post, VNPT - VietNamPost... and established links on large, reputable e-commerce platforms, such as: Lazada, Shopee, Fado, Tiki... At the same time, all products posted on the OCOP Quang Ninh e-commerce platform accept non-cash payment methods, creating convenience for consumers in all stages from product selection, choosing delivery method, choosing payment method...

The Center for Promotion and Development of Industry and Trade organizes Vietnamese Goods Week in Dong Trieu Town in conjunction with organizing livestream activities to promote Dong Trieu custard apple products online.

As one of the 4-star OCOP products, Dong Rui sea duck eggs (Tien Yen district) are now labeled with brand identification stamps, barcodes for traceability and put on e-commerce platforms, achieving more positive results than using only traditional sales channels before. Mr. Vu Tuan Anh, Director of Dong Tien Livestock and Service Cooperative - one of the leading units in the production and trading of Dong Rui sea duck eggs (Tien Yen district) shared: Since the Cooperative changed the form of advertising and introducing products through online sales channels, orders both inside and outside the province have increased significantly compared to before. Currently, on average, the Cooperative exports 12,000 to 15,000 eggs to the market per day, of which over 60% of orders come from e-commerce platforms or social networks. E-commerce also helps businesses save a lot of time and unofficial costs, helps focus human and material resources on production and business activities, increases productivity and reduces product costs, creating strong competitiveness for products in the market...

In addition to the development of new types of economic transactions in the electronic environment, traditional types of commerce have also gradually benefited from the benefits brought about by digital transformation, thereby actively contributing to the development of the digital economy in the province. In particular, the most notable is the "Market 4.0" model that is being strongly deployed in the area. From 2022, in addition to implementing cashless payments in commercial centers, administrative areas and in key economic and social areas such as health, education, electricity, water, etc., 13 localities of the province have simultaneously deployed the "Market 4.0" model - Cashless payments for central markets and traditional class I markets in the area. Instead of having to prepare small change and face the hassle of paying change, buyers and sellers only need to use mobile phones to make transactions through forms such as digital banking, bank cards, QR codes, e-wallets, or Mobile Money.

People are proficient in using cashless online payment methods when shopping at the Quang Ninh OCOP Fair.

Up to now, 19 class 1 markets; 11 class 2 markets and 13 class 3 markets have implemented the "Market 4.0" model; 100% of central markets accept payment of fees and make payment of electricity and water bills through non-cash payment methods; the rate of business households in the market accepting non-cash payment methods reaches an average of 83%. The determination of the entire political system in implementing comprehensive digital transformation, along with the results achieved in e-commerce development, is the basis for Quang Ninh to continue promoting digital transformation in the economic sector, creating new momentum for economic growth. At the same time, gradually realizing the goal that by 2025, 55% of the population will participate in online shopping; 50% of supermarkets, shopping centers, modern distribution facilities, households and individuals will use non-cash payment methods in shopping and consumption; 80% of businesses have websites, place orders or receive orders via electronic means; 90% of purchases on websites/e-commerce applications have electronic invoices...

The province also sets a target and determination that by 2025, the proportion of the digital economy will reach at least 20% of the province's GRDP; the proportion of the digital economy in each industry and field will reach at least 10%; the average growth rate of social labor productivity will be over 11%/year; the proportion of e-commerce in total retail sales will reach over 10%; the rate of enterprises using electronic contracts will reach 100%... At the same time, the province strives to gather 50 digital enterprises, of which at least 3 are start-ups, innovating and developing digital products and services; the rate of small and medium enterprises using digital platforms will reach over 50%; the rate of digital economic labor force in the labor sector will reach over 2%; 100% of individual business households and enterprises will have access to and be capable of using digital platforms. Up to now, 60% of enterprises in industrial parks and export processing zones in the province have applied digital platforms in management and production to change production and business processes, increase productivity, operational efficiency, reduce emissions, etc.
